HomeMy WebLinkAbout09072016 PACAB Minutes City of Seward,Alaska Port and Commerce Advisory Board Minutes September 7, 2016 Volume 3, Page 296 CALL TO ORDER The September 7, 2016 regular meeting of the Port and Commerce Advisory Board was called to order at 12:01 p.m. by Chair Darryl Schaefermeyer. OPENING CEREMONY Jaffa led the pledge of allegiance to the flag. ROLL CALL There were present: Darryl Schaefermeyer presiding, and Bob Linville Bruce Jaffa Christy Terry Carl Hughes Brooke Andrews Comprising a quorum of the Council; and Also Present Jim Hunt, City Manager Norm Regis, Harbor Master Matt Chase,Deputy Harbor Master Jackie C. Wilde, Executive Liaison SPECIAL ORDERS,PRESENTATIONS AND REPORTS Alaska Railroad Report—Report was given electronically Chamber of Commerce Report—Report was given electronically. Harbormaster Report —Harbormaster Regis reported that Hamilton construction has continued work on the SMIC breakwater project. There have been 10 new meters added to SMIC this is a huge benefit to boats being hauled out for winter storage and repairs. Harbor has started the process with ADF&G to replace the south launch ramp the city will be responsible with a 25% match. Regis reported that the City Administration and Coast Guard are working on getting the 2 fast boats to Seward. 2 no wake buoys have been purchased along with additional signs these will be installed throughout the Harbor after they are received. CITIZENS' COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING— None Leslie Pemberton stated she was addressing the board regarding a letter that was sent to the Harbormaster and overall harbor behavior. Pemberton wanted to make others aware of their business policies regarding fellow boaters Rebekah Christenson spoke to the board about an incident that happened to her at the harbor while she was working. Bob Candopoulos wanted to make the board aware of the accusations regarding unsafe maritime practices made by individuals in email and letters. Bob Goodell spoke to Board regarding an incident that happened in the harbor.He would like the board to review the possibility of moving recreational and charter vessels. Nate Smith spoke to Board regarding an incident that happened in the harbor. He would like the Board to review the Harbor's Live-A-Board policies. Phil Smith spoke to Board regarding an incident that happened in the harbor. He would like the Board to review the definition of residence in the code and asked that they also review the Live-A- Board policies and possibility of moving recreational and charter vessels. Mark Clemens wanted to address accusations made by letter/ emails regarding his company and their policies. Robert Chadwell addressed the Board about accusations made by letter/ emails sent to various individuals. Chair Shaefemeyer wanted the Citizens to know that the Board had not received a copy of the letter/ emails because it was not specifically requested to be given to the Board. Bob Candopoulos then gave his copy of to the board. Paul Rupple would like the board to review the possibility of moving recreational and charter vessels. He would like to suggest that the Harbor remind all vessels owners of noise ordinance. Niklas Ranta wanted to address accusations made regarding unsafe maritime practices made by individuals in email and letters.He would like to have the harbormaster to have a way allow citizens to voice a complaint. Tom Stables wanted to address accusations made regarding unsafe maritime practices made by individuals in email and letters. He would like the board to review the possibility of moving recreational and charter vessels. Deborah Altermatt wanted to address accusations made by letter/emails regarding sail boaters.She also wanted to remind the Citizens in the audience that everyone needs to communicate. Katherine Goodell spoke to Board regarding an incident that happened in the harbor. She would like the Harbormaster to have a complaint process. Ron Willie wanted to address accusations made regarding unsafe maritime practices made by individuals in email and letters. He would like to see better communication between recreational and charter vessel owners. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Terry/Hughes) Approval of Agenda and Consent Agenda Terry requested to add two items under new business C- Discussion of correspondence regarding letter that was sent to State Representatives D- Discussion of possible work session to review Harbor slip owner's policy,procedures and code Motion Passed Unanimous Consent item approved April 6, 2016 minutes INFORMATIONAL ITEMS,REPORTS AND PRESENTATIONS—Chamber,Alaska Railroad and Harbormaster report were attached. UNFINISHED BUSINESS—None NEW BUSINESS Motion (Terry/Hughes) Discuss Seward Comp Plan review for September 21,2016 Work Session Terry wanted to know what information would be given to board to review; she requested that administration provide a copy of the presentation that would be given on 09/16/2016. Regis stated he would provide requested information. Terry would like to have the Board incorporate affordable house be addressed in the new comp plan. Motion Passed Unanimous Consent Other New Business Items Discussion of correspondence regarding letter that was sent to State Representatives and possible letter of response Terry wanted to know if administration responded to the State Representatives regarding allegations made in letter that was presented to the board today. Regis stated that Assistant City Manager and City manager had both responded. Terry stated that since administration had already responded she didn't think the board would need to draft a letter or response. Jaffa asked if the Harbormaster had contact any other harbors regarding segregation of vessels. Regis stated that he had and that every harbor has similar issues but has not addressed them. Jaffa wanted to know if there is a process for filing complaint. Regis stated that they do have an City of Seward,Alaska Port and Commerce Advisory Board Minutes September 7, 2016 Volume 3, Page 299 incident report and have procedures for follow up of complaints. Unfortunately people don't file them;he has had a total of 3 complaints this year. Discussion of possible work session to review Harbor slip owner's policy,procedures and code Board discussed possible future dates for work sessions regarding slip owner's policy,procedures and code review. At request of board information will be added to the October 5, 2016 regular business meeting agenda. CORRESPONDENCE,INFORMATIONAL ITEMS AND REPORTS-None BOARD COMMENTS Andrews=stated that she was glad to be back,was surprised with the amount of Citizens in attendance and looks forward to a resolution. Linville thanked everyone for coming and speaking.He works in multiple harbors he suggest that if people want to be moved from the noise they can request a slip transfer to a new location. Terry thanked everyone for coming and speaking. Hughes welcomed everyone back. Jaffa-welcomed everyone and thanked the citizens in attendance. Schaefermeyer thanked everyone for coming and speaking. He would Iike to remind everyone that there is a vacant board seat. He would also like to review the alcohol policy in the Harbor. CITIZENS' COMMENTS- Victor Martin- spoke to Board regarding an incident that happened in the harbor,he believes that everyone needs to be educated on the Harbor rules. He also wanted to remind the Citizens in the audience that everyone needs to communicate. Elle Zerina wanted to to remind everyone that the Harbor is a working harbor it's going to be noisy, rules and regulations need to be reasonable for all user groups. Nate Smith also wanted to remind the Citizens in the audience that everyone needs to communicate. He would like to have the board review the alcohol policies in the harbor. Phil Smith wanted to remind everyone can request a copy of the Harbor Code. Kathleen Christenson spoke to the board about an incident that happened to her at the harbor while her daughter was working. She would like to remind everyone that our children are learning from us and that maybe we can lead by better example. Leslie Pemberton wanted to stress that everyone needs to communicate directly with the businesses. She has worked for 25 years to get to her current slip, if recreational boaters have an issue with charters maybe they can put in for a slip transfer. City of Seward, Alaska Port and Commerce Advisory Board Minutes September 7, 2016 Volume 3, Page 300 Deborah Altermatt stated that there are a lot of recreational boaters; she would like to see the board to have a work session in the evening so that everyone can attend. She would like the board to review and develop the Harbor policies. Bob Candopoulos wanted to thank everyone BOARD AND ADMINISTRATIVE RESPONSE TO CITIZENS' COMMENTS- Jaffa doesn't think the issues addressed in the letter aren't a Federal problem this issue is a Seward problem. He would like the alcohol policy to be reviewed. Hughes welcomed the comments of everyone and promised to help remind the harbor and board that these issues be addressed. Linville thanked everyone for attending. Terry asked for copies of the Code,Live-A-board policy,incident report form and alcohol use in the harbor for the October 5, 2016 meeting. Regis wanted everyone to know that the code is available online. The Harbor does follow up with all complaints that are reported. ADJOURNMENT The meeting was adjourned at 1:35 p.m. JackiJ .
