Please find attached the proposal from USGS for three years of flow measurement of both Lowell Creek
upper canyon and Marathon Creek Dam.
At $22,000 per year for gold standard flow data for both locations, this is a very reasonable proposal.
This reliable and valuable data can then be leveraged to prove viability for clean hydro power, and to
secure grant funding and permits for the same.
I highly recommend that the City accept the attached proposal and engage USGS to proceed with the flow
measurements.

Please find attached YCE report of Oct 10 2019 meeting and site visits regarding Lowell Creek and
Marathon Creek Hydro Projects.
Chad Smith of USGS has advised that USGS Anchorage office will return soon to the City and YCE with a
proposal for stream flow data collection for a three year period.
The flow data collection effort would then allow the City to secure the necessary permits from DNR,
ADF&G, and FERC for the Lowell Creek Hydro Project.
Please see report for details of the recommended methods of flow data collection, and photos from the
site visits.
Thank you for your participation and support of this challenging clean energy project.

RE: U.S. Geological Survey Hydrologic Monitoring in Lowell Creek Canyon

Thank you for your request for a proposal from the USGS to collect hydrologic information in the
Lowell Creek Canyon and at the Marathon Creek site. The USGS proposes to :
1. Annually collect 4-6 discharge measurements in the Lowell Creek Canyon at low flows.
Measurements would be made by wading the channel and would be limited to flow levels when
this method would be safe and feasible. Water-surface elevations during discharge measurements
would be referenced to an established local datum. These measurements would also be QA/QC'd
by USGS personnel and published and archived on the USGS National Water Information
System website(NWIS web).
2. Make a one time set of measurements from the upper canyon to the proposed intake site to
determine if Lowell Creek is losing flow to the subsurface in this reach.
3. Install and operate a stage elevation gage at Marathon Creek dam site and compute discharge
using a weir-flow equation. These computations would be verified annually with 4-6 manual
discharge measurements downstream of the weir. The USGS will establish and maintain a local
datum at the site. Provisional water-surface elevation and discharge data will be collected at a
15-minute interval and transmitted hourly. These data will be available on NWIS web and would
ultimately be published and archived at the same site.
The costs for the USGS to perform this work would be$22,000 annually for the three years of proposed
data collection. The equipment and installation costs are included and amortized over the duration of the
agreement. If the City of Seward finds this proposal favorable,the USGS would develop a Joint Funding
Agreement between the USGS and the City of Seward for these services.
