The wage study was a negotiated item between SPEA and the city administration. The intent was to find out how Seward compared to other municipal employers and local Seward employers. That is what we agreed too. 2. The study differed from what was stated in the intent of the RFP, could the firm show results showing the cities on the peninsula alone to see if there is a difference? 3. The data points the firm scored were dealing with the city's income and population. Absent was factors related to cost of living such as cost of groceries, fuel and rent. 4. I have hastily reviewed the wage study before the meeting and found several errors. All police sworn positions are between $8000 and $12000 off what was reported in the wage study. Example Patrol corporal max base pay is listed as $70.973 the max base pay (no OT or differential) is $81.369 5. The firm recommends using a 50% tile figure for actual pay however this would put most positions under the actual average pay of the total combined cities they used. 6. On the Harbor master position, they included the Airport Super intendant from Palmer on the list which had the effect of lowering the average pay. Not sure how Airports compare to harbors. 7. They recommend an open range merit plan that could easily be abused allowing supervisors to give raises to favorites rather than top performers. 8. The next part involves myself, but I would make this statement for anyone else in the union with similar circumstances. Demotion of Patrol Corporal to Patrol officer. At this time when crime is a concern to the whole community wouldn't it make more sense to take advantage of an under-utilized position/person according to the job description rather than demote them. 1. Frankly the wage study has not followed the intent of what was agreed upon between the union and the city. 2. Upon a very cursory inspection several errors have been found. 3. Its unknown how many errors are involved in the data they obtained from other employers. 4. Also it seems that this study was very incomplete in some areas gives information that was not asked for in other. 5. Its important that the council have accurate information before giving direction to the city manager on negotiating with the union. 6. Based on the facts I am asking that you schedule a work session to go over the results of the wage study.
