RESOLUTION 2015-048
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, AUTHORIZING THE CITY MANAGER TO AMEND THE
CONTRACT WITH CRW ENGINEERING GROUP,LLC AND INCREASING
THE CONTRACT IN THE AMOUNT NOT TO EXCEED $178,830 TO
PROVIDE CONSTRUCTION SUPPORT SERVICES FOR THE NORTH
SEWARD WATER STORAGE TANK AND PUMPING FACILITY PROJECT
WHEREAS,the North Seward Water Storage Tank and Pumping Facility project is funded
by an Alaska Department of Environmental Conservation (ADEC) Municipal Matching Grant, a
State of Alaska Designated Legislative Grant and funds directly from the City of Seward, and
WHEREAS,ADEC requires specific engineering services on several aspects of the project
that the staff of the City of Seward cannot provide, such as Engineer stamped as-built drawings,
possible assistance with Contractor questions and/or changes, the creation of the Operation &
Maintenance Manual, etc.; and
WHEREAS, CRW Engineering Group (CRW) has been involved with the North Seward
Water Storage Tank and Pumping Facility project since it's conception, has developed the bid
documents for the project, and therefore has considerable knowledgeable of the project; and
WHEREAS, CRW provided the City of Seward with a fee proposal to complete the tasks
related to construction support that are required to be approved by an licensed engineer,and

WHEREAS, the City's Project Manager and Public Works Director reviewed the fee
proposal and identified several items that could be handled in-house and requested a revised fee
proposal; and
WHEREAS, CRW provided a revised fee proposal of the services that the City needs
assistance with; and
WHEREAS,it is in the best interest of the City to secure the required engineering services
from CRW as they have intimate knowledge of the project.
NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SEWARD,ALASKA that:
Section 1.The City Manager is hereby authorized to amend the professional service contract
with CRW Engineering Group,LLC to assist the City of Seward with construction support services
for the North Seward Water Storage Tank and Pumping Facility.

• Section 2. The Seward City Council hereby finds it in the public's best interest per Seward
City Code 6.10.120(A)(8)to sole source the professional services agreement to CRW Engineering
Group.
Section 3. Funding for construction support in the amount of$178,830 is available in 17310-
0000-7101.
Section 4. This resolution shall take effect immediately upon its adoption.

Agenda Item: Amend the Professional services agreement with CRW Engineering Group,
LLC to assist the City of Seward by providing construction support services
for the North Seward Water Storage Tank&Pumping Facility project for an
amount not to exceed$178,830.

BACKGROUND & JUSTIFICATION:
On December 8, 2014, Seward City Council passed Resolution 2014-104 authorizing the City
Manager to enter into a contract with CRW Engineering Group, LLC. (CRW) for professional
services to complete the North Seward Water Storage Tank and Pumping Facility, Phase II, and
provide bid support services for the project. They provided an excellent bid package and we had
three very close bids.
On April 27, 2015, Seward City Council passed Resolution 2015-038 to amend the contract with
CRW to add building modifications and an exploratory well to the contract, in the amount of
$99,984. These items have been completed, the construction contract awarded to Southcentral
Construction Inc., and the project is ready to commence.
This project is funded by a Municipal Matching Grant from the Alaska Department of Environmental
Conservation(ADEC), a State of Alaska Designated Legislative Grant and funds from the City of
Seward. Public Works is in need of assistance with several tasks that ADEC requires to be provided
by an engineer. Because CRW was intricately involved in this project from the conception stage and
has provided exceptional service,Public Works feels that requesting their engineering services would
be in the best interest of the City.
In April 2015,staff asked CRW to provide a fee proposal for construction support. CRW submitted a
detailed proposal for $228,900. Public Works Director, W.C. Casey reviewed the fee breakdown
with the City's Project Manager,Rick Wise,and found that many of the items could be completed in
house.
Staff has determined that a $50,000 savings in Contracted Construction Support Services can be
realized by utilizing the assistance of our Project Manager, Rick Wise. Rick will review the
contractor submittals,respond to design clarification and verification requests,review and generate
field directives and review contractors claims and change orders. When assistance is needed,he will
work with CRW directly.
CRW will also provide:
• Review Contractor Submittals when requested
• Respond to Contractor Design Clarification/Verification Requests(DCVR's)when needed
• Review and Generate Field Directives
• Attend Project meetings by Teleconference
• Review Contractor Claims and Change Orders
• Period Construction Site Inspections(12)
• Inspections at the Substantial and Final Completion
• Assistance with Startup and Commissioning the New Facility
• Record Drawing of Plans
• Assist with obtaining the Approval to Operate
• An Operations and Maintenance Manual
Utilizing these services from CRW will allow us to operate/construct under the oversight of a
licensed water engineer and satisfy the requirement of ADEC.
INTENT:
Authorize increase and amend the contract with CRW Engineering Group,LLC.in the amount not to
exceed $178,830 to assist the City of Seward by providing construction support services for the
North Seward Water Storage Tank and Pumping.Facility project.
