HomeMy WebLinkAboutRes2003-151 I I I Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2003-151 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO A FULLY REIMBURSABLE AGREEMENT WITH CRW ENGINEERING, LLC FOR A COST NOT-TO-EXCEED $13,700 TO PERFORM ENGINEERING AND DESIGN FOR THE RELOCATION OF THE CITY- OWNED 14" AC WATERLINE LOCATED BETWEEN RESURRECTION BLVD AND IRON DRIVE WHICH CONFLICTS WITH THE AKDOT/PF SEWARD HIGHWAY IMPROVEMENT PROJECT WHEREAS, the State of Alaska is planning the construction of a pedestrian underpass at Iron Drive as part of Phase 2 ofthe Seward Highway Rehabilitation Project; and WHEREAS, the State's planned work will conflict with existing City of Seward water and sewer utilities on the west side of the Seward Highway, creating the need for a relocation ofthose utilities; and WHEREAS, the State of Alaska DOT/PF has authorized the City of Seward to hire CRW Engineering at a cost of $13,700 to do the engineering work required to resolve the conflict, allowing construction of the underpass; and WHEREAS, the State has agreed to reimburse the City for the cost ofthe design work to be prepared by CRW Engineering Group, LLC. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to enter into an agreement with CRW Engineering Group, LLC for a cost Not-to-Exceed $13,700 to perform Preliminary Engineering, Design, Construction Contract Documents, and Construction Engineering Support for the AKDOT/PF Project 53547 Phase II, NHI-031-1(26)/53547, Seward Highway, MP 0 to 8. Section 2. Services. This project will be charged to Account No. 701-7400-5390, Contracted Section 3. This resolution to take effect immediately upon passage. ",~~ .",.....'", COUNCIL AGENDA STATEMENT Meeting Date: December 8, 2003 Through: Phil Shealy, City Manager From: Gerry Welsh, Manager of Engineering and Construction Agenda Item: Waterline Relocation Design and Engineering BACKGROUND & JUSTIFICATION: Construction of the second and final phase of the Seward Highway rehabilitation (Phase II of Project 53547, NHI-031-1(26)/53547, Seward Highway, MP 0 to 8) is expected to begin in calendar year 2005. The project includes a pedestrian underpass located near the intersection of the Seward Highway and Iron Drive. This underpass conflicts with subsurface water and sewer lines located parallel to and west of the Seward Highway, necessitating relocation of these lines. The City of Seward has received authorization from the State of Alaska DOT&PF to relocate a portion of our water transmission line adjacent to the Seward Highway at DOT expense, including engineering costs. The DOT has approved CRW’s proposal to perform these design services. The actual bidding and construction of utility relocations in this area will be handled by the DOT, which will coordinate the work with the letting and construction of Seward Highway Phase II. The design of the sewer conflict will be handled by the DOT engineers, and City personnel will ensure that sewer relocation is coordinated with all work performed by CRW.
