HomeMy WebLinkAbout08212013 Historic Preservation Minutes City of Seward, Alaska Historic Preservation Commission Minutes August 21, 2013 Volume 2, Page 231 Call to Order The August 21,2013 regular meeting of the Seward Historic Preservation Commission was called to order at 6:43 p.m. by Vice Chair, John French. Opening Ceremony Commissioner Hedman led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and John French Catherine Hedman Sarah Fink Frank DeMarco Comprising a quorum of the Commission, and Patricia Linville and Tim Morrow, Library/Museum staff Special Reports City Administration Report Linville updated the Commission on Founders Day festivity plans. Linville announced Douglas Deur and Rachel Mason will be speaking during the September 18th 2013 meeting about the traditional uses of the Kenai Fjords National Park locale. Citizens' Comments on Any Subject,Except Those Items Scheduled For Public Hearing Tom Kain of Alaska State Parks,Seward Office spoke on the historical preservation efforts in Caine's Head State Recreational Area. Efforts included trail maintenance and restoration, interpretative signage, building stabilization and graffiti removal. He inquired of the commission what the requisites are to list Caine's Head State Recreation Area on the Register of Historic Places. The commission responded that they would support and assist the application process and that it was up to the State Parks to submit an application or at least a letter of intent to the commission. City of Seward, Alaska Historic Preservation Commission Minutes August 21, 2013 Volume 2, Page 232 Approval of Agenda and Consent Agenda Motion(French/Hedman) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda:Meeting Minutes for the July 17, 2013 Meeting of the Historic Preservation Commission,with the following changes:Commissioner Richardson's name changed to Lasota on top of page 6.On page three,insert agenda item title same as item 8 A. "Vote for 2013 Historic Preservation Award."On page 2,change item 9 A to"Discuss quotes from consulting agencies for historic plan." On page 4, change the agenda title to "Discuss quotes from consulting agencies for historic plan." Public Hearing None Unfinished Business A.2013 Annual Historic Preservation Award Nomination Linville revealed that this year's sole nominee,Carol Griswold,was financially compensated for some of the historic preservation work she had done,but not all.Linville also reminded the commission of Griswold's extensive photo documentation of the Seward area and said Griswold may be"the Silvia Sexton of the 2000's."Linville personally recommended that this year's award go to Carol Griswold. Motion(Fink/Hedman) Award Carol Griswold the 2013 Annual Historic Preservation Award Motion Passed Unanimous Consent New Business A. Discuss quotes from consulting agencies for historic plan Linville listed the three organizations contacted for quotes: Foraker,Agnu/Beck,and Nuka Research. Fink asked if they were all in-state companies. Linville responded that they were and proceeded to read each organization's quote response letter.Foraker didn't send a quote response letter and their quote was based on initial phone contact with Linville. French commented that he didn't know Agnu/Beck though he knew of local projects of theirs that had gone off well. French continued to be enthusiastic about Nuka Research though he mentioned a non-monetary conflict of interest. Fink liked that Nuka Research's response seemed more specific. Headman stated that Nuka Research's greater detail appealed to her as a decision maker. Linville replied that one of the quotes went above the money that had been awarded in the historic plan grant. French asked if the commission was supposed to make a recommendation to council. Linville responded that the commission got to choose on their own. Motion (Hedman/Fink) Choose Nuka Research as the Historic Plan consultant Motion Passed Unanimous Consent Informational Items None Commission Comments Lasota apologized for her tardiness.
