Call to Order The December 16 2009 regular meeting of the Seward Historic Preservation Commission was called to order at 6:30 p.m. by Chair Jolund Luther. Opening Ceremony Commissioner French led the Pledge of Allegiance to the flag. Roll Call There were present: Chair Jolund Luther presiding, and Dave Hamner John French Linda Lasota Monica Hinders Absent was Tom Swann. comprising a quorum of the Commission; and ta , Patricia Linville, Library Director Ryan Reynolds, Library /Museum Staff Special Reports City Administration Report - Library Director Patty Linville reported on the following issues: • Christy Terry said the code changes should be ready to review. • Grant Applications for Historic Properties — For obtaining funds to renovate historic structures or hire architect. • Hoben Park had three lighted Penguin lawn ornaments installed. • Aldridge Pears was working on Museum design for the new Library Museum that will be community centered. • Linville will be out of country for a few weeks beginning Jan 10 Other Reports, Announcements & Presentations - Friends of the Jesse Lee Home Update- Swann- • None *.. Website Updates- Luther- City of Seward, Alaska Historic Preservation Commission Minutes December 16 2009 Volume 2, Page 180 • Site Inventory was up on website but had not been reviewed. • Lasota asked for a better management of Commissioners working together on website that would not violate Open Meetings Law. • Luther asked Commissioners what time would be best to advertise to public. • Commissioners agreed upon every Tuesday at 6:30pm during February 2010 to meet at Library, and that the meetings would be open to the public. Photos for CLG Grant 2008 — Lasota • Time was agreed upon earlier. Historic Site Inventory — All • Hamner and French asked about using winter photos. It was agreed that winter photos are acceptable. • Luther hoped that each site would continue to have multiple photos taken in future years. Citizens' Comments on Any Subject Except Those Items Scheduled For Public Hearing — None Approval of Agenda and Consent Agenda Motion (Lasota/Hamner) Approve the Agenda Motion Passed Unanimous Consent The following items were approved under the Consent Agenda: Meeting Minutes for the November 18th, 2009 Meeting of the Historic Preservation Commission Public Hearing — None Unfinished Business -None New Business - A. Meeting Minutes from November 18 2009 Seward Historic Preservation Commission B. Review of Hoben Park Planter Drawings. Item A: • Minutes were approved with corrections to Roll Call and Opening Ceremony. Item B: • Hamner noted that there had been a previous model fountain at Hoben Park that matched the style of the planters. This early fountain was later replaced, and the current replica is of that replacement. The drawing of the planter was done proportionally, and the original diameter of the planter bowl was estimated to be 18 inches. City of Seward, Alaska Historic Preservation Commission Minutes December 16` 2009 Volume 2, Page 181 ,., • Lasota noted that the Commission had been presented with a piece of the original planters and that decorative quartz crystals were embedded in the cement. • Luther noted that Commission should determine size of planter and forward information to SHPO, asking their advice on whether concrete or pottery should be used for planters before construction. Informational Items — (No action required) A. FY '10 CLG Grant Application Approval Commission Comments - Hinders expressed congratulations to Commissioners on grant approval.
