HomeMy WebLinkAbout03112019 City Council Laydown - Substitute Res2019-025 f ► 19' 03 // d cc nAlz, Sponsored by: Bridges' Substitute Resolution CITY OF SEWARD, ALASKA RESOLUTION 2019-025 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO PURCHASE A 2020 AWD POLICE PATROL VEHICLE FROM KENDALL FORD, AND ADDITIONAL ACCESSORIES FROM TERRY'S TIRES AND SIX ROBBLEES INC. IN AN AMOUNT NOT TO EXCEED $42,766.56 WHEREAS,the purchase of one new police vehicle per year is consistent with the policy of the City in order to keep the fleet in good mechanical,dependable condition; and WHEREAS,the vehicle being replaced is a 2007 Ford with 89,000 miles and is developing engine problems, body paint chipping, and wear and tear, indicating that the vehicle is beyond its useful life; and WHEREAS,the vehicle must be professionally equipped with police equipment,including winter tires acquired from Terry's Tires,and wheels from Six Robblees Inc.,totaling$1,624.56;and WHEREAS, the purchase of a new patrol vehicle is included in the 2019 budget; and WHEREAS, the last purchase of a police patrol vehicle was in 2018, and the Police Department will be retiring one other patrol vehicle (vehicle#251) after this purchase; and WHEREAS,the City has an opportunity to purchase the patrol vehicle under the same contract terms that were offered to the State of Alaska by Kendall Ford through a competitive bid process;and WHEREAS,the City Council has determined that the public interest would be best served by not requiring competitive bids and makes the following finding: 1. Seward City Code Section 6.10.120 B.,provides that the City may utilize competitive bids obtained by other governmental units; and 2. Kendall Ford in Wasilla,Alaska has been awarded a contract to provide patrol vehicles for the State of Alaska and the City of Seward has an opportunity to purchase one patrol vehicle at a bid amount not to exceed$41,142.00. Additionally,tires and wheels will be purchased for$1,624.56, for a total cost of$42,766.56. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA that: Section 1. The City Manager is authorized to purchase a 2020 Ford Police Patrol Vehicle from Kendall Ford for $41,142, winter tires from Terry's Tires, and wheels from Six Robblees Inc. for CITY OF SEWARD,ALASKA RESOLUTION 2019-025 Substitute Resolution $1,624.56, for a total of$42,766.56. Section 2. Funding for the new vehicle was appropriated in the 2019 Budget, at a total anticipated cost of$45,000. Section 3. This resolution shall take effect immediately upon its adoption. If approved, this purchase will be made utilizing the State of Alaska competitive bid process as allowed under § 6.10.120(13) of the Seward City Code, which allows the City to utilize competitive bids obtained by other governmental entities. Kendall Ford has been awarded contracts to provide police vehicles to the State of Alaska,through an established competitive bid process.Therefore,the City will save time and money using this streamlined efficient and code compliant process to secure a competitive price. It has been previous City policy to purchase one new patrol vehicle each year in order to keep the fleet in good mechanical condition and provide officer vehicles that are safe and dependable. With this authorization, the department plans to retire a 2007 Ford police vehicle with 89,000 miles. Funds for this purchase are available in the Motor Pool Equipment Account and was included in the 2019 budget. The 2020 AWD Ford Police Interceptor is $41.142 plus the purchase and installation of tires and wheels ($1,624.56) for a total cost not including patrol vehicle equipment,of$42,766.56. After adding the cost of patrol vehicle equipment and installation,including the transfer of existing equipment from vehicle 251 to the new vehicle, the total cost of the vehicle purchase with all equipment, tires, wheels, etc. will he $48,866.56 which exceeds the budgeted amount of$45,000 by $3,866.56. The total cost for the vehicle, tires and wheels being purchased is$42,766.56. An additional accompanying resolution authorizes the purchase and installation of additional lighting and the transfer of equipment from the old vehicle,251 in the amount of$6,100. This brings the total cost of the vehicle including all accessories, to $48.866.56. The budget included funding in the amount of$45,000. so the accompanying resolution will request an additional appropriation of$3,866.56. Approved by Finance Department: 4.
