HomeMy WebLinkAbout07262018 City Council Laydown-Griswold180%26 fe- id)r2��S; July 26, 2018 Special City Council Meeting citizen comments I sent out three emails this morning with suggestions for improving the interim and permanent city manager job description, contract, and the city manager employee agreement. I hope you will take some of these suggestions under consideration. I feel the current documents are inadequate. I urge Council to hire not just the "best qualified" candidate, but a truly qualified candidate with at least a Master's degree in Public Administration, with City Management Specialization or a Certified Public Manager credential preferred, AND a minimum of 5 years of successful municipal government experience, with a preference for a background as an effective assistant city manager or city department leader. When the assistant city manager announced his resignation effective August 1, the position was routinely posted internally as per our code. On July 23, the city manager submitted his 30-day notice effective August 22. This changes everything. Now the city has to proceed with the expensive process of hiring an interim city manager and subsequently, a permanent city manager. To be fiscally responsible, I urge the City Council to leave the Assistant City Manager position unfilled. In the past, the Council has frequently not filled this position. Now, as the city advertises for a new interim and permanent city manager, is the time to vacate the assistant city manager position. I am dismayed at the continuing drama stirred up by our city manager. When I thought he finally did the right thing by resigning to give Seward a fresh start, I was wrong. I understand he appointed a department head to be "city manager for the day", and got himself appointed to be the new assistant city manager. Our city manager, even in his last few weeks of office, continues to operate in the gray zone, pushing the envelope of ethics and legality. I urge City Council to immediately terminate his contract before he does any more harm, and vacate the assistant city manager position. The city manager is NOT acting in the best interests of the city. PS Please dismiss the lawyer who advised the city manager of his highly unethical move.
