OPENING CEREMONY John French led the Pledge of Allegiance to the flag. ROLL CALL There were present: Linda Lasota presiding John French Catherine Hedman Wadeen Hepworth Laura Erickson Sandie Roach comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Heather McClain, Library Museum Staff Excused—None Absent—Kurtz CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING The commission suspended the rules to allow the citizens to speak for five minutes each instead of three minutes each. Andy Wilder was against council Resolution 2015-020,which proposed using Pat Williams Park as a senior housing facility. Patty Linville was opposed to the donation of the Pat Williams Park for senior housing.She supported senior housing and parks,but she felt that it was possible to keep them separate. She said the guidelines for the pre-development process were that it needed a community survey or study,the project needed to be consistent with strategic and community plans, all opportunities for collaboration had been considered,appropriate site plans and facility budget were available for the project, and the project was financially sustainable. City of Seward,Alaska Historic Preservation Commission Minutes April 8, 2015 Volume 3, Page 11 Mark Kansteiner wanted to know who would live in the new senior center facility, who would make that decision, and what costs would be incurred by the city for this facility. He stated malthat naming the park the Pat Williams Park began with a Historic Preservation Commission (HP) resolution in 2003. Kelly Hartz was opposed to council Resolution 2015-020,because she believed that public land should stay public. Andy Wilder asked why the land use for changing Pat Williams Park to senior housing had not come before the Planning&Zoning Commission(P&Z). He was opposed to the extensions of A Street and B Street. APPROVAL OF AGENDA AND CONSENT AGENDA Motion (French/Roach) Approval of Agenda and Consent Agenda French added Karin Sturdy to the agenda. Roach combined the commission discussion of council Resolution 2015-020 and the commission recommendations to Seward City Council on this resolution as one agenda item. Motion Passed Unanimous 1 There were no consent agenda items. „mi The commission suspended the rules to speak to Parks& Recreation Director, Karin Sturdy. Parks& Recreation Director Karin Sturdy wanted to schedule a work session with HP to go to Forest Acres Park and Campground and see what needed to be cleaned up. She asked HP to help her preserve the historic aspects of Two Lakes Park. French suggested having the state come to Seward and help with cleaning up these two parks and preserving historical items. In response to Lasota,Sturdy said the preservation of items found at the parks would be up to the public. She was scheduled to go over Parks & Recreation's Master Plan at P & Z's next work session. French suggested HP having a joint work session with P&Z about cleaning up Forest Acres Park and Two Lakes Park. The commission went back on the rules. NEW BUSINESS City of Seward,Alaska Historic Preservation Commission Minutes April 8,2015 Volume 3,Page 12 Other New Business isom Resolution 201.5-002, Donating Approximately A 0.7 Acre Portion of KPB Parcel 14734005, Known As Pat Williams Park, For The Sole Purpose Of Development. Motion (Lasota/French) Approve Resolution 2015-002 French wanted to provide recommendations regarding this resolution to council.He said the historic importance of the Pat Williams Park outdated the 1964 earthquake. He believed the character of the park was important to the city's character. Lasota said HP Resolution 2015-002 recommended that council allow Pat Williams Park to be retained as a park. By unanimous consent,the commission began discussion on City Council Resolution 2015-020 to donate a portion of Pat Williams Park for senior housing. French was concerned that there was no cap on rent for the senior housing facility,and he believed the rent would not be affordable for most seniors. Hepworth said the Kenai Peninsula Housing Initiative(KPHI) stated that the city had offered this portion of land for senior housing.She wanted to know who at the city had offered KPHI this land for senior housing. HP suspended the rules to speak to the Parks & Recreation Director, Karin Sturdy. In response to Lasota,Sturdy said there were thirty total campsites and money had been donated by Sue Canta to install a year-round restroom on the waterfront. In response to French, Sturdy agreed that adding historic interpretive sites to the waterfront was a good idea. Lasota said HP could consider using the Central Local Government(CLG)grant to fund historic interpretive sites on the waterfront. The commission went back on the rules. Roach said council Resolution 2015-020 should have gone before P&Z for the land use change. She said the historical significance of the park was not taken into account when the city manager proposed resolution 2015-020 changing Pat William Park into a senior housing facility. French said he could not find any record of a survey completed on KPB Parcel 14734005, known as Pat Williams Park, and he wanted a survey to be completed on it. City of Seward,Alaska Historic Preservation Commission Minutes April 8, 2015 Volume 3, Page 13 Motion to Amend (Lasota/Erickson) Amend Resolution 2015-002 by adding"In Advisement On Council Resolution 2015- 020" to the beginning of the title. Lasota stated that Pat Williams said, "Don't touch anything, not even a blade of grass" and this quote was on a plaque at the Pat Williams Park. Commission suspended the rules to speak to Karin Sturdy. Sturdy said the date was wrong on the plaque. She suggested HP speak to Darryl Schaefermeyer to determine the correct date of when Pat Williams said this. The commission went back on the rules. Roach wanted to add historical information to Resolution 2015-002. French wanted to add a"Whereas"to the resolution stating that the parcel of land known as Pat Williams Park was in the immediate vicinity of the original Seward Small Boat Harbor, Texaco Tank Farm, the San Juan Patent Fish Plant and that these areas had not received an archeological survey since they came into city ownership. Lasota suggested leaving the company names out of the additional"Whereas"and saying that this area had prehistoric value before the 1964 earthquake and HP had the duty to survey, inventory, and review this piece of land. French said he was trying to elaborate on the historic value of the park,but the additional "Whereas"might not be needed. Lasota believed that it would be a dishonor to Pat Williams to put a building in the park that was named after her. Library & Museum Director Valarie Kingsland said this resolution should show council the historical significance of the Pat Williams Park. She said the park was not currently on the historic register but was on the Seward historic places' inventory list. Motion to Amend (Lasota/Erickson) Amend Resolution 2015-002 by adding Section 3, which read "Pat Williams Park qualifies to be on the Seward Historical Inventory List.In addition,Resolution 2003- 01 by the Seward HP Commission approved on June 18, 2003 and Resolution 2003-73 approved on July 14, 2003 by the Seward City Council proclaiming the naming of Pat Williams Park" to Section 3. Motion to Amend Passed Unanimous Main Motion Passed Unanimous COMMISSIONERS' COMMENTS—None CITIZEN COMMENTS Karin Sturdy asked that a copy of the Seward Historic Places Inventory List be put on the Historic Preservation Commission's website. COMMISSION AND ADMINISTRATION RESPONSE TO CITIZEN COMMENTS Hepworth thanked everyone who spoke about the Pat Williams Park. Erickson thanked everyone for their time and for speaking about Pat Williams Park. Roach asked everyone to attend the public hearing on the Pat Williams Park at the upcoming council meeting. She asked the community to help HP show the importance of the park to the city. Lasota thanked administration and Karin Sturdy for their time.
