HomeMy WebLinkAbout05122010 Historic Preservation Minutes City of Seward, Alaska Historic Preservation Commission Minutes May 12, 2010 Volume 2, Page 192 Call to Order The May 12, 2010 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Vice -Chair Linda Lasota. Opening Ceremony Commissioner Lasota led the Pledge of Allegiance to the flag. Roll Call There were present: Vice -Chair Linda Lasota presiding, and John French Monica Hinders Tom Swann Absent was Jolund Luther, Dave Hamner (excused). Comprising a quorum of the Commission; and Patricia Linville, Library Director Ryan Reynolds, Library/Museum Staff Amy Carney, Library /Museum Trainee Special Reports — City Administration Report- • Linville reported that the Section 106 process relating to the Commission was: Federal agencies must pursue the effects on any site, structure or district if using federal funds for a project. When a project affects properties on a local government level, that government is invited to participate in the 106 process as a consulting party. The decision to begin the Section 106 process comes down from the Federal level. • French and Swann questioned HP's obligation to a local Section 106 process and asked for more information on when and if the HPC should become involved in the process. • Linville responded that she would provide further clarification from the City. • Linville reported that the Site Inventory is everything that is 50 years or older in town. The local Historic Register is populated by nominations and must meet certain criteria. City of Seward, Alaska Historic Preservation Commission Minutes May 12, 2010 Volume 2, Page 193 • The SeaLife Center Art Project — The review team is already in place and the HPC is Project Y p welcome to be involved in the project. No artists have been picked and the HPC would be made aware as the project progresses. • Council Work Session is scheduled on May 26 with the Library Museum BC to discuss the 4.7million capital budget allocation. • Two terms for HP are expiring. One is Thomas Swann's and the other is vacant. Other Reports, Announcements & Presentations - Friends of the Jesse Lee Home Update- Swann- • None. Website Updates- Luther • None Photos for CLG Grant 2008 — Lasota • All Commissioners are working on taking photos and Lasota was working on the website. It was decided that past owners should be included under the information on sites. Historical Site Inventory — All • None Judith Bittner Dinner — Lasota • Lasota remarked that the dinner was very informative. Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing — Approval of Agenda and Consent Agenda Motion (French /Swann) Approve the Agenda and Consent Agenda Motion Passed Unanimous Consent * The following items were approved under the Consent Agenda: Meeting Minutes for the April 21 2010 Meeting of the Historic Preservation Commission Public Hearing — None Unfinished Business- None New Business - A. Discussion of Current and Future Grants a. Linville asked if the Commissioners would prefer to schedule a work session to discuss Hoben Park priorities. Swann remarked that the priorities list included in City of Seward, Alaska Historic Preservation Commission Minutes May 12, 2010 Volume 2, Page 194 r.. Resolution 2003 -85 was still relevant and that he believed the next project should be the fencing and that some existing fencing would be appropriate on the West end. b. The Commission decided to hold a work session immediately following their June 16` Regular Meeting. B. Hoben Park Planter Updates a. Linville — Two responses were received from the initial quote request. Neither was acceptable. Another request was sent out and one response was returned from Harmon Construction that totaled $5000 for four planters. April 21, 2010 Regular Meeting Minutes Informational Items — (No action required) - Commission Comments - Hinders — Thank you to Swann, Reynolds and welcome to Carney French — French will be unavailable from June 5 — 21 Lasota — Lasota thanked Swann for his service and leadership. Swann — Swann remarked that he would not be applying once again to remain on the HPC.
