HomeMy WebLinkAboutRes2003-144 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2003-144 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ACCEPT A GRANT IN THE AMOUNT OF $4,000.00 FROM THE ALASKA HIGHWAY SAFETY OFFICE FOR 200312004 IMPAIRED DRIVING SUSTAINED ENFORCE- MENT AND BLITZ CAMPAIGN. WHEREAS, 2001 statistics showed that Alaska's alcohol related fatality rate of 50% exceeded the national average by 9%; and WHEREAS, Alaska is one of thirteen states that has received additional advertising and promotional support because of our high alcohol related fatality numbers or crash rates; and WHEREAS, the City of Seward has been offered a $4,000.00 grant from the Alaska Highway Safety Office for the purpose of providing overtime saturation patrols by the Seward Police Department during selected holidays and the blitz campaign for the enforcement of impaired driving; and WHEREAS, this grant is fully fund by AHSO. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Council authorizes the City Manager to accept the Alaska Highway Safety Office grant in the amount of $4,000.00 for overtime saturation patrols during selected holidays and the blitz campaign to account number 653-6530-4680-0100. Section 2. The amount of $2,000.00 is hereby appropriated to the FY03 budget, account number 653-6530-5010. Section 3. The amount of $2,000.00 is hereby appropriated to the FY04 budget, account number 653-6530-5010, to be effective on January 1, 2004. Section 4. This resolution shall take effect immediately upon its adoption. "'4." ~ OF p..,\"~,;,,,,,,.,,,, "'"'11''''' Agenda Statement Meeting Date: November 24, 2002 To: Honorable Mayor and Council Thru: Phil Shealy, City Manager From: Thomas Clemons, Chief of Police Agenda Item: Acceptance of AHSO Traffic Safety Grant (2003/2004 Impaired Driving Sustained Enforcement and Blitz Campaign) BACKGROUND & JUSTIFICATION: Alaska is one of thirteen states that have been identified to receive additional advertising and promotional support because of our high alcohol related fatality numbers or crash rates. In 2001, statistics showed that Alaska’s alcohol related fatality rate of 50% exceeded the national average by 9%. This is a distinction we do not want. The National Highway Traffic Safety Administration and the Alaska Highway Safety Office (AHSO) are committed to intensifying the emphasis on impaired driving in 2003/2004. This years campaign will be carried out by tens of thousands of officers from law enforcement agencies in all 50 states. The goal of this campaign is to save lives by arresting and punishing alcohol and drug impaired drivers. The AHSO has requested that the City of Seward participate in the campaign by providing overtime saturation patrols by the Seward Police Department during selected holidays and the blitz campaign. AHSO has awarded a grant in the amount of $4,000.00 for Federal FY 2004 of which $2,000.00 is budgeted for October 1, 2003 through January 4, 2004 and $2,000.00 is budgeted for January 5, 2004 through September 30, 2004. This is a 100 percent funded grant. The AHSO recognizes the importance of impaired driving enforcement and that the City of Seward is located on the highway system with an increased seasonal traffic and enforcement problems with a limited budget. Other Fiscal Note: The City must appropriate and spend $2,000.00 by December 31, 2003, and an additional $2,000.00 is available for the calendar year 2004, so there will be two separate appropriations in this resolution, impacting two fiscal years. Approved by Finance Department:__________________________ RECOMMENDATION: City Council approve Resolution 2003-144, accepting the grant from the Alaska Highway Safety Office in the amount of $4,000.00 to account number 653-6530-4680-0100, and authorize expenditures totaling $2,000.00 in the FY2003 budget to account number 653-6530-5010, and $2,000.00 in the FY2004 budget, also to account number 653-6530-5010, per the attached budget.
