Adjournment Historic Preservation Commission Special Meeting Agenda August 22, 2012 2 City of Seward, Alaska Historic Preservation Commission Minutes May 16, 2012 Volume 2, Page200 Call to Order The Mayl6, 2012 regular meeting of the Seward Historic Preservation Commission was called to order at 6:36 p.m. by Chair Linda Lasota. 1 Opening Ceremony Commissioner French led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Catherine Richardson Ryan Reynolds Absent Commissioners were Patria Heim (excused) Doug Capra (excused) and Monica Hinders (excused). Comprising a quorum of the Commission, and Patricia Linville and Tember Eliason, Library/Museum staff Special Reports None. City Administration Report Linville reported that the ad hoc committee to plan activities for the Incorporation Centennial is hosting a Kick off on May 29 at 6:30 prior to the Council meeting. A Council Reunion is also planned for Junel. They have asked if the Commission would like to bring refreshments to this event. Resurrection Bay Historical Society has also been asked. Commissioner Hinders has decided not to apply for another term. She wanted to let everyone know "...she has enjoyed working with you over the past four years." The City Clerk will advertise this vacancy. Please contact your friends and neighbors who may be interested. Amy Carney, Library Museum Collections Coordinator, has made the cemetery information available on line. This was done in coordination with the CLG Cemetery Grant previously completed by the Commission. Laura Hensley, Jesse Lee Home Outreach Coordinator has requested some time at our next meeting to give a presentation to the Commission on the project. She has been scheduled for the June meeting. Other Reports, Announcements & Presentations 3 Nomismoilw City of Seward, Alaska Historic Preservation Commission Minutes May 16, 2012 Volume 2, Page200 None Friends of the Jesse Lee Home Update Richardson did not have any information to report. Website Updates & Historical Site Inventory Commissioner Reynolds had no information to report. Commissioner Lasota asked the other Commissioners whether or not they would like to volunteer to take cemetery photos which will complete the cemetery photos. The historical site inventory is still 23 pictures left to take and expressed difficulty with the website. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that by next month more photos would be uploaded into the website with a possible work session. Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing None Approval of Agenda and Consent Agenda Motion (French/Reynolds) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda: Meeting Minutes for the April 18, 2012 Meeting of the Historic Preservation Commission. Public Hearing None Unfinished Business A. Letter to the Friends of Jesse lee Home During the December 14 2011 regular meeting, Commissioner Richardson presented a draft of a letter that was to be approved to be sent to the Friends of the Jesse Lee Home establishing a formal request for consistent communication with a representative of the HPC and the Friends of the Jesse Lee Home. This letter was approved by majority vote and signed by Lasota during the April 18, 2012 regular meeting. Additionally, the Clerk's office 4 City of Seward, Alaska Historic Preservation Commission Minutes May 16, 2012 Volume 2, Page200 recommended that this letter be distributed to the City Administration and City Council upon approval by the Historic Preservation Commission. Motion (French/Richardson) Approve Letter to be distributed to Administration and Council Motion Passed Unanimous Consent B. Nominations for Historic Preservation Award In conjunction with the Historic Preservation Month, per Resolution 2011 -001 the HPC accepts nominations from the public for the Historic Preservation Award to honor an individual or organization within the community who has volunteered their time in preserving Seward's history. Nominations are accepted through the month of April so the award can be presented in the month of May, although the deadline for submission was extended to May 16, 2012 with prior advertising for the HP Award. Commissioners reviewed nominees and proposed Doug Capra as the recipient. Motion (French/Richardson) Approve Letter to be distributed to Administration and Council Motion Passed Unanimous Consent C. Historic Preservation Plan Update "A Plan for Historic Preservation in Seward, Alaska" was last updated in 1996. The City has recommended that the Commission review the plan and update as it sees fit. During the April 18, 2012 regular meeting, it was suggested by Lasota to review the Juneau City Plan and the Historic District Information Packet for the May 16, 2012 regular meeting for further review and comparison. It was decided that Motion ( French/Richardson) Approve Letter to be distributed to Administration and Council Motion Passed Unanimous Consent New Business A. Discussion of 2012 -2013 Annual Priorities List Due to the joint work session with City Council on March 28, 2011 in which no changes were made to the 2012 -2013 Annual Priorities List, there was no discussion or additional changes made during the present meeting. Historic Preservation Proclamation for National Historic Preservation Month No discussion. Motion (French/Richardson) Approve Proclamation Motion Passed Unanimous Consent C. Nominations for Historic Preservation Award The Commission advised administration to advertise for the Historic Preservation Award via newspaper, Seward City News, etc. The Commission indicated that they will then choose a nominee(s) during the May 16, 2012 regular meeting in which the award will be presented to City Council on May 29 D. Discuss possible revision of Historic Preservation Plan The Commission discussed possible avenues in revising the Historic Preservation Plan which included possible future work sessions, consultants, etc. Chair Lasota suggested that the Commission review the Juneau City Plan during the next regular meeting for review. E. Discussion of Jesse Lee Home requested by French French advised that the community needs to resolve the Jesse Lee Home Project and indicated that the Commission should pay closer attention to the historic preservation aspect of this project and possibly provide a work session on the Jesse Lee Home and or other alternative means in respect to Anderson's comments. F. December 14, 2011 Regular Meeting Minutes These minutes were unanimously approved under the Consent Agenda. Box 167 Seward, AK 99664 Dear Historic Preservation Commission, Thank you for your interest in the Friends of the Jesse Lee Home/ Balto School. We want to express our appreciation for your courtesy and consideration to formerly request our participation at your meetings. We are requesting a report on our program and status be added to all future Seward Historic Preservation Commission agendas. Our hope is to provide you with ongoing information about the project. We are excited about our progress and hope that we can continue to build relationships with the Commission and community. Laura Hensley was recently hired as our Outreach Coordinator. Laura is available to attend your next regularly scheduled meeting on June 20, 2012. Please call Laura directly at (907)422 -0660 if we are officially added onto the agenda. We would like to prepare a short powerpoint presentation if time permits. If it is too late to be added onto the June agenda, Laura will still attend the meeting and sign up for public comments to introduce herself. The Friends of the Jesse Lee Home/Balto School have recently invested in a local office in the historic downtown district. Please stop by our office anytime for a personal tour. We are located at 302 Washington Street and are open from 10:OOam to 5:OOpm, Monday through Friday.
