The Office of History and Archaeology (OHA) is pleased to announce a training grant opportunity for
Certified Local Government (CLG) historic preservation staff and board members. OHA is accepting
applications for 60-40 matching grants to assist CLGs with sending people to the National Alliance of
Preservation Commissions: Forum 2020, which will be held in Tacoma, Washington on July 22-26,
2020.
Each CLG may send up to 2 people, but only one application per CLG will be accepted, so be sure to
include estimated costs for both people on your submitted proposal. Completed applications (or a
letter of intent) must be delivered, e-mailed, or postmarked to OHA no later than Noon on
Friday, April 10, 2020. A letter of intent with a proposed budget may be used if you need time to
get approval from your local governing body. If first submitting your intent, then submit your
completed application no later than May 10, 2020.

CLG Travel & Training Grant:
Willingness to Comply with Requirements
1. I understand that this is an application for Federal matching assistance for up to 60% of the total
project costfrom the Historic Preservation Fund (HPF). Should this proposal be awarded, I
understand that the State of Alaska may include an indirect cost which could vary throughout the
course of the grant period, but will not exceed the amount stated in the executed grant agreement.
2. If awarded an HPF grant, I understand that it is my responsibility to comply with all pertinent
State and Federal regulations, the State-Local Grant Agreement, and requirements outlined in the
HistoricPreservation Fund: Certified Local Government Grants Manual.
3. In submitting this application, I understand that project records are subject to audit after project
completion, and that if such an audit questions expenditures for which I have been partially
reimbursed I will return an amount equal to 60% (less state indirect costs and not to exceed 10%
thereafter) of the questioned expenditures.
4.I understand that no grant or promise of a grant exists until the State Historic Preservation Office
(SHPO) signs the State-Local Grant Agreement,even if the Alaska Historical Commission has
recommended funding for the proposal. Further, I understand that any funds expended before
full execution of the grant agreement (signed by both parties) may not be reimbursed without
specific approvalfrom the SHPO.
5. I understand that the CLG or each traveler is responsible for making travel arrangements and will
pay all costs initially. Upon completing travel and training, the CLG shall submit one request for
reimbursement with documentation of relevant costs (receipts, timesheets, etc.)as identified
within the applicant’s budget proposal. A brief narrative report from the traveler(s)is also
required to be submitted to the SHPO.

Eligible Costs and Reimbursements
CLGs or individuals shall make their own travel and lodging arrangements. Travelers are expected to
use prudent and reasonable judgment in the expenditure of funds. Unnecessary or inflated expenditures
will not be approved or reimbursed.
The following items may be claimed as eligiblecosts with adequate documentation.
Conference Hotel: To be announced later. The Forum 2020site states that lodging may range from
$124 - $199 per night.
Registration Fees: $100 – $300, depending on several factors. See below.

Lodging & Meals: Lodging and meal costs while attending the conference are eligible.
Lodging – 2020 Federal lodging rate for Tacoma, Washington is $124 per day.
Meals – 2020 Federal rates for meals & incidentals is $71 per day for Tacoma, Washington.
Travel: The cost of airline tickets may be claimed. Efforts must be made to secure the most reasonable
fare. Airport parking, taxi fare, and shuttle bus service may also be claimed. The cost of a rental car is
not an eligible expense unless this cost is demonstrably less than the total of necessary taxi fare
and/or shuttle bus service while at the conference.
Personal Services: The CertifiedLocal Government’s historic preservation staff and commission
members may document travel time to and from the conference and time spent at the conference as
eligible for match or reimbursement. The rate used to value this time shall be consistent with that for
conducting similar activities of the local government.
Other:Please specifyany other anticipated costs in the proposed budget. A decision will be made
regarding other costs on a case-by-case basis prior to signing the grant agreement.
CLG Reimbursement Request: Include documentation ofall costs and a narrative report.The CLG
shall compile narrative reports and expense information from each traveler (i.e., time sheets and/or pay
stubs), hotel, airfare and other receipts, and submit all to the Office of History & Archaeology under one
request for reimbursement. No costs will be reimbursed without legible and valid supporting documents
and the narrative report.

Chair Report.Cheryl Seese saidJohn French passed away in January and he will be missed.
He gave a lot to our community and he helpedwrite the Seward Historic Preservation Plan.

Certified Local Government (CLG) Grant–Tanguy Libbrechtreviewed the CLG grant
application and thanked Valarie Kingsland, the commissioners, and the clerk for their assistance with
the grant.Theprimary grant administrators wereNaneth Ambrosiani and Valarie Kingsland. The
commissionersneeded to turn in all of their volunteer hours and receipts for this project to
Ambrosiani and Kingsland.The priorities resolution would be sent to the State Historic Preservation
Office as supporting material for the grant application. Sadly, John French needed to be removed
from the grantapplicationand Libbrecht said he missed his repertoire with French.Lettersof support
could continue to be sent to the State Historic Preservation Office. Theestimated cost of this project
was approximately $28,800.The City of Seward would assist with the maintenance of the signs. The
CLG grant would be awarded at the next State Historic Preservation Office meeting.
In response to Seese, Libbrecht said the CLG grant could be used through May 2021.
Seward Historic Inventory List– None
Historic Overlay District. Sue Wardsaid she would discuss this topic under “New
Business”.
In response to Libbrecht, Ward said she wantedto know if Juneau had any building codes for
their historic overlay district and how they enforced them.
Rockwell Kent. Sue Ward said Doug Capra, Michelle Cobble, and Jeff Cobblewere
working on putting a Rockwell Kent display in Brown & Hawkins.

and Alaska Nellie. Ward volunteered to coordinate with the Resurrection Bay Historical Society.
Discuss the Historic Overlay District committee.
Ward said she had a meeting scheduled for February 18, 2020with Community Development
Director Jackie Wildeto discuss building codesfor the Historic Overlay District.She was working
with the Kenai Mountain Turnagain Arms (KMTA)to see if a grant was available to help with the
Historic Overlay Districtproject.
In response to Seese, Kurtz said the international building code was adopted through the
compensation plan for historic properties.
Discuss tracking priorities.
Ward wanted the commission’s priorities to alignwith their suggested agenda items on their
meeting schedule. Libbrecht said tracking the priorities would motivate the commissioners, because
they would be able to seetheiraccomplishments.

The commission added “Work on aligning the commission’s priorities with themeeting schedule” to
the March 12, 2020 work session.

Libbrechtthanked the commissioners for their hard work. He missed Commissioner John
French.
Wardcommended Libbrecht on his work on the CLG grant. She said Lee Poleske was very
appreciative of the proclamation and Lifetime Achievement Award he was awardedthis year.
Kurtzthanked Libbrecht for his hard work on the CLG grant. He missed John French, who
would be missed in a variety of ways in the community. He thanked the clerk for assisting the
commission.
Seesethanked the commissioners and the clerk for their hard work. She thanked Leigh
Coppock for attending the meeting and reminded her that there was a vacancy on the commission.

PROCLAMATION
WHEREAS, historic preservation is an effective tool for managing growth and
sustainable development, revitalizing neighborhoods, fostering local pride, and
maintaining community character while enhancing livability; and
WHEREAS, historic preservation is relevant for communities across the nation,
both urban and rural, and for Americans of all ages, all walks of life and all ethnic
backgrounds; and
WHEREAS, it is important to celebrate the role of history in our lives and the
contributions made by dedicated individuals in helping to preserve the tangible aspects of
the heritage that has shaped us; and
WHEREAS, “This Place Matters” is the theme for National Preservation Month for
May, 2020 and is sponsored by the National Trust for Historic Preservation; and
WHEREAS, over the course of the past year, the Seward Historic Preservation
Commission has initiated and contributed to local historic preservation activities and
projects such as the Seward Downtown Historic District Overlay, nomination of Historic
Preservation awards, nominate structures to the Seward Local Register and Historic
Properties Inventory List, and continual Public Outreach.
NOW, THEREFORE, I, Christy Terry, Mayor of the City of Seward, do hereby
proclaim May, 2020 as:
NATIONAL HISTORIC PRESERVATION MONTH
and do call upon our community to join their fellow citizens across the United States in
recognizing and participating in this special observance.

MEMORANDUM

Agenda Item: Order Robert’s Rules books for the Historic Preservation Commission touse
during their term
BACKGROUND & JUSTIFICATION:
Per City Code 2.10.065(a), all of the boards and commissions, as well as city council, are expected to
use Robert’s Rules to help them govern their meetings and work sessions. Even though Robert’s
Rules is explained in code, the members of the Historic Preservation Commission (HP)have never
had their own Robert’s Rules book that they could use as a guide during their term. With Robert’s
Rules being the authority on all parliamentary questions, it maybe beneficial for HPto order a set
of seven Robert’s Rules books, which would allow each commissionerto use this book to guide
them through parliamentary procedures during their term.Through Amazon, these books cost
$14.16 each, which comes out to a little under $100 total. With council approving a $2,500 budget
for HP this year, the funds are available to make this purchase.
RECOMMENDATION:
Direct the clerk to order seven Robert’s Rules books for HP.

Hoben Park Beautification

I would like to have a discussion at our meeting on 3-12-20 on the needs for planting at Hoben Park to
see if it might be a good fit for the Rotary to assist as one of the Rotary’s monthly service projects.
Rotary has a history of assisting with gardens such as the Cemetery Memorial garden. If it is a good fit, I
already have potential support from Rotary President Nicole Lawrence, and will bring it to Rotary for
consideration.
In researching the minutes to see what discussions may have previously occurred about this topic, it
appears there is a plan to discuss Hoben Park Beautification at the HPC April 9 meeting. I have attached
previous discussions from the HPC minutes for reference if needed.
History of Hoben Park Discussions since 2015 from the HPC Minutes
04152015 HPC Minutes
Lasota said council requested Hoben Park be added to the Seward Registry of Historical Places in
Resolution 2006-59. In response to Kingsland, Lasota said Parks& Recreation oversaw the maintenance
of Hoben Park, but HP had helped with the park's fountains, planters, and the fence. Lasota said the
fence hadbeen taken down due to safety concerns but she wanted to put up a new, safer fence around
Hoben Park.
04182018 HPC Minutes
Plan for Hoben Park beautification. Discussion amongst commissioners as to why Parks& Recreation will
not water planters, possibly something to put in annual report to council. Ask Ron Long for assistance.
Another possibility is to contact the Community Garden members for future assistance. This year SHPC
will proceed with planting planters with receipts turned into administration for plants. Cost to be less or
equal to last year, as no new maintenance needs to be done to planter linings.
05162018 HPC Minutes
Plan for Hoben Park beautification. Lasota said she would plant three to four marguerite flowers for
each flower bed and provide the soil. Long said he would the commission know if the city could water
these plants for them.
04112019 Historic Preservation Minutes
Plan for Hoben Park beautification. Seese said she had taken on this project and would be getting a
project description and cost to Flaherty. Darling suggested getting the Hoben Park on the Parks&
Recreation's watering plan.
