Dear Mayor Terry and the Seward City Council,
I have lived here in Seward all my life. I am proud to be a part of this community
and I was honored to represent Seward in Obihiro last year.
Seward has many opportunities for kids. I have enjoyed Urbach's Basketball, the
Bear Bell Run, youth soccer, the community playground, the new bike park and more.
Although we do have good opportunities, there is always room for improvement I feel
that Seward could offer more for teens and young adults. I think a basketball court in
Seward would be just the right improvement.
Basketball is one of the most popular sports in America and it is accessible to
everyone. All you need is a ball and a safe place to play. I have a passion for
basketball and I have seen it bring people from many different backgrounds together.
Almost every community that I have been to has an outdoor basketball court. I have
been able to meet new people, and playing basketball has helped me share cultures
through a common interest.
Currently there is very limited access to basketball courts in Seward. The high
school gym is only open to students, and only when a staff member opens it. The
AVTEC gym has a fee and has limited hours. There are a few outdoor hoops in Seward,
however, they have many issues like uneven surfaces, a small area, and short, rusty
rims. These issues make them less than ideal and in some cases even unsafe. I am
very interested in the possibility of renovating the existing basketball court near the
Forest Acres campground into a safe, functional basketball court. An outdoor, public
court would be free and accessible to everyone in our community and to our visitors.
Currently this court does get some use. My friends and I have been using the
court a few days a week this summer. We've had pick-up games with campers and
cannery workers. I feel the usage would greatly increase if the surface was improved.
My idea for the space is to fix the slab, resurface it, add new hoops and
basketball court lines. We could potentially add pickle ball, four square, and other
recreational lines depending on community interest.
I am still learning about how all of this works. I understand that renovating this
court is in the Capital Improvement Plan, but is not prioritized. I am hoping that
renovating the court can be made a priority. I am interested in and willing to lead a
project and fundraise to help make this happen. The Seward Prevention Coalition has
agreed to be a fiscal sponsor.
What I'm hoping for is a partnership with the city to pursue this project, or, at a
minimum, I would like you to bring a resolution authorizing the rehabilitation of the court
through community fundraising. Thank you for considering this.

Seward Community Basketball Court Budget
This budget is to renovate the current basketball/tennis court in the Forest Acres area. There
are two main parts of the project, the slab and the surface. Quotes are attached.
Slab Options: Metco and Harmon Construction in Seward are looking at options for the
slab. I have also been talking with Scott Weber from Alaskan Industries in Wasilla. (They
specialize in courts and gym floors and are currently putting in an outdoor basketball court
for parks and rec. in Soldotna.)
What we use depends on how long we want it to last and how much maintenance it will take
to keep it up. It may be possible to pour either asphalt or concrete over the surface, but the
cracks might come up to the surface. The longest lasting option would probably be to tear
out the old slab and pour a new one- either asphalt or concrete.

I have been researching two main types of surfaces, court tiles and painted on sports
surfaces. There are many companies that make sports tiles, including Versacourt. There are
also many painted on surface options. Alaskan Industries works with Robbins Comfort
Court.

The following concrete recommendations are for informational purposes only and Versacourt is not responsible for
concrete design specifications or installation.Specific requirements for concrete design and installation should be
confirmed by a local Professional Engineer and/or Licensed Contractor.

Although we recommend a steel reinforced concrete base for our clients,
VersaCourt tiles can also be placed over an asphalt base pad. Customers may
choose to install asphalt, as the initial cost can be lower than a typical concrete
base.
However, it is important to note that asphalt is more susceptible to cracks and
fractures and will eventually deteriorate with repeated freeze-thaw cycles. This will
require additional maintenance and repairs, which can be costly.
VERSACOURT
STONE BASE SPEC
1. Mark court layout on the ground.Be sure to check for underground obstacles like sprinkler systems,power lines
and septic systems.Also look for overhead obstacles like trees and overhead power lines.
2. Remove sod.Using a sod stripper remove the sod and save some to be used over the backfill around the court
after the base is installed. Remove at least 2'beyond the forms to allow for tapering the backfill after the base is
finished.A tiller can also be used and then organic material removed.
3. Compact ground.Using either a ride on roller or a plate compactor,compact the entire surface.
4. Set forms.The easiest way to set forms is to use a Laser Transit to set the height of the forms.The forms may be
set level or at a.5%grade.If a grade is desired then make sure it is in the proper direction(ex.away from the
house).Use 2'x6'treated lumber or an equivalent for forms.
5. Roll out and stake down Geotextile material using sod stakes every 6:
6. Add 2"-3'crushed stone,3/4"minus crusher run.If the ground is not level use the crushed stone as fill.Do not
use soil as it will settle.After compacting this level you should be between 1'to 2"from the top of your forms.
7. Water and compact.Spray water over the crushed stone before compacting,this will help the stone compact
better.If the stone is already wet watering may not be necessary.
8. Apply 1"-2'stone screenings'/4"minus.Fill to the top of the forms.
9. Water and compact.
10. Level stone screening using the speed mover and drag mat(or other devices).
11. Use hand roller for final compaction.
12. Backfill around forms.
13. Once the stone screenings are smooth and level apply rubber matting.
14. VersaCourt tiles can then be assembled on top of the rubber mat.
