OPENING CEREMONY Tanguy Libbrecht led the Pledge of Allegiance to the flag. ROLL CALL There were present: Wolfgang Kurtz presiding Cheryl Seese Cliff Krug Tanguy Libbrecht Michelle Cobble Iris Darling Cara Maxwell comprising a quorum of the Commission; and Jeff Bridges, Interim City Manager Valarie Kingsland, Library Museum Director GeNeil Flaherty, Executive Liaison Excused—None Absent—None Vacant—None CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Seese/Maxwell) Approval of Agenda and Consent Agenda Kurtz added"Change the regular meeting date"to New Business. Kurtz added"Discuss proclamation for Seward's Day"to New Business. Motion Passed Unanimous There were no consent agenda items. City of Seward,Alaska Historic Preservation Commission Minutes February 28, 2019 Volume 3, Page 162 SPECIAL ORDERS, PRESENTATIONS, AND REPORTS City Administration Report. Interim City Manager Jeff Bridges said the deadline for Friends of the Jesse Lee Home to complete hazmat abatement, installation of the water lines, and installation of the sewer lines was August 30, 2019. He said the city had received $1,000,072 in grants to help remediate the property. Chair Report—None Friends of the Jesse Lee Home. Iris Darling said the grants the city received were pulled from the Friends of the Jesse Lee Home. She said Friends of the Jesse Lee Home were working very diligently on this project. In response to Darling,Bridges said there were no provisions for the grants to be given to Friends of the Jesse Lee Home if the contract requirements were met. In response to Krug,Darling said the goal was for Friends of the Jesse Lee Home to restore this building and create a private school. Bridges said if the building was brought back to the city,then the grant required a memorial of the Jesse Lee Home to be built on the site. Motion (Darling/Maxwell) Change meetings from the 3rd Wednesday to the 2"d Thursday at 7:30 p.m. with work sessions before each meeting at 6:00 p.m. Motion Passed Unanimous City of Seward,Alaska Historic Preservation Commission Minutes February 28, 2019 Volume 3, Page 163 Approve the 2019 Historic Preservation Commission Priorities. Motion (Libbrecht/Darling) Direct the Executive Liaison to type up the 2019 priorities and bring them back to the commission for approval at the March 7, 2019 meeting. Motion Passed Unanimous Approve the 2019 Historic Preservation Commission Calendar. Motion (Libbrecht/Seese) Direct the Executive Liaison to compile a calendar with the new meeting dates for approval by the commission and create a resolution to Council requesting the date change. Motion Passed Unanimous Discuss and plan Annual Report to Council for year 2018. Motion (Seese/Krug) Postpone to the March 7,2019 work session. Motion Withdrawn Motion (Libbrecht/Darling) Create a committee to compile an Annual Report to Council for 2018. Kurtz appointed himself and Libbrecht to the committee to work on the Annual Report to Council for 2018. Motion Passed Unanimous Review, revise, set deadline, and approve notice to solicit HP Award nominations. Motion (Krug/Seese) Change the submission date for the HP Award nominations to March 29, 2019 at 12:00 p.m.and advertise it in the newspaper and the city website. Motion (Darling/Krug) Direct GeNeil Flaherty to create a Seward's Day proclamation for the March 11, 2019 council meeting. Motion Passed Unanimous INFORMATIONAL ITEMS AND REPORTS Historic Preservation Commission Priorities. Historic Preservation Commission 2019 Calendar. City Council Calendar. COMMISSIONERS' COMMENTS Cobble said she was excited to help Seward preserve its history. Darling welcomed Cobble and Maxwell. Seese welcomed Cobble and Maxwell. She said she was sad to see Krug leave the commission. She thanked Libbrecht for his work on the CLG grant. She thanked Flaherty for her assistance, and she said the commission would miss Interim City Manager Bridges. Maxwell was excited to be here. Krug welcomed Cobble and Maxwell. He thanked Interim City Manager Jeff Bridges. He said he had enjoyed working with the commission, and he would continue to support the Historic Preservation Commission. Kurtz thanked Krug for his service on the commission. Libbrecht thanked Flaherty and Bridges for their support.He said he enjoyed working with each of the commissioners and looked forward to continuing to do so. CITIZENS COMMENTS—None COMMISSION AND ADMINISTRATION RESPONSE TO CITIZENS' Flaherty said she was proud of what the commission had accomplished. She wished Krug good luck in his future endeavors and welcomed Maxwell and Cobble. She welcomed Maxwell and Cobble. Bridges thanked Krug for his service on the commission.He welcomed Maxwell and Cobble. He applauded the commission for getting organized. Kurtz welcomed Maxwell and Cobble. He said he appreciated all of the commissioners. He believed they would accomplish a lot this year,and he hoped their accomplishments would be visible to the community. He thanked Bridges, Flaherty, and Kingsland for their support.
