HomeMy WebLinkAbout12162015 Historic Preservation Minutes City of Seward,Alaska Historic Preservation Commission Minutes December 16, 2015 Volume 3,Page 43 Call to Order The December 16, 2015 regular meeting of the Historic Preservation Commission was called to order at 6:36 p.m. by Chair Lasota. Opening Ceremony Commissioner Woelkers led the pledge of allegiance to the flag. Roll Call There were present: Chair Linda Lasota presiding, and John French Wadeen Hepworth Fred Woelkers comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Heather McClain, Library Museum Staff Absent—Wolfgang Kurtz, Laura Erickson, Sandie Roach' Special Reports - None City Administration Report, Valarie Kingsland provided her report and update on the Library Museum. Kingsland said the Library would be busy with Joint Library Catalog project and that Administration would not be available for January meeting. Other Reports,Announcements and Presentations Friends of the Jesse Lee Home and Iditarod Trail Blazers — Hepworth had no update for Jesse Lee Home. Office looked closed. Iditarod Trail Blazers — Hepworth said Trail Blazers were working on information for Alaska Railroad guides to mention Iditarod Trail during tours between Seward and Anchorage. Resurrection Bay Historical Society (RBHS) — French gave an update on RBHS elections at the November 19, 2015 meeting. Woelkers, Alaska Nellie Materials update — Woelkers was able to track down tapes, which were at the Senior Center under care of Dana Paperman. Motion Approved Coordinate with State Historic Preservation Office regarding obtaining assistance surveying historic value of properties. General discussion given—Commissioners to follow up with State Historic Preservation Office. Motion Q No action taken, moved to unfinished business for next meeting agenda Motion Approved Unanimous City of Seward,Alaska Historic Preservation Commission Minutes December 16, 2015 Volume 3,Page 45 New Business Approve minutes from November 18, 2015 meeting* Motion 0 Included under Approval of Agenda and Consent Agenda Motion Passed Unanimous Discuss how the Commission should coordinate and facilitate its input to the City and other entities regarding AHPA Section 106 compliance for projects within the Commission's geographic area of responsibility. General DiscussionLaydown was brought so Commissioners would know the specific language from Seward City Code, Historic Preservation Commission. No enforcement responsibility, only advisory. Question is how does HP Commission respond to requests. Need to reach conscience on how to proceed. Kingsland recommended that Commission continue to work with City Manager as the Commission represents City of Seward. French would like to speak to City Manager with Commission's approval and to ask City Manager to attend a meeting and historic preservation trainings. Chair Lasota said the Commission needed to come up with protocol and procedures for working on Section 106. Motion Q No action taken, moved to next meeting agenda. Motion Approved Unanimous Discussion of U.S. Army Corp of Engineers, Alaska District report regarding repairs to the Lowell Creek Division Tunnel. General Discussion given regarding the project. Motion Q No action taken, moved to next meeting agenda. Motion Approved Unanimous Discussion on implementing survey of historic sites on outer coast of Kenai Peninsula. General Discussion given of what project would entail and for what benefit. Motion Approved Unanimous Informational Items and Reports (No action required) Information in packet regarding the National Alliance of Preservation Commissions (NACP) FORUM 2016, Mobile, Alabama, July 27 to 31, 2016. Chair Lasota asked that Administration look into travel grant information for Commissioners interested in attending the event. Scheduled work session on January 20 to continue work on the Historic Preservation Plan at 6:30pm. Scheduled work session on February 4 to continue work on the Historic Preservation Plan at 6:30pm. Scheduled a regular meeting on February 17 at 6:30pm to be immediately followed by a work session to continue work on the Historic Preservation Plan. Commission Comments Hepworth—none French—none Woelkers —none Chair Lasota — Administration laydown regarding the Memorandum from City Clerk on City Council Direction for 2016 HP Commission Reporting. Lasota said she was unclear if this is different from annual report already given. Citizens' Comments - None Commission & Administration Response to Citizens' Comments Kingsland said she had pulled the original recordings of the Fireside Chats from Library circulation and asked if there are additional copies.
