SPECIAL MEETING NOTICE
Pursuant to Seward City Code 2.10.030 (2), this is to serve as the written notice calling a Special
City Council Meeting on Tuesday, April 16, 2019 at 12:00 p.m. for the purpose of:
Resolution 2019-037, Extending The Appointment Of Harbormaster
Norm Regis As Acting City Manager Beginning April 20, 2019 And
Ending May 20, 2019, With The Option To Extend.
Go into executive session to discuss negotiating strategies for the
city manager hire.
The meeting will commence in the City Council Chambers, City Hall, 410 Adams Street,
Seward. All interested persons are invited to attend the meetings.

CITY OF SEWARD, ALASKA
RESOLUTION 2019-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, EXTENDING THE APPOINTMENT OF HARBORMASTER
NORM REGIS AS ACTING CITY MANAGER BEGINNING APRIL 20,
2019 AND ENDING MAY 20, 2019, WITH THE OPTION TO EXTEND
WHEREAS, on March 9, 2019, council approved Resolution 2019-029 which appointed
Harbormaster Norm Regis as Acting City Manager for the period of March 18, 2019 through
April 19, 2019; and
WHEREAS, Resolution 2019-029 also provided for the option to extend the
appointment; and
WHEREAS, at the April 8, 2019 council meeting, Regis was asked by council to extend
his appointment for one month, and Regis agreed; and
WHEREAS, Regis will serve for one additional month, and have the option to extend if
circumstances allow; and
WHEREAS, the 22% salary increase will continue to be provided while Regis serves as
Acting City Manager; and
WHEREAS, until a contract is in place for a permanent city manager, there is a need for
the city to have an Acting City Manager; and
WHEREAS, it is the belief of council that extending the appointment of Norm Regis as
Acting City Manager will help make the transition between city managers a smooth one.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF SEWARD, ALASKA that:
Section 1. The appointment of Harbormaster Norm Regis as Acting City Manager is
hereby extended, beginning April 20, 2019 through May 20, 2019, with the option to extend as
circumstances allow, and with council approval, until a permanent city manager is appointed.
Section 2. Funding for the temporary salary increase of 22% will come from the City
Manager Department budget.
Section 3. This resolution shall take effect immediately upon adoption.

16th day of April, 2019.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD,
ALASKA, APPOINTING HARBORMASTER NORM REGIS AS ACTING
CITY MANAGER BEGINNING MARCH 18, 2019 AND ENDING APRIL
19, 2019, WITH THE OPTION TO EXTEND
WHEREAS, the contract for the current Interim City Manager, Jeff Bridges, will expire
at midnight on March 17, 2019; and
WHEREAS, the City Council approved Resolution 2019-001 to hire the recruiting firm
GovHR to search for a permanent city manager; and
WHEREAS, the timeline agreed upon for selecting the permanent city manager is April
22, 2019; and
WHEREAS, until a final selection is made and a contract is in place for the permanent
city manager,there is the need for the City to have an Acting City Manager appointed; and
WHEREAS, at a work session held on March 4, 2019, council considered three potential
candidates, and unanimously selected Harbormaster Norm Regis to serve as Acting City
Manager; and
WHEREAS, Norm Regis will serve for one month, and have the option to extend if
circumstances allow; and
WHEREAS, a 22% salary increase will be provided for the time Regis serves as Acting
City Manager; and
WHEREAS, it is the belief of council that appointing Norm Regis as Acting City
Manager will help make the transition between city managers a smooth one.
