HomeMy WebLinkAboutRes2003-156 I I I Postponed for P ACAB Review Sponsored by: Shealy CITY OF SEWARD, ALASKA RESOLUTION 2003-156 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AMENDING THE PORT AND HARBOR TARIFF FOR 2004 WHEREAS, since Fiscal Year 2001, fixed costs within the Harbor Enterprise Fund, namely retirement benefits, health insurance, worker's compensation and property and casualty insurance have increased over $100,000; and WHEREAS, as a result, the Harbor Enterprise Fund is not projected to fund a Major Maintenance, Repair and Replacement Account this year and had to trim several line items in order to balance the upcoming budget; and WHEREAS, a 5% increase in rates will return a projected $75,000 in additional revenue, which, when combined with the 2003 adjustment, will cover the increased costs and preserve a favorable financial position for the department. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, that: Section 1. The Port and Harbor Tariff, attached hereto and incorporated by reference, is approved. Section 2. Beckham Agenda Item: Amending the Port and Harbor Tariff, Increasing Rates for Services by 5%. BACKGROUND & JUSTIFICATION: Since Fiscal Year 2001, fixed costs within the Harbor Enterprise Fund have increased substantially, without a corresponding increase in fees for services, with the exception of a modest moorage rate increase of 2.5% in 2003. This small increase projected to return about $26,000 in new revenue for the year. Since 2001, costs associated with retirement benefits, health insurance, worker’s compensation and property and casualty insurance have increased over $100,000. As a result, the Harbor Enterprise Fund is not projected to fund a Major Maintenance, Repair and Replacement Account this year and had to trim several line items in order to balance the upcoming budget.
