I think that the same thing happened when the Borough increased the exemption once before. Voters approved the increase but it did not affect the home -rule cities unless they separately passed a similar Ordinance. A somewhat similar issue happened when the Borough also reduced the sales tax on non-prepared food in the winter months. That did not affect home -rule cities like Seward, unless they also passed the issue separately, which we did not. Thanks for the heads -up. You girls ROCK! This concerned us, knowing how much the smaller cities relied on their property tax revenues. We were going to get with you Kris, so you would know, and could get any figures from the borough you needed in case we needed to lobby for or against it. Below is the answer that we got from borough attorney Colette. So this is just an informative in case you wish to do any checking on your own. Here is her answer: Helyn Hi Helyn, Your memory is spot on. To change this exemption for residential property taxes the city would have to hold its own election. The pending initiative only applies to borough property taxes, not those of the city. Please note that not all property tax exemptions require voter approval, but this one does because the statute requires it. In any event, city has to adopt its own exemptions by ordinance, some of which must be approved by the voters. Also, some exemptions are mandatory and others are optional. The mandatory ones apply whether or not the city has adopted an ordinance recognizing them. They are listed in AS 29.45.030. Hope this helps! On August 5th I was notified by Jackie Wilde of the Harbor Masters office that my boat was taking on water and very near going under. She told me that Flip Foldager, Eric Olsen, and Connie Kullander were on the scene and had everything under control, and instructed me where to have my trailer taken to meet to harbor crew that would be towing it to the ramp. I later found out the the stern was about three inches from going under. I was on my boat just hours earlier and all was well, so I knew that everything was happening very rapidly. Were it not for the extraordinary efforts by Jackie Wilde, Flip Foldager, Eric Olsen, and Connie Kullander my boat would have surely gone under. I am very grateful for what all these amazing people did for me. Jackie Wilde's calm and professional demeanor and the amazing response by Flip Foldager, Eric Olsen, and Connie Kullander are testimony to the high quality of the Seward Harbor personnel. Clerk's Office: (1) Residents of Seward and the surrounding area are encouraged to register to vote, or update their voter registration, at the City Clerk's office in preparation for the October 1, 2013 municipal election. The City Clerk's office is open from 8 — 5, Monday through Friday. The City Clerk's office is advertising a Notice of Candidacy in both local papers. Please remember that there are three city council seat and the seat of the mayor up for election on October 1 st. Electric: (1) Number of outages/trouble calls since the last council meeting: a. Number of users affected: approximately 100 b. Cause(s) of outage(s): Primary Underground fault, Bird dropped fish on line, raven in line, commercial dump truck entangled in communication wires c. Location(s) of outage(s): Second Ave, Leirer Rd, Mile 23 Seward Hwy, Salmon Creek Rd. (2) City electric crews worked until midnight restoring power to Camelot and Salmon Creek Road residents on Wednesday night. The crew didn't stop for a break until everyone's power was restored. (3) Site preparation has started on the Fort Raymond Warehouse. The pedestrian pathway has been detoured around the construction site until the permanent reroute can be constructed. (4) The Electric Crew will be replacing damaged equipment in Old Mill, Stoney Creek/Questa Woods, and Woodland Hills/Nash Woods subdivisions on Tuesday August 13th. Outages should be expected in these neighborhoods for less than one-half hour. (5) Those wishing to obtain new or temporary water, sewer, or electric service this working season must make requests for service connections no later than, and must have paid all fees and be ready to receive service by, September 3, 2013. Work orders and requests received after September 3, 2013 will be processed on a weather permitting basis. C. Harbor: (1) Progress on the Washdown pad is picking up! The plastic holding tank has finally arrived in Seward and is being installed. The forms will be built during the week of August 12 and the slab ready to pour the following week, weather depending. And, the concrete will need to cure for thirty days, before any load can be applied. (2) D Float tenants have been contacted about the upcoming construction. (3) The piling repairs to the drydock pier have been completed. The pavement at the 50 ton boat lift has been completed. The NE parking lot paving project is now set for September. (4) Following restroom vandalism, warning signs were posted. (5) On August 3, nine students from the New York film academy were in Seward filming on board the fishing vessel Petroff. (6) On August 5, the harbor office staff and outside crew saved a boat from sinking on N Float after a customer reported that the boat was going down fast. (7) On August 7, only two boats remained on blocks in the former Four Seasons boat yard. (8) On August 8, there were two, successive, midday ambulance calls at the harbor; one for a liveaboard and one for a tour boat passenger. D. Public Works (1) Streets: Repair of signage in various areas, Pothole patching is ongoing, Resurfaced a portion of Lowell Point Road, Still down one and looking to fill a vacancy for an Equipment Operator /Mechanic. (2) Shop: The mower for grader has broken, assessing damage, formulating a plan for a fix. (3) Water/Wastewater: • Purchased new well pump, etc. for #6 production well. Received, and reinstalled pump, motor, new wire, check valve and it is back in operation. • Completed State and Federal Required water/wastewater testing • Started working on SMIC Lagoon Permitting. We have delayed $490,000 sludge removal at SMIC and Lowell Point due to budget and permitting constraints. We are exploring a variety of solutions to these challenges. • Busy with a high number of end of season jobs: dig jobs, hydrant repairs and upgrades, new water service installs, and locate requests. (4) Administrative: • Developing a Scope of Work for Municipal Bldg. Annex (old Library). • Started process for Refurbishing 400,000 gallon Lowell Canyon Water Storage Tank. • Preparing for necessary process to gain site control of New Water Tank property, after final platting. • Scheduling and coordinating a look at options for new SMIC Wastewater Permit (State now has Primacy of Water & Wastewater Systems in Alaska) • Beginning the quote gathering process for purchase of dump truck; We have found a bargain or two and will request quotes. • Preparing to amend CRW's engineering contract for North Seward Water Storage Tank and Pumping Facility to finish design and enzn gineering of tank and appropriating the granted funds soon. E. Parks and Recreation: (1) Admin: An RFP for custodial services has been developed by the Parks and Rec Department. The criteria follows: Clarity of the Proposal 50 Performance, Experience, and Quality of work in Providing Services of a 35% Similar Nature FA The Proposer's Organizational Structure (including financial stability), 20% Equipment and Personnel Qualifications & Resources Available for Performance of the Agreement and timeliness of similar projects. Additional Services That May Be Provided by the Proposer 5% Cost to the Cit 350/( 100% (2) Park Maintenance & Campgrounds, Parking: Final softball league tournament scheduled for August 11. Ongoing park and turf maintenance. Preparing for the salmon derby. Striped the big gravel lots for all the truck & trailer parking. (3) TYC: • 10 Adventure Campers enjoyed an overnight hike to Caines Head last week. Campers spent their time swimming in the bay, checking out the local waterfall and exploring the many WWII bunkers. The campers hiked 15 miles in all! • Staffing changes as we come into school season. • Facility improvements -fridge & flooring research, stool repairs, cleaning/organizing etc. • Founder's Day prep-TYC kids will be singing AK Flag Song on the 281H • Day Camp numbers have dropped off last two weeks. We believe that Swim Club Camp is a factor. (4) Sports & Rec: Youth Soccer Shootout / BBQ and last day of league will be held Wed, Aug 14th. • Pizza Party for a new teen rec room! Wednesday August 14th at 5:30pm, join us for free pizza and share your ideas on what the new teen rec center needs. This event is only for teens, so you must be between the ages of 13-18 to participate. Bring some friends and meet us on the first floor of the Senior Center where the old museum use to be (upstairs from TYC), P and Jefferson. • Seward Recreational Softball wrapped up their season on Tuesday, Aug 6`h in spectacular fashion. The single elimination tournament began last Tuesday with all of the league's teams competing. The tournament culminated in a showdown between Chico's and Lumpsuckers. The final game was a battle between the two teams with both teams hitting and fielding well. Chico's was able to pull ahead when their bats caught on fire and won the game despite the Lumpsuckers best effort. It was a fantastic game that capped off a truly great season. We would like to thank all of the teams who competed in the Recreational League: Chico's, Lumpsuckers, City, Petey's, QNT, Thorns, and Law Dawgs. The teams displayed sportsmanship and camaraderie while being competitive and having fun. • Seward Parks and Recreation hosted Seward's only Adventure Challenge Sat, July 27th the Subway Tri-Harder-Thon. Everyone crossed the finish line with great attitudes and some with outstanding times.
