Based on solid long lasting relationships. 23 Public Private Partnership/ Project Finance The Project could be structured as self-financing, under a Public Private Partnership (“PPP”) structure. No direct fiscal impact to the City, but will enhance “head tax” revenue improving the future fiscal position. The Development Team  will raise the debt and equity capital necessary for the Project. The Development Team will negotiate berthing and/or  Take or Pay priority contracts. Multi- year concession to be agreed upon by all parties. The City and the Development Team with other third party investors will then create a Special Project Vehicle - SPV  - to develop, construct,  and own the Project. The City will retain the land equity position in the SPV as required. 24 IV. Team Introductions 25 IDEA, Inc.
