Dear Council and Admin,
The topic of disposal of the 2018 non-operational mobile CT Scanner raises many questions
about disposal of hospital, health care center, and Seward Mt Haven property. I understand the
city owns the facilities and all the equipment. Thus, any unwanted city personal property
should be subject to Seward Code 7.01 on the Sale of surplus city personal property. This
surplus disposal policy should be clarified with our health care providers.
In 2018 the failed scanner was hauled to unsecured private property and the $60 monthly
storage fee comes out of Radiology's budget. This is not right. As a lead-lined trailer with heavy
metals, it should be in a more secure location. The first CT scanner was stored on city property
at the fenced city pipe yard. Why not this one?The procedures that led to this arrangement
should be examined and a better policy enacted.
The city and our medical services need to establish procedures for timely replacement,
disposal, and surplusing of medical equipment and other assets while they still have some
resale value and before they fail. This includes the new CT Scanner which is new now, and
luckily modular, but will eventually fail. Those modules should be part of this procedure.
Did you know that the ATCO unit that was installed as a SCHC Annex in 2015 still has a set of
aluminum stairs and platform stashed behind the unit?These should have been surplused years
ago while they still had the greatest value.
I appreciate your attention to these matters.
