TO PRODUCE A LlBRARY/MUSEUM DESIGN CONCEPT IN THE AMOUNT OF $20,897 AND TO REAPPROPRIATE FUNDS FROM RESOLUTION 2003- 81 TO FY 2004 TO ALLOW THE DESIGN PROCESS TO PROCEED WITHIN FY2004 WHEREAS, passing of Resolution 2003-81 enabled the City of Seward to issue an RFP to select an architectural firm that would create a design concept of a library/museum for Seward; and WHEREAS, said RFP was issued, proposals received and evaluated during the month of November, 2003; and WHEREAS, Architects Alaska/Klauder & Co was the architectural firm chosen as the firm to create the library/museum design concept; and WHEREAS, a Professional Services contract has been negotiated and between the City of Seward and Architects Alaska/Klauder & Co.; and WHEREAS, the fee for services totals $20,897; and WHEREAS, the City Council appropriated $18,000 for the design concept in the FY2003 budget, none of which has been spent, and the administration is requesting that these fund be re- appropriated to FY2004; and WHEREAS, the library department will transfer $2897 from the library buildings account to the library contracted services account for FY2004; and WHEREAS, there is not enough time in FY 2003 to complete the design concept process described in the scope of work outlined within the Professional Services Contract. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The City Manager is authorized to award a contract for professional services to Architects Alaska IKlauder & Co. in the amount of $20,897 to create a design concept for a Seward Library Museum facility. Section 2. Funding in the amount of$18,000 is hereby appropriated from the FY2003 CITY OF SEWARD, ALASKA RESOLUTION 2003-154 Library Contracted Services account 101-1500-5390 to the FY2004 Library Contracted Services account 101-1500-5390, effective January 1, 2004. Section 3. Funding in the amount of $2897 is hereby appropriated from the library buildings account no.101-1 500-5920 to the library department's contracted services account no. 101- 1500-5390, effective January 1, 2004. I"'....n"'" Agenda Statement Meeting Date: December 8, 2003 Through: Phil Shealy, City Manager From: Patricia Linville, Library Director Agenda Item: Library Museum Design Concept Contract BACKGROUND & JUSTIFICATION: In July of 2003 the Seward City Council passed Resolution 2003-81. This resolution enabled the City Administration to issue an RFP to select an architectural firm that would create a design concept of a library museum for Seward not to exceed $18,000. The RFP was issued to the public in October, 2003. Ten architectural firms submitted proposals seeking to create the library museum design concept. As per the RFP a committee was formed to evaluate each proposal on it merits. The evaluation process was completed in mid November with Architects Alaska/Klauder & Co. receiving the highest ranking score. A Professional Services Contract was negotiated with Architects Alaska/Klauder & Co. by Patricia Linville, Library Director and approved by Phil Shealy City Manager. The funds requested in the contract total $20,897. It is the intent of the library department to use $2897 of the $3500 from Buildings line item 101-1500-5920 requested in the FY2004 budget to complete funding for this work. Those funds were originally requested to replace the book drop outside the library. If Resolution 2003-154 is passed we will dedicate the money to the above project and postpone replacing the book drop until a later date. In view of the time crunch involved in completing the design concept process before the end of FY 2003, we are requesting that council reappropriate the funds appropriated in Resolution 2003- 81 to FY 2004 and allow the work to proceed within the next fiscal year. It is the intent of this proposal to contract with Architects Alaska/Klauder & Co. to produce a library/museum concept design that can be used in garnering both public and private funds to build the facility. Not applicable ____ FISCAL NOTE: An estimated $18000 plus and additional $2897 is needed for contracting with Architects AK /Klauder & Co. to design and produce a library museum complex concept. This plan then will be used to apply for and solicit both public and private funding for the facility. The funding for the $18,000 would be re-appropriated from the FY 2003 library contracted services budget to FY2004, and the additional $2897 will come from the library buildings line item in the FY 2004 proposed budget. Approved by the Finance Department: __________________________________________ RECOMMENDATION: Council approve Resolution 2003-154 authorizing the city manager to award a professional services contract to Architects Alaska/Klauder & Co to create a design concept for a combined Seward community library and museum and re-appropriate $18,000 from the FY 2003 General Fund balance to the library contracted services account for FY 2004. An additional $2897 will be moved from the library department’s buildings line item to the library contracted services account in the proposed FY 2004 budget.
