CITY OF SEWARD, ALASKA
RESOLUTION 2003-140
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING THE CITY OF SEWARD'S CALENDAR YEAR
2004 FEDERAL LEGISLATIVE PRIORITIES
WHEREAS, annually the City compiles a list of projects or issues that are identified as
top legislative priorities; and
WHEREAS, the list of projects is compiled and distributed to the Alaska Congressional
delegation, the Kenai Peninsula Borough, and the City of Seward lobbyists; and
WHEREAS, all the projects on this list are consistent with the City's Comprehensive
and Strategic Plans.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA, that:
Section 1. The following projects are hereby declared to be the official legislative
priority list for the City of Seward for the 2004 Federal legislative session:
APPROPRIATIONS
1. $11.5 million for construction of the Multi-Agency Facility including conference center
2. $3 million for Library/Museum Facility
3. Funding in the amount of $250,000 for a Army Corps feasibility investigation for a
breakwater/wave barrier at SMIC - Phase II
ADMINISTRATIVE
1. $2 million for planning and design of the Long-Term Care Facility (Denali
Commission)
2. $2.5 million for Library/Museum (source to be determined)
3. $2.8 million for SMIC ship repair infrastructure improvements (non-federal match
required)
4. $5.75 million for A VTEC (Maritime training facility or in the alternative, an
unspecified training program)

1. $10 million for Lowell Point Road improvement project
WATER RESOURCES BILL
1. Transfer ownership of Lowell Creek flood diversion tunnel back to the Army Corps
HOMELAND SECURITY
1. Designation of the Seward Port and Alaska Railroad Dock as a "strategic port" for use
by U.S. military
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska, this 8th
day of December, 2003.

Agenda Item: Calendar Year 2004 Legislative Priorities
BACKGROUND & JUSTIFICATION:
Each year the City Council approves resolutions listing the City’s federal and state legislative
priorities. These lists help the Council, administration and the City’s lobbyists when discussing City
projects with the various federal and state legislators and agencies. The various projects listed have
come from last year’s projects, projects recommended by the lobbyists and from discussions with
Council in previous meetings and work sessions.

FISCAL NOTE:
Lobbying for the City’s Legislative Priorities will require Council and administrative time and travel.
In addition, the City contracts with two separate lobbyists’ for additional help and consultation in the
City’s lobbying efforts. Both expenditures have been included in the calendar year 2004 budget.

RECOMMENDATION:
Council hold public hearings at its November 24, 2003 regular meeting for the purpose of hearing
public discussion concerning the City of Seward’s calendar year 2004 Federal and State Legislative
Priorities.
Council, at its December 8, 2003 regular meeting, approve Resolution’s 2003-140 & 141 approving
the City of Seward’s calendar year 2004 Federal and State Legislative Priorities.
