RESOLUTION 2003-146
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO
CONSENT TO THE ASSIGNMENT OF LEASE NUMBER 2000-01
FROM JACK AND SHEILA SCOBY DBA ORCA ENTERPRISES
TO CHRIS THAYSE DBA HARBOR PLAZA
WHEREAS, on July 12, 2000, the City Council authorized a new lease with Jack
and Sheila Scoby dba Orca Enterprises for Lot I, Block 8, Seward Small Boat Harbor
Subdivision; and
WHEREAS, the property and building is home to several thriving businesses;
and
WHEREAS, the Scobys desire to sell their business and transfer their lease to
Chris Thayse, dba Harbor Plaza; and
WHEREAS, the lease is current in all utility, tax and lease payments; and
I
WHEREAS, it is in the public interest to promote continued and increased retail
activity of this type within the City and benefit the community through economic
stability, job growth and other related economic impacts.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. It is in the public's interest to allow assignment of Lease 2000-01 from
Jack and Sheila Scoby dba Orca Enterprises to Chris Thayse dba Harbor Plaza.
Section 2. The City Manager is hereby authorized to consent to and sign for the
assignment of this lease in substantial form as attached hereto and incorporated by
reference.
Section 3. This resolution shall take effect 30 days after adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska
this 8th day of December, 2003.

BACKGROUND & JUSTIFICATION:
On July 12, 2000, the City Council authorized a new lease with Jack and Sheila Scoby dba Orca
Enterprises for Lot 1, Block 8, Seward Small Boat Harbor Subdivision. The property and building is
home to several thriving businesses.
The Scobys desire to sell their business interests and the structure and assign the lease to Mr. Chris
Thayse.
