Generation
• Unit — Generic term for any generating source
• Economic Dispatch — Using the most efficient units first to meet
the total system load
• Unified System Operator (USO) — Type of governance structure
using mostly the utilities involved to economically dispatch and
govern the region's generation
• Independent System Operator (ISO) —Type of governance
structure using mostly independent directors to economically
dispatch and govern the region's generation
• Independent Power Producer (IPP) —A small non -utility who
wishes to build and sell power to a utility for profit
• Railbelt Reliability Council (RRC) — Similar to the USO/ISO with
an emphasis on Reliability of the Railbelt system

Terminology
Transmission
• Transmission line — Wires and poles transporting energy from
Generation to distribution, or load center
• TransCo — Transmission Company set up to manage the
transmission assets
• American Transmission Company (ATC) — Midwest transmission
company based out of Wisconsin working with the railbelt
utilities to form a TransCo
• Reliability Standards — requirements for reliable operation of
the bulk power system. Intended to reduce outages and
disturbances for all interconnected utilities
• Certificate of Public Convenience and Necessity (CPCN) — issued
to utilities by the Regulatory Commission of Alaska (RCA) to
operate and receive compensation for providing electricity
