OPENING CEREMONY Commissioner John French led the Pledge of Allegiance to the flag. ROLL CALL There were present: Wolfgang Kurtz presiding Cheryl-Sawa Tafiguy-bibbrecht Iris Darling Sue Ward John French comprising a quorum of the Commission; and Jackie Wilde, Community Development Director&City Planner Brenda Ballou, City Clerk Excused—Seese, Libbrecht Absent—None Vacancy—One City Clerk Brenda Ballou noted for the record that the previous oath that John French took as a commissioner remained in effect. CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Ward/French) Approval of Agenda and Consent Agenda Ward removed "Expand the Historic District" from the agenda with no objection from the commission. Kurtz postponed"Revise and approve the 2nd Biannual Report to Council"to the next meeting. Motion Approved Unanimous Consent City of Seward,Alaska Historic Preservation Commission Minutes October 10, 2019 Volume 3, Page 187 There were no items on consent. SPECIAL ORDERS, PRESENTATIONS, AND REPORTS City Administration Report.Community Development Director&City Planner Jackie Wilde reported that Valarie Kingsland was out sick today,and City Manager Scott Meszaros was not in attendance because he was hiking Lowell Canyon for a city project. Wilde added that the city would be holding work sessions on the 2020/2021 budget starting next week. Chair Report. Wolf Kurtz welcomed Commissioner John French back to HP. Other Reports, Announcements and Presentations. Report on the tours of the Brown & Hawkins Buildings and the Cable House held on September 22, 2109. PUBLIC HEARINGS—None UNFINISHED BUSINESS Items Not Completed from Previous Agenda. Schedule a joint work session with the Planning & Zoning Commission by mid-October to discuss a historic overlay in the downtown business district. Acting on the suggestions from Wilde, the commission agreed that Sue Ward would provide a presentation to the Planning&Zoning Commission at P&Z's November 5, 2019 regular meeting, and scheduled a joint work session with P&Z on November 19, 2019. NEW BUSINESS Resolutions—None Other New Business Approve the September 12, 2019 Regular Meeting Minutes. Motion (Ward/Darling) Approve the September 12,2019 Regular Meeting Minutes. Motion Passed Unanimous Nominate, elect, and swear in a commissioner as Chair. Commissioner Cheryl Seese was nominated. There were no other nominations. Motion Passed Unanimous Consent Nominate, elect, and swear in a commissioner as Vice Chair. Commissioner Sue Ward was nominated. There were no other nominations. Motion (Darling/Kurtz) Approve Sue Ward as Vice Chair. Motion Passed Unanimous Consent Discuss nominating Lee Poleske for the Alaska Association for Historic Preservation(AAHP) Award; deadline for nominations is October 18, 2019. Motion (Darling/Kurtz) Nominate Lee Poleske for the AAHP award and have John French develop the application. Motion Passed Unanimous Consent Discuss the 2020/2021 Biennial Budget. imor Motion (Darling/Ward) Accept the suggested budget as proposed by the city clerk. Motion Passed Unanimous Confirm the work session and meeting scheduled for November 14, 2019, and set a topic for the work session. The commission confirmed the work session on November 14, 2019 at 6:00 p.m. with the topic to review and discuss a historic overlay for the downtown historic business district. The commission confirmed the regular meeting on November 14, 2019 at 7:30 p.m. Discuss next steps for continuing development of a historic overlay in the downtown business district. Motion (Kurtz/Darling) Create a committee to continue development of the draft design standards and guidelines for a historic overlay for the downtown historic business district. Motion Passed Unanimous COMMISSIONER COMMENTS French thought the historic overlay draft was coming along well.There were three things he felt were unfinished from his previous term on the commission: preserving the history of the Jesse Lee Home,establishing historic overlay conditions for the downtown historic business district,and preserving the history of the old Fort Raymond tract to include the Parks& Recreation warehouse. French also thought some consideration should be given to recognizing the local Alaska Native Heritage in this community. Ward concurred with French. She thanked the clerk's office for their professionalism and support. Kurtz welcomed French back to the commission,and congratulated Cheryl Seese in absentia for being elected chair. Kurtz thanked Jackie Wilde for coming tonight and assisting with scheduling the interactions with the Planning&Zoning Commission. Darling welcomed French back to the commission. She thanked Kurtz for his efforts serving as chair for the past year. She thanked the clerk's office for being supportive, and Jackie Wilde for coming tonight. Darling hoped the commission could get on board with helping Doug Capra prepare .1 for the Rockwell Kent anniversary next year.
