ADJOURNMENT City of Seward, Alaska June 22, 2020 Council Agenda Page 3 61 PROCLAMATION Spring Creek Correctional Center started the Employee of the Month and Employee of the Year program in 1991 to show appreciation and recognize those who display high levels of professionalism; and Correctional Officer II Matthew Chezik has been selected as the Spring Creek Correctional Center's Employee of the Year for 2019; and Chezik began his career in 2006; and WHEREAS, in 2007, he began volunteering for the Shift II Tactical Team, where he spent the next five years learning from his predecessors and peers until mid-2012 when he was voted the Tactical Team Leader for Shift II; and Chezik was instrumental in helping form the Spring Creek Correctional Center Special Operations Response Team (SORT) in 2013, which he was team leader of until mid-2018; and during his time at Spring Creek Correctional Center, Chezik has been a Pepper Ball Technologies Master Instructor/Armoreri; and Chezik was also named the Shift II Morale Officer because he was always quick with a laugh and a smile. THE CITY OF SEWARD, AIASKA Christy Terry, Mayor a& s ram, PROCLAMATION Whereas, Amateur Radio operators are celebrating over a century of the miracle of the human voice broadcasting over the airwaves; and Whereas, Amateur Radio has continued to provide a bridge between peoples, societies, and countries by creating friendships and the sharing of ideas; and Whereas, Amateur Radio Operators provided critical communications for the City of Seward after the 1964 earthquake; and Whereas, these Amateur Radio services are performed by nonprofit organizations consisting of volunteers; and Whereas, local enthusiastic citizens have recently formed a new club named the Seward Amateur Radio Club; and Whereas, these volunteers wish to continue the service of past Amateur Radio Operators and provide emergency communications during emergencies, and Whereas, these same individuals wish to demonstrate the technology, skills, and capabilities of Amateur Radio to the public; and Whereas, on June 27 and June 28, 2020, the Seward Amateur Radio Club will participate in the American Radio Relay League (ABBE) Amateur Radio Field Day's national exercise, which is a 24—hour emergency preparedness exercise and demonstration of the Radio Amateurs' skills and readiness to provide self-supporting communications without further infrastructure being required. We are currently looking at three different concepts. More information to come later. • The Harbor has upgraded to the new software and are still running parallel, though we are working through some minor issues. • The tariff change is helping our front office staff greatly. • The harbormaster is working on the 2022 Municipal Facility Grant to replace G, K and L-float. Once again, thank you to Council for approving the resolution so the harbor may pursue the related grant. • The harbor has ordered the dumpsters approved in Resolution 2020-029. They should arrive sometime in July or August. 10 PARKS & RECREATION: Here are the latest updates concerning COVID-19: • Protective health measures remain in effect for all facilities. • Campsites are available by online reservation only with the exception of Spring Creek which is first come, first served. Campgrounds will begin operating at full site capacity starting in late June. • Pavilions and ball fields are available for online reservation through RecDesk. • All in -person programs and events are cancelled until further notice. • In coordination with AVTEC, the gym (aka Student Services Center) is closed to the public. WELLS RE: CITY ATTORNEY REPORT — MAY 2020 CLIENT: CITY OF SEWARD FILE NO.: 507,486.1006 DATE: JUNE 17, 2020 The following report provides the City Council with a summary of the matters worked on by the City Attorney during May 2020. If you would like to review the invoice for May time, or any other invoice, please let the City Manager know and we will be sure to provide you a copy of the requested invoice(s). Given the attorney -client privileged nature of many of the services we provide for the City of Seward ("City"), our Firm's goal is to provide a monthly report containing the information needed to fully inform Council of the nature of the legal services provided the previous month, while protecting the City's confidential information. Mav Leaal Services The City's general legal counsel services were more substantial in May, 2020 when compared to the previous months, resulting in 66.20 hours of general legal services. Legal service fees arose primarily from labor negotiations with the IBEW, personnel matters, public records responses, analysis regarding public records requests, and guidance on leases and land use enforcement. The vast majority of May's billable general service hours arose from personnel issues. COVID-19 May 2020 also required the City to continue to engage in COVID-19 preparedness and response in the City, resulting in substantial legal services in that arena. In total, the City spent approximately 49 hours on COVID-19 matters for a total of $10,957. These fees should be fully reimbursable under federal and State assistance programs. Legal services regarding COVID-19 involve guidance on personnel and May 2020 Attorney Report Page 1 of 2 00932076.DOCX 12 leave matters, waiver and release documents, lease term amendments and adjustments, federal and state law interpretation, and the creation of local governance and recovery plans and policies. Bradley Lake Electric and Other Legal Disputes Outside General Legal Services The City also continued representing the City in the ongoing lawsuit regarding Bradley Lake management. Mr. Earnhart spent 1.20 hours advising management and protecting the City's interests in the suit for a total of $270. In addition to the Homer Electric Bradley Lake Dispute and general legal services, the Firm also represented the City in an AKOSH citation matter for a total of .50 hours at $112.50. Based upon Council directive at a previous Council meeting, the Firm will be submitting a quarterly litigation report that will provide more information on this litigation. Additionally, Mr. Earnhart will make himself available to discuss this matter with Council at its July meeting if follow up is needed. Lease Negotiations, Enforcement, and Compliance The Firm addressed several lease issues during May, 2020, including lease term negotiations and review with Icicle Seafoods. The lease enforcement and compliance issues required approximately 1.2 hours in legal services. Lease discussions with Icicle Seafoods were included in the hours for general legal services and invoiced under the flat fee agreement. Conclusion I will be in attendance at the June 22, 2020 Council meeting to answer any questions Council may have regarding this written report. May 2020 Attorney Report Page 2 of 2 00932076.DOCX 13 Chamber of Commerce — Executive Director Report (report submitted June 16, 2020) Budget/Finances: Continuing to develop a modified budget to provide consistent marketing services with the constant change going on. We are in the second stage of the application process of the ATIA EDA grant, which required another set of information that the EDA is requiring now that they have our application in front of them. Visitor Services: The visitor Center is open during the week from 9am — 4pm and on the weekends from 10am — 4pm. The traffic has definitely picked up this last week — including during the week. We are also working on a tentative plan for using the Derby Booth as a visitor center extension this summer. We have already been using it as an information window site as well as a place to have visitor guides and fishing regulations. During the month of July, we will have some resources and staff it during busy times. We will be putting a cartoon photo cut out down in the harbormaster's office area soon. We took delivery of it a couple of weeks ago. We are awating hardware for us to mount it in the pavement. When that arrives, we will put it up. Seward Marine Front: The marine industry is very busy right now (a good thing) and so we are taking a break until August. Sustainable Tourism Conversation — This has been put on hold temporarily. We will be scheduling a check in call with them sometime during June. There are definitely a number of new issues coming up that this group could help tackle. Website - We are working through the RFP process for a potential vendor Blue Pipeline Incubator: There is renewed applicant interest for the BPI position. (I would imagine due to the effects of COVID19 on the economy). We had one interview last week and two more this week. Trump declared that a statewide emergency exists in Alaska; and WHEREAS, on March 29, 2020, the World Health Organization indicated in a scientific brief that COVID-19 is spread primarily by respiratory droplets produced when an infected person coughs or sneezes; and WHEREAS, the CDC recommends wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain, and acknowledges that a significant portion of individuals with COVID-19 are asymptomatic, but can still spread the virus to others; and WHEREAS, the Alaska Department of Health and Social Services "highly recommends that all Alaskans wear a cloth face covering in public settings where other social distancing measures are difficult to maintain"; and WHEREAS, City Council finds that it is very difficult to maintain social distancing requirements identified by the CDC and Alaska's chief medical officer in certain circumstances, and that the use of facial coverings by the public will protect the City's most vulnerable populations from COVID-19; and 23 CITY OF SEWARD, ALASKA EMERGENCY ORDINANCE 2020-007 WHEREAS, requiring individuals to comply with federal and state medical guidance regarding facial coverings is necessary to preserve public health and safety during the COVID- 19 pandemic; and WHEREAS, the City acknowledges the importance of every individual's Constitutional right to privacy and due process, but finds that the facial covering regulation is narrowly tailored to preserve these Constitutional rights while protecting the public from an immediate threat to life and safety. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEWARD, ALASKA HEREBY ORDAINS that: Section 1. Emergency Declaration. Pursuant to SCC 2.15.040, Council declares that a state of emergency exists that requires immediate action by City Council to preserve the public health, welfare, and safety of the Seward community and protect it from the spread of COVID- 19. Section 2. City Council Emergency Regulation No. 2. Council hereby adopts the following temporary emergency regulation, which shall be entitled City Council Emergency Regulation No. 2: Council Emergency Regulation No. 2: Except as otherwise provided in this regulation, all individuals in Seward must wear a cloth covering over their nose and mouth when they cannot maintain six feet of space between themselves and individuals outside their household. Individuals under the age of four, individuals with trouble breathing, and individuals with a medical condition that prevents them from wearing a cloth covering over their nose and mouth are exempt from this regulation. Facial coverings need not be worn when: 1. Individuals are alone or only with members of their household; 2. Individuals are eating or drinking in compliance with State of Alaska public health mandates; or 3. Individuals are receiving lawful services that cannot be adequately performed while the service provider or the recipient is wearing a facial covering. Section 3. Council Emergency COVID-19 Regulations Commentary. City Council hereby acknowledges that it is in the public's best interest to have published commentary approved by Council regarding the scope and application of the regulations adopted by Council regarding COVID-19. Therefore, Council also adopts commentary attached to this Emergency Ordinance as Exhibit A regarding Council Emergency Regulation No. 2. 24 CITY OF SEWARD, ALASKA EMERGENCY ORDINANCE 2020-007 Section 4. Penalties and enforcement. A violation of this Emergency Ordinance shall constitute a violation of an emergency mandate and shall be punishable by a fine of no more than $25. Section 5. Codification. This ordinance is an emergency ordinance, is not permanent in nature, and shall not be codified. Section 6. Effective Date. This ordinance shall take effect on the day it is enacted and shall remain in effect for sixty (60) days in accordance with SCC 2.15.040 or until the declaration of emergency regarding COVID-19 expires without renewal. Public health officials throughout the nation have echoed the CDC's recommendations, leading many states and local jurisdictions to require facial coverings to combat COVID-19. States currently requiring members of the public to wear facial coverings include Illinois, Utah, Maine, Maryland, Michigan, Massachusetts, New Jersey, New York, and Rhode Island. Many other states, like Alaska, recommend the use of facial coverings by the public when social distancing measures are difficult to maintain and require certain employees to wear facial coverings when interacting with the public. Several Alaska municipalities have adopted facial coverings requirements or strong recommendations as well. While initially the CDC and other healthcare professionals were uncertain about the effectiveness of cloth facial coverings in preventing the spread of COVID-19, the benefits of these coverings have become increasingly clear as the nation combats this pandemic. On June 10, 2020, more than 200 Alaska healthcare workers signed a letter to Governor Dunleavy requesting the State require facial coverings in public places. Currently, COVID-19 cases in Alaska are sharply increasing. The ability to maintain proper social distancing is becoming increasingly more difficult with the influx of summer visitors and workers. Despite strong encouragement from Council members, and the State of Alaska, individuals continue to frequent crowded places such as the grocery store without facial coverings. The facial covering requirement adopted via this Ordinance could save lives and preserve the health and safety of Seward residents and visitors in a very direct way. Under the proposed Ordinance, individuals do not need to wear facial coverings when shopping, playing outside, walking their dogs, boating, fishing, hiking, biking, running or engaging in any activity so long as the activity can be done while maintaining six feet of space between the individual and others who are not members of that individual's household. Similarly, visitors and residents are not required to wear facial coverings while eating or drinking. This ensures that the public is able to visit eating and drinking establishments, which are open for business under State of Alaska public health mandates. BACKGROUND & JUSTIFICATION: Beginning in January 2020, the coronavirus (COVID-19) crisis had begun around the world, and by March, Alaska experienced positive cases of COVID 19. Emergency responders hurried to become educated and prepare themselves to protect with better personal protective equipment (PPE). The Seward Fire Department volunteer emergency responders are on automatic aid with Seward Volunteer Ambulance Corp. Over 75% of the emergency response calls each year are for medical events. As we worked to prepare and protect our responders, we incurred additional expenses for equipment we had not previously needed to include in our budget. The State of Alaska Department of Public Safety (DPS) recognized this enormous strain and, in April, offered a supplemental grant to help offset these purchases. The City of Seward Fire Department applied for this grant to reimburse our department for the protective equipment we had already purchased and for the purchase of additional specialized equipment that we could not afford. We were recently awarded $5,709.47 in grant funds from the DPS. The acceptance of these funds will reimburse the Seward Fire Department for $2,627.47 in funds already used. The additional $3,082,00 will allow us to purchase equipment that we need and have not been able to acquire. Max Pfeiffenberger spoke (in person) about Seward's need for an outdoor basketball court. He encouraged council to provide more activities for Seward's youth. He asked council to renovate the basketball court in Forest Acres. He was interested in leading this project and fundraising for it. He requested that council bring forward a resolution to renovate the Forest Acres basketball court through community fundraising. Maya Moriarty supported the renovation of the Forest Acres basketball court. Norm Regis spoke (in person) about the JAG Lease resolution that was coming before council for public hearing and enactment. He asked council to remove this resolution from the agenda. Dorene Lorenz was upset that the Friends of the Jesse Lee Home was not notified that R & M Consulting had completed their survey of the Jesse Lee Home. She encouraged council to refrain from making any decisions regarding the Jesse Lee Home until a city attorney firm was hired. Connor Spanos supported the renovation of the Forest Acres basketball court. Liz DeMoss encouraged council and administration to support small businesses and the local economy. June 12, 2020 would be Electric Utility Manager John Foutz's last day with the City of Seward. In response to Baclaan, Meszaros said the water and sewer rate studies were almost complete and a work session would be scheduled to review these studies. Seese wanted to talk about the ads for the Finance Director and Accounting Technician 11 positions. She wanted to know why the Finance Director position was not advertised in the city newspaper. Meszaros said the Finance Director position was advertised online. In response to Baclaan, Community Development Director Jackie Wilde said planning for the Fort Raymond Subdivision would resume after the Capital Improvement Plan was approved. Terry requested that an agenda statement showing work sessions postponed due to COVID- 19 be brought before council at the June 22, 2020 meeting. Terry wanted to talk about the Senior Center, the trash on the road at the new city access pullout on Nash Road, and the Forest Acres basketball court. Harbormaster Norm Regis said he would place a dumpster on Nash Road. She requested that Meszaros reach out to Dana Paperman about the Senior Center's needs. Meszaros said the Forest Acres basketball court project was budgeted for, but not funded, at this time. Seese wanted to talk about the fees for reserved camping spots; she wanted to know if individuals were charged for placing a tent on their reserved camping spot. Meszaros said it cost an additional $10 to have a tent on a reserved R/V spot. Meszaros said campers were required to print camping permits and place them in their camper windows. Baclaan and Seese were concerned that not everyone had access to printers. Meszaros said the Parks and Recreation Department regularly verified that owners of camping spots had paid for camping permits. Crites said she had seen the Parks and Recreation Director verifying camping permits and parking permits. In response to Butts, Meszaros said Public Works would be paving streets this summer. In response to Butts, Regis said the harbor was expecting new dumpsters this month. Butts said the corner of Fourth and Port Avenue needed some attention, and he asked if someone could fix the electrical box on the sidewalk in front of the fire station. Crites said the electrical box was being worked on. Seese asked that the pothole at the end of the driveway at the post office be fixed. Crites wanted to talk about wearing masks in public spaces. She said the City of Anchorage was now mandating that masks be worn in public spaces, and she wanted Seward to adopt a similar resolution. Baclaan wanted to talk about when city services would be open at full capacity. Meszaros said most of the city offices were open, some by appointment only, and the library plan was on the city website. The city was trying to minimize the spread of COVID-19. There would be an automatic switch from daily rates to monthly rates, and it would save boat owners up to $600. In response to Osenga, Ballou said she was not sure if the Library Community Room had call -in capability. Baclaan said the public's rights had not been infringed on, but processes changing had caused stress in the community. She said the best cost savings she could propose for the ASLC was $500,000; any additional cost-cutting measures beyond that would start affecting revenue production. At $500,000, there would be a 38% staff reduction, no education programs, and the facility would be closed from November through February. Reimer said, to put this in perspective, the ASLC was expecting to lose $2.8 million this summer; the PPP grant provided $1 million, so the residual gap was $1.8 million. The ASLC could cut $500,000 as mentioned above, which left a net loss of $1.3 million; they were asking the city for $500,000 to help offset the $1.3 million loss. Reimer added that the ASLC was the anchor tenant in the city's downtown area, and was the city's largest visitor asset. Dianne Dubuc was a small business owner who was concerned that non -profits in Seward would take the majority of the CARES Act funding. She proposed promoting Seward over the 4th of July by providing a blanket 10% discount across the city, and use the funding to make up the shortfall. 61i City of Seward, Alaska City Council Special Meeting Minutes June 12, 2020 Volume 41, Page Carole Tallman suggested council consider using some of the funding to help utility customers by forgiving a portion of their bills. Carol Griswold submitted a comment in writing which the clerk read into the record. Griswold was concerned about the way the COVID-19 testing results were reported. She thought it was misleading to report a case in Seward when the person was not actually located in Seward at the time, or conversely, to report a case in Anchorage when the person was actually located in Seward. Griswold also suggested replacing the use of the term "social distancing" with "physical distancing." City of Seward, Alaska City Council Special Meeting Minutes June 12, 2020 Volume 41, Page Kenai Peninsula Economic Development District (KPEDD) Executive Director Tim Dillon said he had been working closely with the state to gather information and help cities across the peninsula. Kenai and Homer had both started pushing money out to their communities, and Seldovia and Soldotna would be starting in the next week or so. Dillon said these funds would not make anyone whole, but they could help improve the quality of life for many. The goal was to assist as many people and businesses as possible. City Attorney Holly Wells arrived. Dillon said the disbursement of the funds would take place over the coming months, and people needed to consider where they wanted to be in three to six months from now. He was especially concerned about the Alaska SeaLife Center because they were a special case; they were a unique facility on the peninsula and it was in everyone's best interest to keep it afloat. Dillon suggested that the city engage a non-profit organization to help disburse the funds in the most effective way. As well, he said the city should also consider hiring a consultant to help manage the funds because the city didn't have enough staff on hand to do the work in the short term. Terry appreciated the overview and stated for the public that the plan would come back to council for adoption at a future date, and it was important for council to hear from the community in the meantime. Meszaros said there seemed to be steady changes and modifications to the rules for how these funds could be spent; he appreciated working with Tim Dillon and Kenai City Manager Paul Ostrander to keep up with all the changes. In response to Terry, City Attorney Holly Wells said there were tax implications to Individual Assistance Grants. Wells said this presented more challenges than anyone anticipated. Butts wondered what the City Review Committee would look like; he would be interested in serving on such a committee as a council member. Terry thought the review committee would be charged with reviewing the rules that council put in place, and wondered if council members should not be on the committee in case there was an appeal. Meszaros said the review committee would review a request for funds and then submit the request to finance for a check to be cut. Dillon said the entire process should take no more than 30 minutes for a person or business to apply, get reviewed, and approved; the goal was to say yes and get the money out as quickly as possible. Terry said her understanding now was that the review committee would simply review the applications and make sure they were complete. Baclaan suggested the Chamber of Commerce might be a good place to manage these funds. Meszaros said, as the plan was currently written, the minimum threshold for a business to apply for funds from the city was $50,000 in gross revenues. Butts said he wanted to spend every penny of these funds. Terry concurred and said council did not want to leave any money unspent. Terry added that the application period deadline was September 25, 2020, and that payments would 57 City of Seward, Alaska City Council Special Meeting Minutes June 12, 2020 Volume 41, Page be disbursed in batches on an ongoing basis. Crites said these funds would be expended on a first come, first served basis; when the funds were exhausted, the program was over. Baclaan wondered what was included in the proposed $1 million for First Responder and Incident Management Team Payroll and Related City Emergency Expenditures. In response, Meszaros said all of the expenses that were incurred by the city since the beginning of the emergency were being tracked and itemized. As a follow up, Terry stated council wished to know how accurate this estimate was in relation to actual expenses. In response, Meszaros guessed the city had spent over $2 million. Terry said, before council could approve the funding amounts, council would want to see actual numbers. Meszaros said he would need additional accounting staff in order to provide that information. Terry stated the proposal for Individual Assistance Grants was $1,074,326, and wondered when the city would know how and when those funds could be distributed to individuals. In response, Wells said she was watching and learning from what other communities were doing in order to avoid potential pitfalls. Wells particularly wanted to avoid experiencing a "claw back' of the funds. Dillon stated that the funds would be paid out in thirds, and 80% of the first check had to be distributed before the second check would be given to the city. Dillon said the first two-thirds of the funds should be disbursed directly to businesses and individuals, and the city should wait until the last third was received to keep any funds for itself. The goal was to get the funds into the community. Baclaan said the city currently had a balance of $1.8 million in the Commercial Passenger Vessel (CPV) fund, and wondered what the plans were for using those funds. In response, Meszaros said because there were no cruise ships coming to Seward this year, the city wouldn't receive any CPV money next year, so the current fund balance would have to get the city through next year as well. Baclaan suggested maybe taking some money from the CPV fund and combining it with some CARES Act funding in order to help the Alaska SeaLife Center (ASLC). In response to McClure's concerns that CPV funds could be used to help the ASLC, Wells said she believed the ASLC would be an acceptable use of those funds, but she would be willing to do some research to confirm. Council requested Wells look into this option. Terry wanted to support the non -profits in the city; there were 60 non -profits in Seward, nine of which were considered "major". Meszaros suggested engaging council's Budget Committee to help work through some of the issues. Council directed the city manager and city attorney to continue working on the plan and bring it back to council for review. Council took Ordinance 2020-006 from the table. The main motion was back on the floor. Crites was concerned that the facial covering rule was an encouragement rather than a requirement. Wells stated she was observing a lot of movement, in general, towards facial covering mandates; they were lawful and could be structured in such a way that would mitigate public concern. Boyd, Chandler, Falconer & Munson, LLP Attorney Brooks Chandler provided a brief presentation. He said he had first moved to Alaska in 1977, and by 1986 had started his own law firm in Anchorage. His firm served as the longest serving city attorney firm in the history of the cities of Nome, Dillingham, and Unalaska. Chandler stated that he would personally handle 85-90% of the work for Seward for at least the first year so that he could get a clear understanding of the issues facing the city. He would be assisted by his partner, Patrick Munson, who had a specialty in labor and employment. Chandler said his understanding was that assignments would be routed to his firm through the city manager, city clerk, or the mayor in order to control the budget and prioritize the work. He provided a flat fee option, and would want to define the scope of work; he didn't recommend continuing with the current fee structure being used by the city. Chandler said he loved being a municipal attorney, and that local government was the purest form of democracy. He understood that hundreds of hours of service were provided by local elected and appointed officials, and he appreciated those who served because they wanted to contribute to their community. Council conducted a round robin interview of the candidate. Council recessed at 11:47 a.m. Council resumed at 1:00 p.m. Landeye, Bennett, Blumstein, LLP Attorneys Matt Mead and Leslie Need provided a brief presentation. Mead said LBB was established in 1979; they had 18 attorneys in Alaska, and 12 more in a second office in Portland, Oregon. Mead said some of their current clients included the cities of Wasilla, Emmonak, and Chignik, as well as the Northwest Arctic Borough. LBB also worked closely with the Alaska Municipal League. The firm had expertise with native corporations and tribal governments, real estate property, banking and bankruptcy, general litigation, taxation, utilities (telephone), remote seller sales tax, and labor and employment. Need said she and Mead would be the primary points of contact for Seward, and they would assign work to the appropriate attorney within their firm. She said they would also be responsible for keeping an eye on the budget and bills. Mead and Need said the cost proposals they provided could be adjusted as council wished. They offered to provide training to council members, as well as employees. July 8, 2019 Council approved Resolution 2019-065, Directing The City Council Policy Work Group To Review The City Of Seward's Personnel Policies For Harassment And Bullying. September 23, 2019 At the September 9, 2019 work session, council reviewed the ordinance with the city attorney, and decided to have the Policy Work Group draft new and/or revise existing policies as they relate to this ordinance. Once the Policy Work Group completes their work, the policies will come back to council in the form of one or more resolutions, and this ordinance will come back at the same time or introduction. SPECIAL AD HOC CITIZEN ADVISORY COMMITTEE FOR SEWARD AIRPORT August 15, 2019 The Alaska Department of Transportation & Public Facilities (DOT&PF) and the Federal Aviation Administration (FAA) held a Public Hearing to collect comments on the Draft Environmental Assessment and Proposed Action. September 16, 2019 Council conducted a Public Forum to discuss Seward Airport options, develop a timeline/plan, and obtain public input in preparation for the next meeting with the ADOT and FAA. September 23, 2019 Council formed a Special Ad Hoc Citizen Advisory Committee with a sunset date of December 31, 2020, and directed the city clerk to solicit interest from citizens. The purpose of the committee is to research options for the Seward Airport, and report back to council. September 24, 2019 City clerk solicited interest from citizens of Seward and the surrounding area. At the time, Jess Sweatt was appointed as the City's representative with a term expiring in May, 2019. The CIAA does not recognize terms for their board members, so this is a city -imposed rule that was established to stay in keeping with all the other City representative terms. Because of these improvements, the Alaska Division of Elections approved moving the city's official polling location for Election Day back to City Hall.
