CITY OF SEWARD, ALASKA
RESOLUTION 2003-155
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AMENDING THE WATER TARIFF AND THE SEWER TARIFF
WHEREAS, the most recent comprehensive study ofthe City of Seward's utility rates was
conducted in 1993 by R.W. Beck, resulting in several amendments to the City's sewer tariff; and
WHEREAS, since 1993 there have been no changes to the sewer tariff, and the only changes
to the water tariff have been changes to the rate charged for ship's water; and
WHEREAS, the consumer price index has risen more than 26% since 1993, resulting in
significant added costs of operations and maintenance for the Water and Sewer Enterprise Fund; and
WHEREAS, in the past few years, this fund is no longer able to make even minor
contributions to the Major Maintenance and Replacement Fund, and is no longer able to repay its
debt service loan to the General Fund to cover the failure ofthe sewage treatment lagoon, due to the
declining financial health of the utility; and
WHEREAS, the administration desires to make an upward adjustment of5% to all rates in
the water tariff and sewer tariff in order to offset a minor portion of the increase in the consumer
price index, until such time as a rate study can be done to establish the appropriate level of water
tariff and sewer tariff rates.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA, that:
Section 1. City of Seward Resolution No. 93-090 and 93-091 are hereby repealed, and the
rates and charges attached hereto and incorporated herein by reference are hereby ADOPTED.
Section 2. This resolution shall take effect January 1, 2004.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 8th day
of December, 2003.
