I wasn't clear then, and am still not clear now, as to why Doug from Public Works attended the meeting with you. I told GeNeil I just wanted to meet with you. I probably could have been more clear about the reason I suggested we meet at the Septic Lagoon and that it wasn't about the lagoon issues, but because you had not accepted my earlier invitations to meeting, including at my place of business on Lowell Point, I thought perhaps meeting at the city owned property here at Lowell Point would be more acceptable to you. The purpose of my wanting to meet with you was to begin a relationship with you as the new City Manager. I care deeply about being involved in making Seward the best city it can be, and frankly, before our meeting I thought that was what you wanted as well. Even though I live outside of the city limits I am still part of the Seward Community (as are all of the people who live in the borough areas north and south of the city proper), I sit on a City Board as a Commissioner, and I am affected by its daily governance. I had hopes that our meeting could be productive and lead down the path towards the goal of making Seward the best it can be. As you know, I was mistaken. I will not let the conversation go without stating and verifying the truth about many of the lies you told me. I have been involved in efforts of civic education and transparency and I continue those efforts with this email. 1. It is not the City's Manager job or responsibility to verify the residency of their bosses. It is the City Clerk's responsibility. You had every opportunity to ask the Clerk but you told me "you don't trust the Clerk's office." You also refused the truth from from one of your Bosses. What's further questionable: you claim you have been a clerk, but if there were the case you would know it is the Clerk's responsibility to document and verify residency, etc. 2. You stated 3 (three) Council Members told you to investigate another Council's member's living arrangements. It has been verified as of this writing that ALL 7 (seven) DENY THIS CLAIM. Someone or multiple people are lying. 3. You further stated that Holly, the City Attorney told you to call Cathy at AVTEC. Holly has denied this in writing. 4. You stated that PACAB is not a Commissioned Board. However, PACAB IS a Commissioned Advisory Board of the City Council and is defined in Council Rules and Procedures. I was shocked at your treatment of me as a City Commissioner. Why would someone continue to volunteer when treated that way? 5. You stated that the lagoon is supposed to stink. Everything you said to me about the lagoon, when I could manage to get a word out between interruptions, was a lie. The fact that you aren't interested in history, particularly as it pertains to understanding the lagoon was disheartening beyond what I can handle. (It was shocking to me that you would think, after the living hell the residents of Lowell Point endured for 4 years that we don't know exactly how this facility is supposed to work!) Additional Facts: 1. Brenda, the City Clerk, had continual details regarding the living situation in question. 2. If you took direction from individual Council Members "to conduct an investigation" of another Council Member then you violated Council Rules and Procedures. Apparent Violations of the ICMA Professional Code of Ethics. 1. I have have been told the situation violates the ICMA Code of Ethics. I don't have time to research this but what I know is that it was important to the current Council that the new CM they hired hold high professional and moral standards. I don't see how we can say that's what is currently happening. By your own admission to me, you said you "didn't do any homework before saying yes by listening or watching any Council Meetings and if I had done the research, I would have said no" to taking the City Manager's position, I wonder if Seward really is your 15-17 year job? What will the future look like with a City Manager who distrusts the Clerk's office and that the citizen's don't trust? Maybe parting now while it is still easy to do and before your house closes on 7/2 makes better sense? In my humble opinion, this is a question you should be asking yourself and the City Council should be asking as well. I know it is on my mind. It seems as if history is repeating itself.
