There was a lot of active discussions. I have attached a list of all the attendees. Below is a summary of the outcomes: City of Seward: - Preference to Alternative 1.1 and current length of RWY 13-31; Due to the comment periods and draft status of the EA, community was not clear that Alternative 1.1 was no longer being considered - Started exploring other Federal Funding(like Army Corp of Engineers and Congressional Support) to resolve current river flooding concerns and extending the runway to 4000 ft - Forming committee to investigate solution to river flooding FAA: - Proceeding to the completion of Environmental Assessment (EA) on current proposed Alternative—2.2. Based on the EA results and FAA policy, Alternative 2.2 is the alternative that has the least environmental impact. o Alternative 1.1. does not have optimal wind coverage compared to Alternative 2.2 o Alternative 1.1. has more obstructions, land acquisition requirements and environmental concerns compared to Alternative 2.2 o Alternative 1.1. needs resolution for current river flooding concerns in addition to reconstructing and raising the airport several feet above flood plain o Alternative 1.1. requires Environmental Impact Statement (EIS), more detail environmental analysis than an EA - Though the current EA is focused on the proposed alternative, the completion of the EA does not exclude any option but does lay the foundation for the possible extension of Alternative 2.2 1 ADOT&PF: - As good stewards of Seward Airport, ADOT&PF is committed to protecting the Seward Airport flight operations and improving MEDVAC capabilities - Alternative 2.2 is in the current year funding program (which expires Oct 2020) and it is undetermined when another funding opportunity will be available if project is delayed due to changes in alternatives; could be greater than 5 years - ADOT&PF will continue to protect Seward Airport from flooding and understands the impacts to nearby properties - ADOT&PE would like to participate in future flood prevention efforts concerning river flooding and impacts to the airport and the community Representatives from US Senator Murkowski and US Senator Sullivan's office: - Supporting Seward communities efforts but understanding Federal Program limitations Above is just a summary of what I could capture.
