I would suggest that a financial amortized program and budget be set forth to place a projected cost and timetable for the cleanup management program for the year 2024. (This to be separate from the daily/monthly/yearly maintenance costs) 2. That an ordinance be developed to place this procedure on the Seward City by-laws etc. for the record of such funds to be monitored for a seamless fix for any further problems that may occur through 2024 and beyond. (The change over of city council members and managers leaves this problem to be "out of sight and out of mind") 3. That a review of the present sewer site be evaluated as to the real capacity for the ever increasing demand and determine if an auxiliary site or larger system be planned for in the future. (This should be done by an independent evaluation from certified personnel.) Thank you for the consideration of these suggestions. Dear Mayor Bardarson and City Council Members, At the February 10, 2014 meeting the head of the Public Works department PROMISED that his department would be prepared in advance of any odor problem that might arise this summer,by having on hand Calcium Nitrate or fragrance pods on hand. Exactly 5 months later, on 7/10/14, the Wastewater Lagoon on Lowell Point went anaerobic/septic. Based on that promise we expected an immediate response by the Public Works Department. However the application of 200 pounds did not occur until almost a month later on 8/5/14. It would appear that the Calcium Nitrate was not ordered until sometime in July(We asked what we thought was a simple question "what date was the Calcium Nitrate ordered?" We apologize for the resources consumed— we had no idea that simple question would require the time spent to draft a timeline!) There does not appear to be any normal mechanism in place to monitor the promises made to the public. There does not appear to be any responsibility to uphold promises. We were under the impression after the 2/10/14 meeting that the entire Council was in support of the proposed "band-aid" approach that WC spoke of at that meeting, yet, here we find ourselves,in this complete and utter crisis. We wonder how we might help or what changes might improve the process to avoid future disappointments? In closing, as we have suggested in the past,the City pays a lot of money to have a consulting firm assist with these matters. Given course of the past several years,the current situation and all the steps leading up to this point we would ask, again,that the Council consider if the firm hired has the City's best interests in mind and if they are the best qualified to do this consulting. Spam Not spam Forget previous vote 3 August 7,2014 Chronology of Application of Calcium Nitrate at LPWWTP • Fall of 2013, staff discussed the need for odor control • Winter/Spring of 2014,the odors at the facility disappeared (for the most part) • Dissolved Oxygen levels, B.O.D.,TSS, and other performance levels were normal • March/April/May/June 2014 staff researched odor control products • In July, Staff received verbal approval via phone from ADEC for use of Calcium Nitrate at Lagoon • July 2014 staff placed 400#order for Calcium Nitrate with PRC (Pacific Rim Chemicals) by phone • In July, PRC ordered chemicals, (from the West Coast, I believe)...I do know that they came from South 48 • Ron Harvey with PRC, called that Calcium Nitrate had arrived at the Port of Anchorage July 29- 30, 2014, by barge • PRC had bags of chemicals delivered to Palmer at their warehouse on July 30 • Staff received written approval (w/conditions)to use Calcium Nitrate on July 30, 2014 • Staff received invoice for Calcium Nitrate on August 1, 2014 • Staff made arrangements with Portage Transport to pick up chemicals on Saturday,August 2, 2014 • Staff worked on Saturday to begin building apparatus to add chemical at#3 Lift Station • Alaska Rural Water Association Circuit Rider,Sarah, was notified chemicals were in Seward, Monday August 4, 2014 • Sarah with ARWA, traveled to Seward (free of charge), and assisted with applying 200#'s of Calcium Nitrate to LPWWTP on Tuesday, August 5, 2014 This Chronology prepared by: W.C.
