HomeMy WebLinkAbout09162015 Historic Preservation Minutes City of Seward,Alaska Historic Preservation Commission Minutes September 16, 2015 Volume 3,Page 27 Call to Order The September 16, 2015 regular meeting of the Historic Preservation Commission was called to order at 7:02 p.m. by Chair Linda Lasota. Opening Ceremony Commissioner Erickson led the pledge of allegiance to the flag. Roll Call There were present: Linda Lasota presiding, and John French Laura Erickson Wadeen Hepworth -telephonic Fred Woelkers comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Heather McClain, Library Museum Staff Absent—Wolfgang Kurtz, Sandie Roach' Special Reports - None City Administration Report, Library Museum Director Valarie Kingsland said that two new staff member started and Saturday, September 19, was Rachel James' last day. The Library Museum retained seasonal staff Michelle Quinn and Maureen Callahan. French asked if Karen Sturdy had contacted the State Historic Preservation Office. Kingsland said had been cc'd on an email that was sent but had not received a response back. Other Reports,Announcements and Presentations Hepworth, Friends of the Jesse Lee Home and Iditarod Trail Blazers — Said she has not heard from the Friends of the Jesse Lee Home and that their phones had been turned off and the website had not been updated with correct contact information. Erickson found possible contact information on the Jesse Lee Home Facebook page. Iditarod Trail Blazers would meet on Monday, September 21, at 5:30p at the Library Museum. French, Resurrection Bay Historical Society — There were no summer meetings for RBHS and the next scheduled meeting was for September 24, 2015 at 7:00p at the Library Museum in the Community Room. Heather McClain provided a brief recap of the Founder's Day Celebration on August 28, 2015. Citizens' comments on agenda items not scheduled for public hearing and other items not included on the agenda. City of Seward,Alaska Historic Preservation Commission Minutes September 16, 2015 Volume 3,Page 28 None Approval of Agenda and Consent Agenda Motion (Erickson, French) Approve the Agenda Motion Passed Unanimous Public Hearings -None Unfinished Business Discuss and plan for the 150th anniversary of the Alaska purchase, including activating a steering committee to plan and organize activities (Hepworth, French and Bev Dunham (RBHS) so far). French recommended the Commission approach RBHS again about future planning for the 150t' anniversary. Chair Lasota recommended scheduling a work session for September 30 to brainstorm for the activities and events. Asked administration to check with City Clerk about meeting and where. Kingsland recommended contacting Clerk directly. Motion 0 No action taken. Motion Plan how to address request from SPRD regarding evaluating historic value of parts of Two Lakes, and Forest Acres. Moved to next regular meeting agenda. Motion 0 No action taken. Motion Coordinate with State Historic Preservation Office regarding obtaining assistance surveying historic value of properties. Moved to next regular meeting agenda. Motion 0 No action taken. Motion New Business Approve minutes from May 14,2015 meeting. Motion Recommendation to City Council to approve listing of Jim Herbert's property on the Seward Register of Historic Places by resolution. Motion (French, Woelkers) Motion to strongly recommend approval of listing Jim Herbert's property on the Seward Register of Historic Places by resolution. Motion Approved Unanimous Visitor comments from Kerry Martin to explain how Jim Herbert began doing research on his property. Motion (French,Woelkers) Approved recommendation of approval of listing Jim Herbert's property on the Seward Register of Historic Places by resolution. Motion Approved Unanimous Review and decide on 2015 Seward Historic Preservation Award. Discussion on whether or not to approve both nomination for the 2015 Seward Historic Preservation Award. Decided that it had been done in the past and could be done again. Motion (Erickson, French) Approved both nominations for the Seward Mural Society and the Government Cable House for the 2015 Seward Historic Preservation Award. Motion Approved Unanimous Discuss CLG Travel Grant opportunity and the 2015 Preservation Conference in Anchorage in October. Grant deadlines have passed. Preservation Conference dates are October 20-22 in Anchorage. Registration fees should be covered by Commission funds but need confirmation. Motion 0 No action taken. Motion City of Seward,Alaska Historic Preservation Commission Minutes September 16, 2015 Volume 3,Page 30 Plan work session to continue work revising draft Seward Historic Preservation Plan. Schedule regular meeting for October 28 at 6:30p in Council Chambers. Schedule work session to work on draft Historic Preservation Plan for October 14 at 6:30p in Council Chambers. Motion 0 No action taken. Motion Election of Seward Historic Preservation Commission Officers. Move to next regular meeting agenda. Motion No action taken. Motion Discuss American Association of State & Local History (AASLH) online conference opportunity held on September 17-18th. Kingsland informed the Commission that the conference had been paid for and podcasts could be accessed online for six months. She asked that if Commissioners accessed the podcasts to please let her know so she could use it for justification for registration. Motion 0 No action taken. Motion Informational Items and Reports (No action required) Chair Lasota and Kingsland received an email from Patty Murphy, a contractor from the Alaska Railroad Corporation, who requested to be included on the October 28 regular meeting agenda. Commissioners approved inclusion on next meeting agenda. French said he received a request from Summer Rickman from Alaska State Historic Preservation Office to do a presentation at the Preservation Conference, including historic photographs and tourism information. Kingsland updated the Commission on budget requests for the Library Museum that were presented for the 2016/2017 budget. She confirmed that the biannual budget had nothing to do with the Boards and Commission budget and that she was unsure who was responsible for managing that budget. Commission Comments City of Seward,Alaska Historic Preservation Commission Minutes September 16, 2015 Volume 3,Page 31 Woelkers — Wanted to draft a resolution that the City of Seward Harbor contact the Historic Preservation Commission about any vessels that are 50 years old or were related to historic events. Erickson—Thank you everyone for your time and for the thorough reports. Hepworth — Wanted to find the missing Commission files and to ask Kingsland if there is anything that the Commission needs to be aware of. Kingsland said there are two files cabinets in her office but that she is unaware of additional boxes with Commission files. And asked that the Commission inform the Council that the Commission make an official request to the city that the Department of Transportation property on Fifth Avenue and A Street be donated for historic preservation. Said that property official falls under Section 106 and should be evaluated, and if Commission wanted to take action they should do so. Hepworth asked to put Resolution on October 28t' meeting agenda and work on the resolution during the September 30I'work session. French — Encouraged Commissioners to attend RBHS meeting on September 24th to discuss 150t' anniversary events and programs.
