HomeMy WebLinkAboutRes2018-085Sponsored by: Bridges CITY OF SEWARD, ALASKA RESOLUTION 2018-085 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO APPLY FOR A LAND AND WATER CONSERVATION FUND GRANT TO REFURBISH THE IDITAROD NATIONAL HISTORIC TRAIL AND BIKE PATH WHEREAS, Waterfront Park annually serves hundreds of thousands of visitors and locals. Weather and the bike path's bayside location have caused deterioration over the past 20 years. The requested budget will include swales, culverts, large rock, excavation of broken pieces, engineering, project management, adding nearby French or similar drains to avoid puddling, signs and stencils and new paving; and WHEREAS, the State of Alaska is seeking applications for Land and Water Conservation Fund (LWCF) Grants, and the Iditarod National Historic Trail and Bike Path meets the criteria; and WHEREAS, City Council support is required in the lengthy and complex grant application and upon the grant award, the City will be required to commit to a 50% grant match, which may be funded by City of Seward Capital Improvement Project funds; and WHEREAS, if the City is awarded the grant, a second resolution will be requested to accept the grant and appropriate funds; and WHEREAS, the intent of this resolution is to leverage federal dollars to restore and improve a beloved recreation asset. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. City Council authorizes City Manager to apply for a Land and Water Conservation Fund (LWCF) Grant for Iditarod National Historic Trail and Bike Path restoration and improvement. Section 2. In the past, the City of Seward has successfully been funded for two large projects, and has applied for three. The current application cycle is due to Juneau, Alaska on Friday, November 9. A resolution of support should accompany the City's application. We are asking the City Council to support a refurbishment of the National Historic Iditarod Trail and Bike Path from Mile Zero to the Seward Highway. According to the State of Alaska's LWCF website, High Priority Project Types • Trail and facility upgrades or improvements (includes support facilities, restrooms, campsites) • Improved access to recreation areas (parking, boat launches, trailheads, signage, etc.) • Meet ADA accessibility standards The Frequently Asked Questions worksheet from the State of Alaska, encourages communities to select only one project. LWCF grants are taxing and competitive. More information about the grant may be found at http://dn.r.alaska.gov/parks/grants/lwcfhtm. INTENT: If the City is awarded the grant, a second resolution will be brought to City Council accepting the grant and appropriating funds. If the Council so chooses, the City's Capital Improvement Plan funds may be one source of the required 50% match.
