RESOLUTION 2003-149
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SEWARD, ALASKA, AMENDING A CONTRACT WITH
ROBERTSON, MONAGLE & EASTAUGH AND ZANE &
ASSOCIATES TO EXTEND THE TERM FOR FEDERAL
LOBBYING REPRESENTATION THROUGH DECEMBER 31,
2004
WHEREAS, a contract for federal lobbying services with the firms Robertson,
Monagle & Eastaugh and Zane and Associates was entered into January 13, 1997; and
WHEREAS, this contract has been extended each year since; and
WHEREAS, the contract expires December 31, 2003; and
WHEREAS, the continuation of federal lobbying services is beneficial to the city
as the firms provide Seward with a voice in Washington, D.C.; and

WHEREAS, the firms have been very responsive to the city's needs and concerns
and have provided regular status reports.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF SEWARD, ALASKA, that:
Section 1. The City of Seward enters into an agreement approving an amendment
to the contract with Robertson, Monagle & Eastaugh; and Zane and Associates to extend
the term for federal representation through December 31, 2004, and authorizes
expenditures in the amount of $70,000 from the federal lobbying account No. 101-1110-
5570-0010 in the FY2004 budget.
Section 2. This resolution shall take effect January I, 2004.
PASSED AND APPROVED by the City Council of the city of Seward, Alaska,
this 8th day of December, 2003.

BACKGROUND & JUSTIFICATION:
A contract for federal lobbying services with the firms Robertson, Monagle & Eastaugh and Baker,
Zane, Edmonds and O'Malley (now know as Zane & Associates) was entered into January 13, 1997.
The contract has been extended each year since. The current contract expires December 31, 2003.
The continuation of federal lobbying services is beneficial to the City as the firms provide Seward
with a voice in Washington, D.C. They have done an excellent job forwarding the City's interests.
The firms have been very responsive to the City's needs and concerns and have provided regular
status reports.
The only change in the agreement shall be 1) Paragraph 1. Duties and Terms, final sentence is
amended to read: "Seward hereby contracts and employs Lobbyist beginning January 1, 2004 and
ending December 31, 2004.“

FISCAL NOTE:
The fee for federal representation is $5,833.33 each month, for a total in the twelve month budget of
$69,999.96. Approved by Finance Department
RECOMMENDATION:
Council approve Resolution 2003-149 approving an amendment to the contract with Robertson,
Monagle & Eastaugh and Zane & Associates to extend the term for federal representation through
December 31, 2004.
