CITY OF SEWARD, ALASKA
RESOLUTION NO. 80-34
A RESOLUTION REQUESTING THE ALASKA POWER AUTHORITY (APA) TO PROr,EED WITH
THE FEDERAL ENERGY REGULATORY COMMISSION (FERC) APPLICATION PROCESS FOR
A J.ICENSE.TO_CONSTRUCT AND OPERATE THE GRANT LAKE HYDROELECTRIC PROJECT
WHEREAS, the City of Seward (the "City") desires that the
Grant Lake Project move forward; and
WHEREAS, the Alska Power Authority (APA) is more capable of
proceeding with the FERC licensing of the project if funds are avail-
able; and
WHEREAS, the City desires the APA to obtain the permit,
design, construct, and operate the Grant Lake Project; and
WHEREAS, the City of Seward can be assured availability of
all project output when constructed; and
WHEREAS, the City of Seward may agree to purchase all power
from the project to repay all development costs of the project; and
WHEREAS, APA anticipates that "House CS For Senate Bill No. 424
am H" will pass and be signed into law during this 2nd session of the
eleventh legislature; and
WHEREAS, $500,000 is provided in the bill for the licensing
process.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Seward, Alaska, that the Board of Directors and Administration of
the Alaska Power Authority is hereby requested to proceed with the FERC
licensing process and development of the Grant Lake Project.

ALASKA, this 9th day of June, 1980.
