To Seward Planning and Zoning Commission:
| am writing this to register my concerns about RESOLUTION 2O19-017 that will be discussed attonight's regularly
scheduled meeting. My husband and I own the property and four plex at 1904 Phoenix Road directly west of the
proposed Unit Multiple Family Dwelling on Tract C-3, Gateway Subdivision#1located at 100 Benson Drive.
We are not opposed to new development on this lot, however the amount of gravel brought on to the proposed sight,
will significantly negatively impact our property sale value as it will block our beautiful view ofthe mountains and
Resurrection Bay. It will also reduce the property value because of the extreme loss of privacy.The new raised structure
will now have residents of 1904 Phoenix looking into the windows of the residents on 100 Benson and them looking into
ours.

significantly impaired."This is not true, as the builder has significantly raised the foundation the unit will sit atop.
As we all know,sewage flows downhill, so the builder should access the city sewer main on Swetman Street, rather than
up hill to Phoenix Road.
The Seward Planning and Zoning Commission can modify final approval if changed conditions cause the Conditional Use
Permit tono longer conform tothe standards at approval. Section I Article B has not been met as this will greatly reduce
our property value.
Again, we are not opposed to developing the lot to our East,just the significant raising of the ground to build a two story
complex.
Please take this under careful consideration prior to finalizing the approval of the permit.
