OPENING CEREMONY Mary Ann Benoit led the Pledge of Allegiance to the flag. ROLL CALL There were present: Cheryl Seese presiding, and Sue Ward J Darl g Wolfgang Kurtz Mary Ann Benoit Tanguy-Libbreeht Fred Woelkers comprising a quorum of the Commission; and Valarie Kingsland, Library Museum Director Jessica Stallard, Deputy City Clerk Excused—Libbrecht,Darling Absent—None Vacancy—None CITIZEN COMMENTS ON ANY SUBJECT EXCEPT THOSE ITEMS SCHEDULED FOR PUBLIC HEARING—None APPROVAL OF AGENDA AND CONSENT AGENDA Motion (Ward/Seese) Approval of Agenda and Consent Agenda Ward removed the February 13, 2020 Regular Meeting Minutes and the National Historic Preservation Month proclamation from the consent agenda. Seese removed ordering the Robert's Rules books from the consent agenda. Motion Passed Unanimous These items were approved on the consent agenda: There were no items on the consent agenda. City of Seward,Alaska Historic Preservation Commission Minutes March 12,2020 Volume 3, Page 212 SPECIAL ORDERS,PRESENTATIONS,AND REPORTS Proclamations and Awards—None City Administration Report—None Chair Report. Cheryl Seese reported that the commission had a joint work session with council on March 9,2020 to discuss their priorities. She was honored to be on the commission. Jesse Lee Home. Cheryl Seese said the commission was neutral on the Jesse Lee Home. R&M Engineers were doing samples, measurements, and evaluations to determine the structural integrity of the Jesse Lee Home. Sue Ward said the change in wording of the priority did not diminish the commission's concern,interest in,or the importance of the Jesse Lee Home.It gave the commission permission to monitor and evaluate any information on the Jesse Lee Home that was provided to them. Motion (Woelkers/Ward) Copy the commission with R & M Engineer's survey and report. Motion Passed Unanimous Fort Raymond Subdivision District—None Certified Local Government(CLG)Grant—None Seward Historic Inventory List.Cheryl Seese said the Seward Historic Inventory List had not been updated since April 2018. Historic Overlay District.Sue Ward said she was editing the Historic Overlay District and working on setting up a meeting with the Building Inspector, Fire Department, and Community Development to review building codes.She was working with the Kenai Mountain Turnagain Arm— National Heritage Area on possible grant funding for this project. Rockwell Kent. Sue Ward said Jeff and Michelle Cobble were putting a Rockwell Kent display and an Alaska corner in their shops.The Cobbles were working with Doug Capra to schedule some history talks.This year was the 100th year anniversary of the publication of Doug Capra's book, "Wilderness". In response to Seese, Ward said she had not spoken to Doug Capra about doing a Fireside chat. Woelkers volunteered to contact Doug Capra. Other Reports, Announcements and Presentations—None City of Seward,Alaska Historic Preservation Commission Minutes March 12, 2020 Volume 3,Page 213 PUBLIC HEARINGS—None UNFINISHED BUSINESS Items Postponed from Previous Agenda Discuss the Brown& Hawkins History Award. This topic was postponed from the December 19, 2019 meeting. Motion to Postpone (Seese/Woelkers) Postpone the discussion of the Brown & Hawkins History Award to June. Motion Passed Unanimous Discuss Historic Preservation training opportunities.This topic was postponed from the February 13, 2020 meeting. Motion(Seese/Ward) Send Benoit and Woelkers to Section 106 training in Anchorage, AK. In response to Benoit,the clerk said the commission had a$2,500 training budget that would be used for training and hotel costs. Library Museum Director Valarie Kingsland said the Section 106 training would be beneficial for the commissioners to attend,but there was a possibility that it would be cancelled due to the coronavirus.One of the presenters was from Washington,and there was currently a travel ban for state employees both to and from Washington. Motion Passed Unanimous Motion (Kurtz/Ward) Send Seese and Kurtz to the 2020 National Preservation Institute Forum in Tacoma, WA using the commission's budget and a Certified Local Government (C.L.G.) Grant, if one was approved, with a caveat to address any cancellations related to the coronavirus. Motion Passed Unanimous Other New Business Approve the February 13,2020 Regular Meeting Minutes. Motion to Amend (Ward/Benoit) Amend the February 13, 2020 minutes by changing"Kenai Mountain Turnagain Arms (KMTA)"to"Kenai Mountains—Turnagain Arm National Heritage Area". Motion to Amend Passed Unanimous Motion to Amend (Ward/Seese) Amend the February 13, 2020 minutes by changing "compensation plan" to "comprehensive plan". Motion to Amend Passed Unanimous Main Motion Passed Unanimous Approve the National Historic Preservation Month proclamation. Motion to Postpone (Seese/Benoit) Postpone the approval of the National Historic Preservation Month proclamation to April. sod Motion Passed Unanimous Direct the clerk to order Robert's Rules books for the commissioners to use during their term. Motion (Seese/Kurtz) Direct clerk to order Robert's Rules books for each commissioner to use only during their term and to be returned to the clerk after their term ends. Motion Passed Unanimous Review and approve reporting forms for priorities and annual reports. Motion (Seese/Woelkers) Approve reporting forms for priorities and annual reports. Motion Passed Unanimous Discuss planting and maintenance at Hoben Park. ..rl City of Seward,Alaska Historic Preservation Commission Minutes March 12, 2020 Volume 3,Page 215 The commission directed Woelkers and Benoit to research possibilities for working with Parks& Recreation Director Tyler Florence and the Rotary Club on planting and maintenance at Hoben Park. Discuss having a Facebook page for education, awareness, and conununity support of the conunission and the Historic Preservation Plan. Motion (Kurtz/Seese) Empower Benoit to work with the clerk's office and M.I.S.to create a Facebook page for the commission. Motion Passed Unanimous Discuss reporting on Resurrection Bay Historical Society. Benoit volunteered to assist Ward with reporting on the Resurrection Bay Historical Society. INFORMATIONAL ITEMS AND REPORTS—None CITIZENS COMMENTS—None COMMISSION AND ADMINISTRATION COMMENTS & RESPONSE TO CITIZEN COMMENTS Seese thanked the public for attending the meeting and welcomed Benoit to the commission. Library Museum Director Valarie Kingsland welcomed Benoit and Woelkers.She reassured the commission that she read their emails and worked with the clerk to stay updated on the commission's projects. She thanked the clerk for helping with the commission. Woelkers said he was glad to be back on the commission. Kurtz welcomed Woelkers to the commission and thanked the public for attending the meeting. He thanked the commissioners,the clerk's office,and administration for their hard work. He reminded the commissioners to work with administration on their travel arrangements. Benoit was excited to be a part of this commission. She thanked the clerk for her help. Ward felt privileged to be on the commission. She thanked the public for attending the meeting and commended Seese on her improvements as chair. She thanked the clerk and administration for their hard work. Seese welcomed Woelkers and Benoit to the commission and thanked the public for attending the meeting. She was excited to attend the National Preservation Institute Forum in Tacoma with Kurtz this summer. She thanked Ward and the clerk for all of their hard work.
