RESOLUTION 2015-024
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, ACCEPTING FUNDS FROM THE ALASKA STATE LIBRARY
FOR AN EARLY LITERACY PLAYSPACE MINI GRANT IN THE
AMOUNT OF$1,539.00 AND APPROPRIATING FUNDS
WHEREAS, in January 2015 the Alaska State Library sought applications for a
competitive Early Literacy Play Space Mini-Grant; and
WHEREAS, the staff of the Seward Community Library & Museum submitted an
application for play materials that promote activities, learning and skills key to developing
literacy in young children for the Children's Room; and
WHEREAS, in February 2015, the Alaska State Library awarded the Early Literacy
Playspace Mini Grant to purchase play panels for the Seward Community Library Museum; and
WHEREAS, five play panels were chosen because they encourage curiosity,
manipulation,problem solving skill important to developing literacy in young children; and
WHEREAS, the panels appropriate for children from pre-school to 8 years of age are to
be purchased and installed in the Children's Room at the Library Museum.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The City Manager is hereby authorized to accept an Early Literacy Playspace
Mini Grant from the Alaska State Library and appropriate funds to purchase the five play panels
for the Seward Community Library Museum.
Section 2. Funding in the amount of $1,539.00 is hereby received and appropriated to
State Grant Revenues account no. 01000-1500-4252-0016 to the Library Museum operating
supplies account no. 1000-1500-7215-0016.
Section 3. This resolution shall take effect immediately.
PASSED AND APPROVED by.the City Council of the City of Seward, Alaska, this 23`d day of
March 2015.

Agenda Item: A Resolution of the City Council of the City of Seward, Alaska,Accepting
Funds from the Alaska State Library for an Early Literacy Playspace Mini Grant
in the Amount of$1,539.00 and Appropriating Funds.
BACKGROUND & JUSTIFICATION:
In January 2015, the Alaska State Library sought applications for a competitive Early Literacy
Play Space Mini-Grant Seward Community Library & Museum (SCLM) staff filed a grant
application which was reviewed and accepted in February 2015 for the amount of$1,539.00 to
purchase play materials that promote activities, learning and skills key to developing literacy in
young children. Five play panels that encourage curiosity, exploration, manipulation and
problem solving were chosen for installation in the Children's Room at the Library Museum.
An estimate for all five pieces and shipping equaling $1,541.89 submitted with the applications
is attached, along with the grant description, application and agreement. Grant funds are to be
expended or returned by June 30, 2015. A grant report is due by September 1, 2015.

Council approval to receive and appropriate grant funds for the purchase of play panels for the
Children's Room at SCLM with the attached Early Literacy Playspace Mini Grant Agreement
FY2015 from the Alaska State Library.

FISCAL NOTE:
The funds received ($1,539.00) from the Alaska State Library covers 99.8% of the purchase of
five play panels ($1541.89) for this project.
Panels require little to no assembly, come with hardware and can be installed by the City of
Seward upon delivery. The minor difference in cost, the labor (about an hour) to mount the
panels and any extra hardware will be covered by SCLM.
