I've included my message to them so you can see what they were responding to. 1. Anne Elise Pollnow, Sea Level Consulting, Sitka, AK. She is an archeologist but also works on historic preservation; including with the business community. She authored the Sitka HPP. Her Resume is attached. 2. Donovan Rypkema, PlaceEconomics, Washington, D.C.. He is the Principal at PlaceEconomics,and one of the national leaders on the economic benefits of historic preservation. The services they could provide within our CLG budget are quite different. Anne could be more "hands on"; helping with information gathering and actual writing. She has worked with an Alaskan business community on the benefits of historic preservation, albeit in Sitka. She has worked with CLG Grants and knows their requirements and limitations. With Donovan, it looks as if we could only afford him for two days. However,we and the business community,would be getting information directly from the lion's mouth; albeit mostly from the lower 48. It would be relatively easy to write the CLG Grant application with either approach. However, it almost has to be one or the other. I cannot envision description which would allow us to kick the decision can further down the road. Rypkema is well enough know in historic preservation across the State we might be able find funds from a different source to bring him to Alaska. I'm a bit embarrassed, my website has not been updated in quite some. The good news is its because I'm busy! Although I studied archaeology academically and do this work regularly, I do have quite a bit of experience with the endeavors of Historic Preservation. I was the a member of the Sitka Historic Preservation Commission for 7 years, three as chair, am the current president of the Alaska Association for Historic Preservation (8-year member of the board). Also, this month I am finishing up Sitka's Lincoln Street Historic District Project. It will be the first historic district in Sitka, very exciting! I wrote and have been managing this CLG grant project on behalf of the Sitka Downtown Revitalization Group. We have partnered with the City to execute the grant/project. As a Downtown Revitalization Group interest, we approached the project and the downtown merchants and property owners with the economic benefits of a historic district and historic preservation as a priority for establishing the district. Sounds like what you may envision more of in Seward's plan. So,just a reference of my recent work that might be applicable to your project and is unnoted on my website. I would be happy to assist you with Seward's Preservation Plan. Seward is a great community with some very special and unique cultural resources. I reviewed your plan many times while drafting Sitka's Plan. Perhaps we could chat about services you require and how I may assist? Seems like you have most of the plan developed but would like to explore some other topics and goals??? My general fee is from $95 to $125/hr., based upon a project's duties, deliverables, and budget. I usually estimate time required (which includes administrative costs) and a schedule in a bid. Travel expense inclusions also vary per projects. Always negotiable. I will be conducting field work for the rest of the week taking me in and out of service mobile service. However, I will be responding to emails sporadically and you are most welcome to call me after business hours especially if you're facing a grant submittal deadline. Your name came to my attention as the author of the 2010 Sitka Historic Preservation Plan. We have been in the process of reviewing and revising the original 1996 version of the Seward Historic Preservation Plan. Over the past year we have used a CLG Grant to hire Nuka Research and Planning Group to assist with this activity. They have little expertise with historic preservation issues so their assistance has mostly been editorial. Our current 2014 draft is weak in many of the areas the Sitka plan you authored is strong. I have been tasked to write a follow-up CLG Grant to help fund fleshing out the weaknesses in our draft plan; especially the economic benefits of historic and cultural preservation, and the community action plan. I realize from your website that those don't appear to be your core expertise. However I notice you do list technical writing services. You also seem to prefer work in SE Alaska. Seward's not but we think we are an interesting community. If think you may be interested in working on another Historic Preservation Plan, please send me a Fee Schedule for any services you think we might be interested in, so I can build them into the CLG Grant I am working on Respectfully, John S. My apologies for the tardiness in responding. I'd love an excuse to come to Alaska again. And I've never been in Seward so that would be great. I'm not so sure that a multi-day workshop would be that useful giving your description of where you are now. An alternative might be something like this -- a two day visit that included one or two public presentations (for example a public meeting then the noon Rotary Club or the Board of Realtors or the Chamber of Commerce or something similar) then working/thinking/strategizing sessions with the preservation commission, a local advocacy organization if there is one, etc. Maybe a short presentation to the City Council. Touring some of the historic neighborhoods would also be useful. We could probably get some of these things done in one day but two would probably be better., My rate for something like that would be $2000 for the first day and $1500 for each additional day, plus travel expenses. I don't charge for travel time so the per/day rate is days actually on the ground in Seward. We could also talk during this visit what kind of either "off the shelf' or customized workshop might be useful at a later date. Anyway, hopefully this is a starting point for your thinking. We have made good progress but our current planning is weak on elucidating the economic benefits of historic preservation, and development of a plan to exploit those benefits. I have read many of your, and PlaceEconomics', reports for both governmental and non-profit organizations on the subject of economic benefits of historic preservation. I have also read some of your speeches. I am impressed with both, and think the community of Seward could benefit greatly from your insight. I think we may need to build a broader partnership in order to afford your services. However, I need to start locally with the CLG Grant which I have control over. I think we would probably benefit the most from either a speech followed by a community work session, or perhaps the multi day workshop listed in your website. Although I think Alaska would benefit from the sort of analysis and report you have done for several other States, it would probably take strong support from SHPO or at least a broad partnership of Kenai Peninsula Borough entities to afford such. Will you please send me a Fee Schedule for your various services; especially speeches and the workshop. If it makes a difference whether we are governmental or non-profit, we could probably funnel project support through Resurrection Bay Historical Society which is non-profit. Thank you.
