HomeMy WebLinkAboutRes2020-030 Sponsored OF SEWARD,ALASKA by: Meszaros RESOLUTION 2020-030 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA, AUTHORIZING THE CITY MANAGER TO ENTER INTO AN AGREEMENT WITH HARMON CONSTRUCTION, INC., FOR CONSTRUCTING AN ADA-COMPLIANT RAMP AND PARKING AT CITY HALL IN THE AMOUNT OF $80,663, AND APPROPRIATING FUNDS WHEREAS,the City Hall ramp is currently not ADA-accessible compliant; and WHEREAS, construction of an ADA handicap ramp will enhance the reliability and access for handicap citizens; and WHEREAS, a bid for construction was advertised and completed, resulting in two bid submissions from qualified firms; and WHEREAS, on April 3, 2020, the submitted bids were opened, both deemed responsive, and properly recorded; and WHEREAS, Harmon Construction, Inc., proposed a total of$80,663 for the installation of an exterior ADA-accessible concrete ramp at City Hall; and WHEREAS, Harmon Construction, Inc., based on their low Base bid of$70,901 and Additive Alternate bid of$9,762 for a total project cost of$80,663, was selected and sent a "letter of intent to award' pending City Council approval. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEWARD,ALASKA that: Section 1. The city manager is hereby authorized to enter into a contract with Harmon Construction, Inc. in the amount not to exceed$80,663. Section 2. Funding in the amount of$80,663 to be appropriated from Capital Acquisition Fund account number 80010 0000 8102. Section 3.This resolution shall take effect immediately upon adoption. BACKGROUND & JUSTIFICATION: The ADA accessible ramp at City Hall has become an issue with following the guidelines of ADA compliance and providing access to handicap citizens. The construction proposal from Harmon Construction,Inc.,for a total of$80,663.00 includes installation of new exterior concrete sidewalks, new stairs at the west entrance and an ADA-accessible concrete ramp with handrails. Replacement of an existing concrete wall and minor regrading of the gravel parking lot is also included. INTENT: The City Council authorizes the City Manager to enter into agreement with Harmon Construction, Inc.to do the construction project for an amount not to exceed$80,663.00. This construction project would make the City Hall handicap ramp ADA-accessible, compliant with code, and much more reliable to handicap and disabled citizens. Approved by Finance Department: ATTORNEY REVIEW: Yes No X Not Applicable_ RECOMMENDATION: City Council approve Resolution 2020-030, authorizing the expenditures of $80,663.00. 62 SECTION 000030 - PUBLIC NOTICE - INVITATION TO BID CITY OF SEWARD, ALASKA Public Notice— Invitation for Bids City Hall ADA Parking & Ramp The City of Seward desires to receive bids from qualified contractors to install an exterior concrete stairway and an exterior ADA-accessible concrete ramp at City Hall in Seward, Alaska. The scope of work generally includes providing new exterior concrete sidewalks, stairs and a ramp with handrails. Resurfacing of existing concrete walls and minor regrading of the gravel parking lot is also included. An optional pre-bid site visit will be held at City Hall, 401 Adams Street, Seward, Alaska, 99664 on March 20, 2020 at 11:00 am. The bid documents are available at the office of the City Manager. Electronic copies are available for no charge. Paper copies can be made available from a local reproduction company at the Contractor's expense.
