CaII to Order The April 20, 2011 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Linda Lasota. Opening Ceremony Commissioner Heim led the Pledge of Allegiance. Roll Call There were present: Chair Linda Lasota presiding, and Vice -Chair John French Catherine Richardson Ryan Reynolds Patty Heim Monica Hinders Absent — Tim Sczawenski Comprising a quorum of the Commission, and Patricia Linville, Library Director Amy Carney, Executive Liaison Special Reports & City Administration Report Linville promised to have the updated binders for the Commissioners at the next meeting in May. Concerning her report from the City, Linville said that if the current budget makes it through the governor, the City will be doing very well. Concerning the Library /Museum project, she reported that the City Council is still discussing revenue possibilities for paying the bond. Also, she said the architects have identified the mural spaces for the new building, which will be forwarded to Seward's Mural Society. Concerning the Iditarod Memorial Grant, Linville reported that she talked with Dan Seavey. He said that model is being turned into a life -size mold which should be completed by June. $10,000 has been reimbursed for this project. Other Reports, Announcements & Presentations None Friends of the Jesse Lee Home Update - Commissioner Richardson Richardson reported that Tom Swann had contacted her. He relayed to her that there were no changes in fund raising and no new grants have been applied for. The Jesse Lee group is working on identifying hazardous materials and stabilizing the building. Website Updates & Historical Site Inventory — Chair Lasota & Commissioner Reynolds Reynolds had nothing new to report. He has not successfully contacted Estes or Luther. Lasota had no updates to report about the historical inventory since her updates rely on the website. Photos for CLG Grant 2008 — Chair Lasota Lasota reported that this is a continual project and will progress more in the spring and summer of this year. Citizens' Comments on Any Subject, Except Those Items Scheduled For Public Hearing None Approval of Agenda and Consent Agenda Motion (French/Hinders) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent The following items were approved under the Consent Agenda: Meeting Minutes for the March 16, 2011 Meeting of the Historic Preservation Commission. Public Hearing None Unfinished Business A. First Friday Fireside Historical Lecture Series Linville reviewed what the Commission had discussed in the March 16, 2011 meeting. Richardson suggested doing an education theme, which would include Lee Poleske, Dan Seavey, and Anne Hatch as panelists. All present commissioners agreed to this idea. Chair Lasota divided up tasks among the commissioners and staff to make this event happen on May 10, 2011. B. Historic Preservation Award Nominations The Commission agreed to postpone this item to the May 18, 2011 meeting since no nominations had been received by the Library or the Clerk's office. twirl City of Seward, Alaska Historic Preservation Commission Minutes April 20, 2011 Volume 2, Page 225 C. Grant List Discussion Chair Lasota suggested that the commissioners consider a work session in the near future to complete a CLG grant for a Hoben Park restoration project. New Business A. Resolution 2011 -002 Support of Library /Museum Lasota read aloud Resolution 2011 -002 which proposed Historic Preservation Commission support of the Seward Community Library Museum. Motion (Reynolds /Richardson) Approve Resolution 2011 -002 Motion Passed Unanimous Consent B. Hoben Park Hedges /Benches Grant Karin Sturdy, director of the City's Parks and Recreation department, discussed various possibilities of grant work for Hoben Park. Her report and suggestions included preserving the poplar tree, excluding benches, installing only one birdhouse, planting only two lilacs, and putting in flower gardens adopted by the Historic Preservation Commission. The commissioners thanked Study for her report, and said they would re- contact her in the fall of 2011 to finalize a grant project for Hoben Park. * C. March 16, 2011 Regular Meeting Minutes The commissioners approved these minutes earlier in the agenda. Informational Items Commissioner Reynolds reported his progress on the FY10 CLG Cemetery Grant. Up to this point, Reynolds had entered data into PastPerfect for two out of five cemeteries. He is compiling a list of photos that need to be added to database. Commission and Administration Comments Commissioner Hinders wished all the commissioners a happy Easter. She recommended that everyone attend the library fundraiser the following week. Chair Lasota said that the Seward Rotary is preparing their cemetery plaque presentation, which will take place on May 28, 2011. Linville invited everyone to the Resurrection Bay Historical Society's "1964 Earthquake Sharing" event at the library on May 6, 2011.
