City of Seward , l cal ) Job Description (Lea)A1 6 �.^st lC45 Job Title: Special Projects Coordinator Range: Salary: Department: Community Development Approved by: '-q _ 73 /h Reports to: City Manager, Date: Community Development Director Supervises: N/A Position: Regular, Full-Time Summary: Conducts city economic development and special project initiatives at City Manager request. Researches and writes grants. Completes analysis, studies and reports on special projects as assigned by City Manager. Coordinates and prepares Capital Improvement Plan and Legislative Request for presentation to Council. Coordinates and prepares the Annual Report and other city publications. Essential Duties and Responsibilities: Coordinate and implement the City's Communication's Plan including the Social Media Policy and website. Researches and writes grants for citywide community/economic development projects. Performs research, analysis, studies and prepares reports on special projects as assigned by City Manager. Recommends city economic and community development and C.I.P. initiatives to the City Manager for presentation to Mayor/Council and implements such initiatives as directed. Acts as the City's point of contact on assigned projects, coordinates projects through systematic project management approach: conception,team selection, scheduling, monitoring, completion and evaluation. Coordinates and prepares City's Annual Report and other city publications. Coordinates and assists departments in preparation of the City's Capital Improvement Program and Legislative Request. Compiles, analyzes and presents program to the Council through the City Manager. Serves as City Manager's representative at city functions, committee and task force meetings as assigned. Provides staff support to the City's Port and Commerce Advisory Board and Planning and Zoning Commission as directed. Provides back up support to administrative personnel as assigned. May require some travel. Completes other duties as assigned. Qualification Requirements: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience: Five years' experience in economic development, special project initiatives, and grant writing or related field and a Bachelor's degree. Extensive knowledge of Federal and State funding sources available for economic development, grant and proposal writing techniques, and economic and social factors affecting the State of Alaska and the Kenai Peninsula. Proficiency with computers and publishing programs. Ability to research and plan, mobilize resources, project monitoring and community relations. Skill in application of planning principles, evaluation and review techniques, development strategy preparation and work plan development. Requires well developed writing and public speaking skills, judgment and tact in maintaining effective relationships with public and various agencies. Progress;ve Development Plan: Each year on the employee's anniversary date, the employee will be evaluated not only on his/her performance, but also on professional development.The city manager shall determine if the employee has received the required training and experience to allow for him/her to advance from a range to a range , then from a range to a range remaining at the same step. To progress to a range requires the employee to have one year of experience as the Specia' Projects Coordinator in the above description and to have completed such training and formal education as prescribed by the City Manager or Assistant City Manager. (Grant workshops, contract procedure training) To o a range requires the employee to have an additional year of experience as Liaison the above description and to have completed such training and formal ec!iuc you-and/or accomplishments as prescribed by the City Manager or Community Development Directcr. If it is determined that the employee has not progressed to the next level, but has shown above satisfactory performance, he/she will be granted the regular one step increase. Language Skills: Ability to read, write, publicly speak and interact in a group setting and compose documents; to communicate with a broad spectrum of people, analyze and interpret genera! business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of manager;, clients, customers, and the general public. Excellent written and verbal communications a must. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to interpret technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Other Skills and Abilities: Strong moral and ethical standards of conduct. Knowledge of office administration, ability to type, utilize a computer, prepare correspondence and reports and to set-up and maintain meticulous office files. Knowledge of public meetings, parliamentary procedure, gathering data, communicating and corresponding with City departments to collect information accordingly. Ability to maintain confidentiality of sensitive matters and files handled and maintained in the :juice. Ability to handle multiple priorities, multi-task and carry out assignments independently to completion based on general policy guidance or statement of end result expected. Ability to communicate assignments and tasks and results to manager's office. Ability to deal with the public, commissioners, city council, other city departments, public and private officials in a pleasant,tactful, and courteous manner.
