RESOLUTION 2013 -027
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING PAYMENT IN THE AMOUNT OF $96,040.38 TO
ALCAN ELECTRICAL AND ENGINEERING, INCORPORATED FOR THE
EMERGENCY CONSTRUCTION COSTS PERFORMED IN 2012 TO RE-
ENERGIZE CAMELOT SUBDIVISION
WHEREAS, in October, 2012 the City experienced multiple underground outages in the
Camelot Subdivision; and
WHEREAS, the temporary repairs made by the City's crews would likely experience
additional problems throughout the coming winter; and
WHEREAS, the City's crew continued to work on finishing as many new services as
possible before freeze -up; and
WHEREAS, the Camelot subdivision is an item on the critical infrastructure list and is past
its life expectancy; and

WHEREAS, the construction performed by Alcan is permanent construction with an
expected life of fifty years; and
WHEREAS, Alcan had the lowest day labor rates of four competitors.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to appropriate funds to Alcan Electrical &
Engineering, Inc. in the amount of $96,040.38 from account 501 -5230 -5390.
Section 2. This resolution shall take effect immediately upon its adoption.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 22 day of
April, 2013.

Agenda Item: Allocate $96,040.38 from account 501 -5230 -5390 to Alcan Electrical and
Engineering, Inc.
BACKGROUND & JUSTIFICATION: In October of 2012 the City experienced a series of
outages in the underground distribution utility lines in the Camelot subdivision. The electric crews
made temporary repairs by redirecting the utility line with an overhead cable strung through the trees.
Although this method worked in the short term, it was not likely to stay energized throughout the
coming winter. The electric department crews continued to work on installing new services and the
electric department tries to complete as many installations as possible before the ground freezes. On
a yearly basis the electric department calls and receives day labor rates from several of the electric
construction companies in the area. Alcan Electric had the lowest day labor rates of the four electric
construction companies that submitted and could commit crews to Seward earlier than their
competitors. In the process of doing the underground construction the City experienced another
underground outage in the same area. Alcan Electric continued to work until this outage was
mitigated. All of the construction performed by Alcan Electric is permanent construction and has a
life expectancy of fifty years. Camelot subdivision is listed on the Critical capital improvements list
and is scheduled for more construction in the summer of 2013.
INTENT: For the Seward Electric Utility to be authorized to pay $96,040.38 to Alcan Electric for
the emergency construction and repairs to Camelot subdivision underground distribution system.
