HomeMy WebLinkAbout01252016 City Council Laydowns 1/075///° LAYDOWN for 1/25/2016 Litylown----- Finance CMR The City had a very successful bond refunding resulting in a true interest cost of 2.56%for our Long- Term Care Facility bonds, and 2.94%on our Electric bonds; overall savings on our Long-Term Care bonds was a whopping 13.45%, and for Electric bonds, 15.48%,versus our target of 4%savings. This results in a lifetime cash flow savings on the LTC bonds of$4.7 Million (NPV savings of$2,761,207), and on the Electric bonds of$1.04 Million (NPV savings of$749,134). This results in an annual reduction of debt service payments on the LTC bonds of an average of$469,826 per year for the next 17.5 years, and on the Electric bonds, an annual average savings of$46,387 over each of the next 22.5 years. In total, debt service payments on both issues were reduced more than $5.7 Million. The City will receive final taxable sales data for 4`h quarter 2015 from the Borough in early-March. On a cash-flow basis however, sales tax-related cash receipts in 2015 were$362,142 higher than in 2014, equating to an increase in taxable sales of approximately$9 million. When analyzing sales tax receipts, we should remember that there may be timing differences between actual taxable sales and related sales tax receipts. However, the City's sales tax-related cash receipts were $4.91 Million in 2015 versus$4.55 Million in 2014. The General Fund receives three-quarters of these receipts, resulting in an increase in General Fund sales tax receipts of$271,607 in 2015 compared with 2014. 1/24tH Report to Council 25 January 2016 Seward Chamber of Commerce. SMIC businesses feel a definite need for directional signage from the highway. According to the Harbormaster's office, the staff there is redirecting folks who missed the turn back out to Nash Rd. On January 22nd in Anchorage, AIDEA hosted a stakeholder's meeting which was very well attended and I'm sure you'll hear more about that later tonight. I've asked Nancy Erickson to write a story about the emerging marine support service industry to further promote the area. Back to the subject of signage. . . our tourism business members have expressed a keen and hopeful interest that Seward will utilize cruise ship head tax dollars this year to not only increase helpful signage, but invest in a recognizable and consistent theme with signs throughout the Seward area. We are curious as to what other ways this fund will be invested — because whatever is good for the cruise ship passengers is likely good for us all.
