HomeMy WebLinkAbout11082012 Planning & Zoning Minutes City of Seward, Alaska Planning Commission Minutes November 8, 2012 Volume 6, Page 508 Call to Order The November 8, 2012 Regular Meeting of the Seward Planning & Zoning Commission was called to order at 7:00 p.m. by Chair Roach'. Opening Ceremony Commissioner Butts led the Pledge of Allegiance to the flag. Roll Call There were present: Sandie Roach' presiding, and Dale Butts Cindy Ecklund Bixler McClure Tena Morgan comprising a quorum of the Commission; and Donna Glenz, City Planner Dwayne Atwood, Planning Technician Excused was: Martha Fleming City Administration Report City Planner Donna Glenz updated the Commission on the following business items: • Glenz noted a snow removal reminder letter was recently mailed to downtown area property owners. Glenz reported that fines could be levied to owners who don't comply with required snow removal from sidewalks. • Glenz pointed out a typo in the agenda for item 7.B.1., which should have read "Resolution 2012 -15." The related information was correct and the typo was noted in the record. • The last day of operation for the Seward Community Library was slated for December 8, 2012. The new facility was slated to be opened on January 12, 2013. • The Alaska Municipal League annual conference in Anchorage was to begin on Saturday, November 11. Commissioner Fleming, Commissioner Ecklund, Commissioner McClure and Planning Technician Dwayne Atwood were to attend. • The Scheffler Creek fish viewing platforms were installed and completed. The project was headed by the Resurrection Bay Conservation Alliance. • City offices were closed Monday, November 12 in observance of Veterans Day. i r.. Roach' asked administration if the snow removal letters had been sent to harbor area merchants. Morgan asked if the owners of business buildings or the operators would be contacted if snow removal was not being conducted. Glenz said owners of problem properties would be responsible and the snow removal reminder letters were addressed to property owners. Other Reports, Announcements & Presentations — None Citizens' Comments on any subject except those items scheduled for Public Hearing — None Approval of Agenda and Consent Agenda Motion (EcklundButts) Approve the Agenda and Consent Agenda Motion Passed Unanimous The following items were approved on the Consent Agenda: September 4, 2012 Regular Meeting Minutes Unfinished Business Items requiring a Public Hearing — None New Business Items requiring a Public Hearing Resolution 2012 -15 of the Seward Planning and Zoning Commission of the City of Seward, Alaska, recommending the City Council amend Seward City Code 2.30.221(a) to correct the Planning and Zoning adjournment time from 11:00 P.M. TO 10:30 P.M. Glenz noted the Commission had previously approved the meeting time change, which had been enacted by City Council Ordinance 2012 -001. She noted that following the codification of the code change staff had discovered a portion of the sentence in section (a) had inadvertently been missed and created a housekeeping error. Glenz stated Resolution 2012 -15 was to recommend City Council approve the attached ordinance correcting the housekeeping error in City Code 2.30.221 (a). Notice of public hearing being posted and published as required by law was noted and the public hearing was opened. There were no requests to be heard and the public hearing was closed. Motion Passed Unanimous Unfinished Business — None New Business — Approve the 2013 Planning and Zoning meeting / work session schedule and public hearing cut -off dates Glenz said the schedule for next year was prepared and asked Commissioners to review the schedule to determine if any dates needed to be changed. Motion (Ecklund/McClure) Approve the 2013 Planning and Zoning meeting / work session schedule and public hearing cut -off dates Motion (Ecklund/Morgan) Amend the 2013 Planning and Zoning meeting / work session schedule and public hearing cut -off dates, deleting the July 2, 2013 regular meeting from the schedule Ebbw and deleting the December 17, 2013 work session from the schedule Butts asked if Ecklund would consider rescheduling the December 17 meeting date to another time during the month. Ecklund said she would prefer that the Planning and Zoning Commission follow the Kenai Peninsula Borough practice of providing breaks from meetings if they fall close to a holiday. Roach' added that many people have vacation plans that prevent participation in meetings during holidays. Motion Passed Unanimous Main Motion Passed, as Amended Unanimous Discussion of the timetable for reviewing the Planning and Zoning Commission annual priorities Glenz informed the Commission of the proposed schedule for establishing the annual priorities and suggested that Commissioners begin earlier than usual. Glenz suggested the 6.. Butts noted a recent meeting absence because of business travel, but expected to resume regular attendance. Ecklund reported that the Kenai Peninsula Borough Plat Committee approved the proposed easement vacations for the recently constructed Seward levee. Commissioners discussed Seward Highway winter maintenance and the need for regular sanding. Roach' said she was pleased that McClure, Ecklund and Fleming were planning to attend a training session in Anchorage on November 11.
