RESOLUTION 2013 -028
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPROVING AN AMENDMENT TO AN ENGINEERING
CONTRACT WITH R & M CONSULTANTS IN THE AMOUNT OF $209,580
FOR THE CONSTRUCTION MANAGEMENT OF THE D -FLOAT
REPLACEMENT DOCK AT THE SEWARD SMALL BOAT HARBOR, AND
APPROPRIATING FUNDS
WHEREAS, the Seward Harbor Department intends to replace D -Float at the Seward Small
Boat Harbor; and
WHEREAS, the Seward City Council on September 10, 2012 approved the initial
engineering contract for the project design; and
WHEREAS, R & M Consultants was chosen as the best qualified firm and they have
executed a contract amendment to provide construction management services.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD, ALASKA that:
Section 1. The City Manager shall execute an amendment to an engineering contract with R
& M Consultants.
Section 2. Funds in the amount of $209,580 (including project overhead) shall be
appropriated for this project. The funding shall be appropriated from harbor MRRF reserves account
402 - 0000 - 3071 -0315 to the D Float fund no. 315- 0000 - 3070 -0402.
Section 3. This resolution shall take effect immediately.
PASSED AND APPROVED by the City Council of the City of Seward, Alaska, this 22" day of
April 2013.

Agenda Item: Amendment to an Engineering Contract for the construction management of
the D -Float Replacement Project at the Seward Small Boat Harbor
BACKGROUND & JUSTIFICATION: Now that the project is out to bid for the new D -float, the
City needs a new contract with the engineer to manage the construction of this project. R & M
Consultants has performed well during the design phase. When they were hired by the City in
September 2012 it was anticipated that this contract would be necessary and they would be the most
likely engineer given their expertise and effectiveness.
The cost of the work is $190,528 and that represents approximately 8% of the $2.36 Million total
estimated construction cost. There is an additional amount of $19,053 project overhead.
INTENT: The Council Resolution will authorize the City Manager to execute the amendment to the
engineering contract. The Harbormaster will serve as project manager. It is anticipated that the work
will be completed by April of 2014. The harbor also has received a grant to construct the new D-
Float in the amount of $1.18 Million and that will be matched with harbor funds to pay the
construction contractor.
