EDUCATION City of Unalaska, Unalaska,AK:As Public Works and Utilities Director,
ARCTIC ENGINEERING,UNIVERSMP OF Roe was responsible for annual operating and capital budgets
ALASKA exceeding $10M and $15M respectively in the nation's largest volume
fishing port, He led the community buildout associated with the

Ted Stevens Anchorage International Airport; Anchorage, AK: Serving as a direct report to the Airport
Manager and his leadership team, Roe helped the Ted Stevens Anchorage international Airport deliver an
$1B Capital Improvement Program including more than 150 projects and including the $340M Concourse C
and $207M Terminals A & B Redevelopment Projects. Roe assisted the Owner in numerous roles over any
years. He served as a program advisor, provided project and program management support, developed a
management information and control system and helped manage the Federal Grants Program.
Municipality of Anchorage Term Project Management Contracts.;Anchorage, AK: In his role as Project
and Program Manager for the Municipality of Anchorage, in five term contracts over 10 years, Roe helped
deliver numerous MOA projects. He was Program Manager for Fire Stations 14 and 15 with a total cost of
$15M and was responsible for a $2M renovation of Fire Station 10 which included construction of new
apparatus equipment bays. He assisted Fire Station 1delivery, a $10M project constructed under a
Design/Build Developer format.In a separate contract, he was Principal in Charge for Anchorage Fire Training
Center, a $15M replacement facility constructed under a design build format. He also was responsible for
delivery of any other building and horizontal projects.
Anchorage Police Headquarters, Anchorage, AK. Roe was nsite Construction Manager for this $15M
project.Construction included administration,staffing,laboratory,communications and holding cell elements
Anchorage Jail, Anchorage, AK.• Roe was Construction Manager for the 400 bed, S59M new Anchorage Jail,
replacing and expanding the old 6th Avenue facility. This project involved coordination of numerous
specialized security features including complex electrical systems and security. The work included active
coordination with the numerous stakeholder groups,
Goose Creek Correctional Center (GCCC), Point MacKenzie, AK: Roe was lead Project Manager for the
$240M Goose Creek Correctional Center (GCCQ a 1536 bed medium-security prison complex with an
associated $23M water and wastewater treatment facility. The GCC C program included different owner and
operator agencies for the prison complex and a private utility developer/ operator. Roe helped craft and
implement the GCCC funding strategy which included a mix of revenue bonds, state grants, private equity and
other sources. He helped negotiate the multiple complex ownership and operating agreements and led the
procurement efforts for all the work elements.He led administration of the design/construction contracts,
Matanuska Electrical Association, Eklutna Generation Station,Anchorage,AK: Roe was Project Advisor to
the Matanuska Electrical Association management team for the$340M Eklutna Generation Station. He helped
the leadership team create the project development plan and then assisted all aspects of delivery through
commissioning and operations startup.
General. As President of Rise Alaska, subsequently purchased by a 28,000-person engineering firm, Roe
served as Project Manager, Principal-in-Charge and other roles for many other public and private projects
around the state including the $12M Kodiak Public Library, City of Ketchikan $12M Public Library and $14M
Fire Station, $60M Valdez Middle School and $35M Kenai Indian Tribe Dena'ina Wellness Center. Roe has
helped numerous other private and public-sector Alaskan owners achieve their desired capital delivery
outcomes from Utqiagik to Unalaska, to Kodiak to Metlakatla.The work has included a wide range of facility
types including hospitals, clinics, schools, fire stations, utilities, marine projects, funding options, architectural
selection and construction delivery methods including Design Build, Agency Construction Manager,
Construction Manager/General Contractor, Construction Manager at Risk, Design Bid Build, Public Private
Partnership, Build Own Operate, Lean Construction, Design it Operate Finance,etc.

Stakeholder Management/Operalional Readiness/Facility Activation(ORAP):In her roles as ORAP project
manager,Judi works closely with Owners to develop comprehensive ORAP programs to meet the specific goals and
objectives of each individual organization and project.Judi facilitates the engagement and participation of Owners,
management,staff,project stakeholders,user groups,partnerships,and other involved entities through the
identification and completion of thousands of ORAP tasks required to ensure safe and seamless transitions of staff and
operations from the construction phase to a fully operational facility on opening day.Judi articulates tasks through
visual communication tools and program schedules that are easily comprehensible by all parties.Judi naturally
understands the complexities of human capacity for change.She fosters forward momentum while respecting
challenges of life,work,time,and place.

Sarah Barton works with groups in physical, social, political, financial and metaphoric
arenas. Over the last 30 years, active engagement of project stakeholders has been a
hallmark of Sarah's work to deliver capital projects, community networks and enhanced
institutional credibility. She is known for her clarity of vision, compelling ability to
communicate technical and financial realities and her strong bias for action.
Her work with Arctic infrastructure delivery includes the Anchorage Airport, and the
Alaska Arctic Ports System Study; international sessions at Arctic Circle/Iceland, and
Arctic Council/Finland.
Sarah has orchestrated facilitations of Alaskan issues for gubernatorial transition,
USCOE, City of Kodiak, DCCED, Commonwealth North, Northern Forum, Alaska
Humanities Forum, AIDEA, AEDC.
Alaska's cultural facilities have been a continued interest and priority. As project
manager, Sarah has led Anchorage Museum Facility Expansion,the Arctic Studies
Center, the Alaska Gallery,Tuzzy Library, Anchorage Airport Native Art gallery; and
strategic work to support Alutiiq Museum and Repository Kawerak/Beringia, Baranof,
Seward Community Library and Museum,SeaLife Center, SLAM (State Library Archives
and Museums), Pratt Museum, Sutton Library, Loussac Library,Valdez Museums and
Ilisagvik College. Sarah also consulted with the Foraker Pre-Development Program for
cultural institutions.
Sarah led strategic facilitation and community-building for 5,000 New Yorkers working
to rebuild the World Trade Center, and onsite work with AIDS orphanages in Malawi and
Kenya.
Sarah holds an MA and a BA in Art History and Art from Temple University. She attended
Swarthmore in undergraduate Zoology, and holds certification in mediation from the
National Public Law Institute. She attended Stanford's Executive Training in Innovation.
Sarah served as Chair of the Providence Alaska Hospital Board, and is a Senior Fellow
with Institute of the North. She was Chair of the UAA University Honors College Advisory
Board, and VP for the Cook Inlet Historical Society. Sarah was formerly Executive VP
with RISE Alaska/ARCADIS, and Director of Regulatory and Public Affairs for the
Municipality of Anchorage, Capital Projects Office
