RESOLUTION 2003-150
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE FORWARD OF THE CITY COUNCIL RULES
OF PROCEDURE TO REFLECT THE DATES OF RECENT AMENDMENTS
AND TO UPDATE THE NAMES OF MAYOR, COUNCIL AND CITY
CLERK'S STAFF
WHEREAS, the Forward page of the Council Rules of Procedures had not been updated
since 1998; and
WHEREAS, there have been changes in Council members and City Clerk staff since 1998
that are not reflected in the Forward page of the Council Rules of Procedures; and
WHEREAS, the Clerk's offices wishes to amend the Forward page in the City Council Rules
of Procedure to appear as follows (strike (;)lit deletions, hold italics = additions):
On March 14, 1994, the Seward City Council adopted Resolution No. 94-031, approving a set
of formal rules of procedure to guide the Council, its Boards and Commission and the
Administration in carrying out the public process. These rules were amended on July 10, 1995
(Resolution 95-078); March 18, 1996 (Resolution 96-037); July 8, 1996 (Resolution 90-013); August
25, 2003 (Resolution 03-95) October 13, 2003 (Resolution 03-101) and November 24, 2003
(Resolutions 2003-116 through 2003-127).
WHEREAS, the Clerk's offices also wishes to amend the last paragraph ofthe Forward page
in the City Council Rules of Procedure to appear as follows (strike out = deletions, hold italics =
additions):

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. On March 14, 1994, the Seward City Council adopted Resolution No. 94-031,
approving a set offormal rules of procedure to guide the Council, its Boards and Commission and
the Administration in carrying out the public process. These rules were amended on July 10, 1995
(Resolution 95-078),. March 18, 1996 (Resolution 96-037) ,. July 8, 1996 (Resolution 90-013),. August
25, 2003 (Resolution 03-95) October 13, 2003 (Resolution 03-101) and November 24, 2003
(Resolutions 2003-116 through 2003-127).
Section 2. The Seward City Council amends the end ofthe forward page in the City Council
Rules of Procedure to appear as follows:

Section 3. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 8th day of

BACKGROUND & JUSTIFICATION:

The City Council, at its November 24 regular meeting, passed various changes made to
the City Council Rules of Procedure. Most of these changes were housekeeping matters

clearing up gender specific language and other minor conflicts that were not changed
when the code was.
Amending the forward in the City Council Rules of Procedures updates that page reflecting
the above recent changes, and is the last amendment needed so the booklet these
procedures are in can be re-printed. It also updates the names of Mayor, Council and
clerk staff.

FISCAL NOTE: None
Although there will be nominal costs for re-printing, these City Council Rules of Procedures
will be done in-house.

RECOMMENDATION:
Council approve Resolution 2003-150, which amends the forward page of the City Council
Rules of Procedures to reflect the dates of recent amendments and updates the names of
Mayor, Council and City Clerk staff.
