All projects would need to be completed by September 30, 2020. The Historic Preservation Fund(HPF) grant program provides up to 50 percent matching assistance for the cost of a development or pre-development project. Development grants are for rehabilitation of Alaska buildings and structures listed in the National Register of Historic Places, individually or as contributing properties to a historic district. Pre-development grants are for Alaska buildings and structures on or eligible for the National Register. The Office of History &Archaeology anticipates $150,000 will be available to award to eligible projects. Pre-development requests are limited to $3,500 minimum and $10,000 maximum in matching assistance. Development requests have a$10,000 minimum and $24,000 maximum in matching assistance. The application deadline is 12:00 noon on Thursday, January 30, 2020. Motion Passed Unanimous 15 City of Seward,Alaska Historic Preservation Commission Minutes September 19, 2018 Volume 3,Page SPECIAL ORDERS,PRESENTATIONS,AND REPORTS Chair Report.Wolfgang Kurtz said he attended the National Association of Preservation Commissions Conference in Des Moines,Iowa from May 18-22,2018. They occur every two years, and the next conference would be in Tacoma, Washington in 2020. Travel Report on National Association of Preservation Commissions Conference. Wolfgang Kurtz said he learned about the history of the Historic Preservation Act in 1966. The Historic Preservation Act established the process for the National Registry of Historic Places. The National Association of Preservation Commissions Conference increased his understanding of the Historic Preservation Commission's relationships with the Planning&Zoning Commission and the field of architecture. He said he gained more knowledge on what could be done locally through the Historic Preservation Act of 1966. He visited historic sites in Iowa during the week of the conference. Local Historic Plants and Trees Inventory. Citizen Linda Lasota said the Historic Preservation Commission granted her permission to continue working on the Local Historic Plants and Trees Inventory after she left the commission, and she was working on it with Carol Griswold. The first three trees they suggested be added to the list were Mary Beth and Andrew Koster's Norway Maple tree at 420 Third Avenue, the Heritage Tree at Hoben Park, and the Spruce Tree at City Hall on 410 Adams Street. hi response to Kurtz,Lasota said the forms for these trees were ready to be distributed to the commission but they were not signed by the city manager. They would need to be signed by the city manager and brought to City Council as a resolution in order to add these trees to the Local Historic Plants and Trees Inventory. In response to Interim City Manager Jeff Bridges, Lasota said plaques had never been awarded to historic plants or trees. In response to Bridges, Kurtz said there were no set regulations placed on these trees. HP Original Website. Citizen Linda Lasota said the commission learned at the May 10, 2018 HP meeting that former HP commissioner Dorene Lorenz had access to the original HP website. For many years, the commission could not access the original HP website and had been using the City website.In response to Bridges,Kurtz said the City of Seward owned the original HP website and a Certified Local Government(CLG) grant was used to create it. Friends of the Jesse Lee Home Update. Iris Darling said Sue Lang and Dorene Lorenz were working on the Jesse Lee Home. The commission suspended the rules to speak to Sue Lang from Friends of the Jesse Lee Home. Sue Lang said her husband would be surveying the Jesse Lee Home in the next thirty days to find out where the parameters were. She said the City of Seward would take possession of the Jesse 16 City of Seward,Alaska Historic Preservation Commission Minutes September 19, 2018 Volume 3,Page Lee Home on August 30, 2019 if the requirements of their contract were not met by this date. She said the outstanding items were the hazmat abatement,and the installation of a sewer line and water line. The plans for the school were set and ready to go. She said the 1964 earthquake hardly did any damage to the Jesse Lee Home, and most of the damage to its infrastructure was due to aging. The immediate goal of the Friends of the Jesse Lee Home was to get covering on the roof. Most of the holes in the fence had been patched, and Seward Police Department was working on keeping trespassers off the property. In response to Kurtz, Lang said her husband was a land surveyor and was going to identify the rebar. She said the Jesse Lee Home was destined to be a charter school and it was designed to allow High School Juniors to spend a semester there developing their career paths. She said the hazmat was concentrated in one area and the only floor left was in the cafeteria area. The biggest issue was that the floor tile used was 4 % asbestos. She said the target date for completion of the Jesse Lee Home was 2022 or 2023. She wanted to honor the legacy of the students who lived in the Jesse Lee Home by resurrecting the building. The commission went back on the rules. Resurrection Bay Historical Society Update —None Alaska Nellie Materials Update.Fred Woelkers said he needed to set up a date with Seese and Darling to watch the Alaska Nellie tapes. Mapping Project — Historical Properties Update. Cheryl Seese said Darling retrieved document numbers over the summer and they worked with the Kenai Peninsula Borough to generate homes by date and put them in chronological order. Administration Report.Valarie Kingsland introduced Interim City Manager Jeff Bridges and Assistant City Manager Brennan Hickok. Kingsland said a resolution to approve the 2018 Historic Preservation Commission Priorities List was being brought to council at their September 24, 2018 council meeting. In response to Woelkers, Summer Louthan said the State of Alaska was one of the final reviewing parties and the commission was one of their consulting parties, as well as any other local Historic Preservation Committees that might have interest in these projects. Motion Passed Unanimous Presentation by Summer Louthan from the State Historic Preservation. 19 City of Seward,Alaska Historic Preservation Commission Minutes September 19, 2018 Volume 3,Page Summer Louthan said the State Historic Preservation monitored the Certified Local Government(CLG) grants every five years, and they mainly looked at Section 106 projects 45-50 years old and older. The federal agency determines if the properties are eligible for the National Register of Historic Places and recommends eligible properties to the State Historic Preservation Office. In response to Kurtz, Louthan said the radio building was not eligible to be placed on the National Register of Historic Places, because it lacked the integrity to convey its significance. In response to Woelkers, she said HP's area of responsibility for the CLG grants were within the Seward city limits and did not include Primrose. In response to Seese, Louthan said she could give training on Section 106 projects, CLG grant training, the National Registry of Historic Places, or historic preservation in general. Deputy City Clerk Jessica Stallard said Library Museum Director Valarie Kingsland and City Manager Scott Meszaros were unable to attend the meeting due to prior engagements. Community Development Director&City Planner Jackie Wilde was planning to attend the meeting to give a report on the Jesse Lee Home, but she was unable to attend due to illness. Stallard said she had been working on the missing meeting minutes, and the September 19, 2018 through June 14,2019 minutes would be coming to the commission for approval at the January 9, 2020 meeting. Chair Report. Cheryl Seese said a brief memo from the city manager on the Jesse Lee Home was in the packet. She was happy to see a member of the public in attendance that was enthusiastic about history. Jesse Lee Home—None Fort Raymond Subdivision. John French said he would meet with the city manager to discuss the Fort Raymond Subdivision.In response to Ward,French said everything past Safeway on the left side of the road was considered Fort Raymond Subdivision. Fort Raymond was decommissioned in 1945 before World War H ended and the Japanese surrendered. He wanted to share the Army Corp of Engineers' Historical Report on Developments in the Alaska Theatre during World War H with the city manager and community development director. Other Reports,Announcements and Presentations. Report on Rotary Presentation on Historic District. Sue Ward said she gave a presentation on the Historic Overlay District to the Rotary Club and it was very well received. PUBLIC HEARINGS—None UNFINISHED BUSINESS—None NEW BUSINESS Resolutions—None Other New Business Review and approve 2019 report to Council. The commission reviewed and revised the 2019 report to council. The commission suspended the rules to speak to Citizen Megan Coppock. 46 City of Seward,Alaska Historic Preservation Commission Minutes December 19, 2019 Volume,Page In response to Citizen Megan Coppock, Seese said work sessions and citizen comments during meetings were the appropriate times for the public to ask questions and address the commission. Stallard clarified Coppock's question and informed her that the commissioners' contact information was on the city website and the public could contact commissioners outside of their work session and meeting times. In response to Coppock, Libbrecht said he owned the 1905 Cable House and he did not receive any guidance on the historical value of his home or tips on how to preserve it when he bought it. The commission wanted to increase awareness of the importance of historic homes and buildings in Seward by providing guidelines on how to preserve their history. Seese said the commission was initially focusing on the Downtown Historic District but in the future, they hope to extend into residential areas of Seward. French suggested Coppock speak to the State Historic Preservation Office (SHPO). The commission resumed the rules. The commission suspended the rules to speak to Citizen Mary Ann Benoit. Seese said she was working on an inventory of historic homes, which currently included homes through 1942, and she would email the list to Benoit and Coppock. In response to Citizen Mary Ann Benoit, French said the inventory of historic homes was a requirement of their state certification and it was available on the State of Alaska website. Kurtz said the criteria for a home to be considered historic was that it must be fifty years or older. The commission resumed the rules. Motion (Ward/Libbrecht) Direct the deputy city clerk to make corrections to the 2019 Report to Council and submit to Chair Seese for final approval. Motion Passed Unanimous Discuss November 19, 2019 Joint Work Session with P & Z regarding Seward Historic Overlay. Ward said Planning& Zoning directed the commission to do more research on the Seward Historic District Overlay. A joint work session with Planning& Zoning was scheduled for March 2020. French said the community development director was supportive of the Seward Historic Overlay District and offered to help the commission research code before the joint work session. 47 City of Seward,Alaska Historic Preservation Commission Minutes December 19, 2019 Volume,Page Discuss the CLG Grant. Libbrecht said the intended use of the Certified Local Government(CLG)Grant submitted in 2018 was to put signage on about twenty properties,have street signs made that indicated where the historic district was located, create a walking map of the historic district, and work on the Historic Preservation Commission website. The State of Alaska saidthe goals were too ambitious for ayear's time and they recommended the commission simplify their grant application.The commission would be resubmitting a simplified application for the CLG Grant on January 30,2020 that would focus on the property signage and a walking map of the historic district. Discuss Lee Poleske's written History Award. Motion (French/Ward) Direct the deputy city clerk to edit the last Whereas of the Lee Poleske proclamation working with Chair Seese and submit it to Council to be presented in January 2020. The commission asked Stallard to contact Lee Poleske to find out if he would be available to attend the January 13, 2020 or January 27, 2020 council meeting. Motion Passed Unanimous Discuss the Brown & Hawkins History Award. Motion (French/) Postpone Brown & Hawkins History Award, HP priorities list and meeting schedule, and Jesse Lee Home to the January 9,2020 meeting. Motion died due to lack of second. Motion (Libbrecht/Ward) Postpone the discussion of the Brown & Hawkins History Award to the March 12, 2020 meeting and present the proclamation at the May 14,2020 meeting. Ward and Seese said they were working on a proclamation for Brown&Hawkins that would be brought before the commission for approval at the March 2020 meeting. Motion Passed Unanimous Review the updated HP priorities list and meeting schedule. INFORMATIONAL ITEMS AND REPORTS—None COMMISSIONERS COMMENTS French said he took a j ob with the Alaska Census and his availability would be limited from January to April 2020. He apologized for any inconvenience. Libbrecht thanked Stallard for her work on the commission's behalf. He thanked Seese for her leadership. He thanked the public for attending the meeting and encouraged them to join the commission. Ward said the commission was doing a great job. Kurtz thanked Seese for her time. He said he was looking forward to the upcoming year. Doug Capra was on the radio on December 20, 2019 talking about Rockwell Kent. Seese thanked French for his service to the government. She was grateful for Kurtz's guidance and patience. She thanked the public for attending the meeting. She thanked Stallard for her work on the commission's behalf and keeping the commission on task. CITIZENS COMMENTS Mary Ann Benoit said she was inspired by Ward's Historic Overlay District presentation. She was interested in a walking map of the historic district. She said she did not know Seward's history but she was really excited to learn about it. COMMISSION AND ADMINISTRATION RESPONSE TO CITIZEN COMMENTS Libbrecht said he would be happy to give Benoit and Coppock a tour of the Cable House. Seese encouraged Benoit and Coppock to join the commission. There was a great deal of grants applied for so there were many denied. 2019 Special Projects The Seward Inventory of Historic Sites is an ongoing project which can be provided to council. The list includes properties from 1903 thru 1942. There has been some difficulty in finding the "Document Number" for each property. The next step will be to inventory historic properties from 1942 through 50 years. Extend Downtown Historic District Boundaries This too is a project that will require time and coordinated effort for SHPC and then in combination with P&Z and the public and then finally for Council's approval. With the addition of Sue Ward to SHPC and her passion for all things Historic work has already begun. A committee was formed at the September/October meeting which consists of Iris Darling, Tanguy L and Sue Ward; the Committee researched Juneau's Historic Presentation Plan and with their permission are working on utilizing what can apply to Seward's Downtown Historic District. Commissioner Ward gave a presentation of Juneau's Downtown Historic Plan/Overlay to P&Z in October. On November 19t" Commissioner Ward joined P&Z for a joint work session to discuss ideas, issues, application and guidelines versus requirements for building standards in the Downtown Historic District. P&Z responded that SHPC was premature to have a joint work session as there is a lot of research of existing code that must be done etc. before having another joint work session. In creating the Downtown Historic Overlay with Guidelines for Building and or Rebuilding, Restructuring or Remodeling these changes and additions will update and add to Seward's Historic Preservation Plan. 53 Pursue Installation of Historic Signage This too is a work in progress. Further research is required for design, distribution and installation of street signs in collaboration with Public Works, other City departments and Administration. SHPC has identified useful and pleasing designs for the signage itself. Funding is in a holding pattern as we wait on approval for a CLG Grant. SHPC Commission Website Since the City is creating a new site for all departments SHPC has determined to put its energies into this site rather than to create its own. As far as recovering SHPC's Website, it cannot be done. The service that created it does not have the necessary "key" to the site. However, the information and the pictures that Valarie Kingsland added to the existing City site are quite good. Ongoing updates will occur as new information is uncovered. Public Outreach Have not yet met with P&Z for identification and protection of local historic and archaeological resources. Enhance understanding of the economic benefits of Heritage Tourism. Plans & ideas for this are dependent on the receipt of the CLG Grant. In September SHPC did a Public Tour of two Historic Properties, Brown & Hawkins and The Cable House. It was very interesting. Doug Capra gave a presentation on Artist Kent Rockwell and his adventure on Fox Island and how the celebration of 2019 in August went.
